CONSTRUCTION OF THE UGANDA BUSINESS FACILITATION CENTRE (UBFC)
PSF/CEDP/WORKS/16-17/00095
1.0 The Government of the Republic of Uganda received financing
from the International Development Association (IDA) toward the
cost of the Competitiveness and Enterprise Development Project
(CEDP), and it intends to apply part of the proceeds of this credit
to payments under the Contract for Construction of the Uganda
Business Facilitation Centre (UBFC) at Plot 1, Baskerville Avenue,
Kololo, Kampala.
2.0 Government of the Republic of Uganda represented by Private
Sector Foundation Uganda (PSFU) now invites sealed bids from
eligible and qualified bidders for the Construction of the Uganda
Business Facilitation Centre (UBFC), (“the Works”), comprising of:
a) The construction of a twelve (12) storied reinforced concrete framed
Office Building of approximate total floor area of 7,000m2 on four (4)
basements of approximate total floor area of 7,700m2;
b) The building shall be cladded in curtain walling and alcobond sheet
cladding covering approximate areas of 3,500m2 and 5,000m2
respectively;
c) Services shall include Electrical, Mechanical, and ICT Installations.
d) A margin or Preference shall apply.
3.0 Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement of Goods, Works and Non-Consulting Services under
IBRD Loans and IDA Credits & Grants by World Bank Borrowers
edition of January 2011 revised July 2014 and is open to all bidders
from Eligible Source Countries as defined in these guidelines that
meet the following minimum qualification criteria, among others:
a) An average annual turnover from construction work in the last five
(5) years of at least US$ 24.0 Million (United States Dollars Twenty
Four Million).
b) Experience as prime Contractor in the construction of at least three
projects of a similar nature, scope and complexity to the assignment
being bided for, of value not less than US$ 15,000,000 (United
States Dollars Fifteen Million) each OR less than or equal to three
projects each of value not less than US$ 15,000,000 (United States
Dollars Fifteen Million) but with a total value of all projects equal or
more than US$ 45,000,000 (United States Dollars Forty Five Million).
c) Liquid assets and/or credit facilities, net of other contractual
commitments and exclusive of any advance payments which may
be made under the contract, of not less than US$3,000,000 (United
States Dollars Three Million) for every three months.

Bidding document.
In addition, please refer to paragraphs 1.6 and 1.7 setting forth the
World Bank’s policy on conflict of interest.
4.0 Interested eligible Bidders may obtain further information from
Private Sector Foundation Uganda- Competitiveness and Enterprise
Development Project and inspect the bidding documents during
office hours (i.e. 0800 to 1700 hrs) on working days at the address
given below. A pre-bid meeting (that will be preceded by a site
inspection at 0900 hrs) which potential bidders may attend will be
held on Thursday May 25, 2017 at 1030 hrs at Golf Course Hotel,
Plot 64-86 Yusuf Lule Road, Kampala.
5.0 A complete set of bidding documents in English may be purchased
by interested Bidders on submission of a written application to the
address below and upon payment of a non-refundable fee of UGX.
350,000 (Uganda Shillings Three hundred fifty thousand only) or its
equivalent in a freely convertible currency using the exchange rate
published by Bank of Uganda on the date of payment. The method of
payment will be by cash/ EFT (Bank Account details may be obtained
from the entity). Bidders may make arrangements with courier
service providers to have the Bidding Documents delivered to them,
but no liability shall be accepted by PSFU for loss or late delivery.
6.0 Bids must be delivered to the CEDP Coordination Office at the
address below by 1100 hrs local time on Thursday June 22, 2017.
Electronic bidding will not be permitted. Late bids will be rejected.
Bids will be publicly opened in the presence of Bidders’ designated
representatives who choose to attend at the address below on
Thursday June 22, 2017 at 1105 hrs local time.
7.0 All bids must be accompanied by a Bid Security in form of a bank
guarantee of USD 400,000 (United States Dollars Four hundred
thousand only) or its equivalent in a freely convertible currency
using exchange rates published by Bank of Uganda on the date of
issue of the security.
