Drawing Dates
Six (6) second-chance drawings will be conducted by the North Carolina Education Lottery
("NCEL") for the Powerball Power Cruise Promotion. Players can enter eligible tickets during
the promotion period between February 5th and March 26th. The tentative drawing schedule for
the Powerball Power Cruise second-chance promotion is as follows:

The actual drawing date(s) is/are subject to change at the sole discretion of the NCEL.
Entry Eligibility Requirements
A total of fifty-two (52) Power Cruise Winners will be selected in six (6) second-chance
drawings during the promotion period. The winners are allocated into three (3) different prize
tiers based on the following schedule; twenty-eight (28) Balcony Stateroom Packages, twelve
(12) Ocean View Stateroom Packages and twelve (12) Interior Stateroom Packages. A valid
entry shall consist of one (1) Powerball with Powerplay Draw Game Ticket purchased at a
lottery retail location or a qualifying Subscription purchase during the promotional period and
meeting the validation requirements of the NCEL.
1. Entrants must be at least eighteen (18) years old to participate in this Promotion. Entrants are
subject to all NCEL Rules and Regulations, the North Carolina State Lottery Act and the
NCEL drawing procedures for this Promotion. This Promotion and/or any parts thereof,
including the award of any prizes, is void where prohibited by laws outside the State of North
Carolina.
2. Employees of the North Carolina Education Lottery, Scientific Games Corporation (“SGI”),
International Game Technology, PLC (“IGT”), Mullen Lowe Group., Linq3, Alchemy3, LLC
and MDI Entertainment, LLC (“MDI”) are prohibited from participating in this SecondChance Drawing Promotion. This prohibition shall also apply to any employees of
companies that are associated with the game development and/or drawing process in any
way.
3. Entries received after the entry deadline date for Drawing #1 thru Drawing #5 shall be
entered into the next scheduled drawing and automatically entered into all remaining
drawing(s). Entries received after the drawing deadline for the final drawing (Drawing #6),
as announced by the NCEL, shall be deemed ineligible for the Powerball Power Cruise
second-chance drawings and Promotion.
4. Players may enter the drawings by accessing the NCEL’s Lucke-Rewards website at
www.nclottery.com, entering the required player information and the twenty-five (25)-digit
numeric entry number (Lucke-Rewards Entry Code) from one (1) eligible Powerball with
Powerplay Draw Game Ticket. Players may also enter the drawings by using the NCEL’s
Mobile App to scan the barcode located underneath the Lucke-Rewards Entry Code label of
an eligible Powerball with Powerplay Draw Game Ticket. Players who purchase their
qualifying tickets in NCEL’s Subscription Service will receive entries automatically.

The NCEL and/or SGI/MDI will not be responsible for data entry errors by entrants nor
for connectivity issues involving the player’s access to the NCEL’s website and/or
Mobile App.
An attempt to electronically submit an entry that has already been submitted will generate
an error message informing the player that the entry has already been submitted and may
not be resubmitted.
The Internet, Subscriptions, and Mobile App entry methods are the only methods of entry
into these second-chance drawings. Entries sent via any other method, US mail/courier,
drop-off, etc., will be disqualified.
5. Single and multi-draw Subscription purchases of Powerball with Powerplay made within the
qualifying entry periods will receive automatic entry at the time of purchase. Extended
subscriptions of Powerball with Powerplay purchased during the entry periods will also be
included, with entries received for each qualifying entry period included in the subscription.

Purchase will not be considered complete until any required wallet deposits have been
processed. Please note that ACH transactions may take up to ten (10) business days in
order for funds to be deposited into your wallet for subscription purchases. Visa®
Debit and MasterCard® Debit Card deposits are also accepted.
6. Entries received after the entry deadline date for the final drawing shall be deemed ineligible
for the specified drawing and the Promotion and shall be destroyed per the retention and
destruction schedule as specified in the Miscellaneous section below. Non-selected entries
shall also be destroyed per the retention and destruction schedule as specified in the
Miscellaneous section below.
7. Entries are valid for all remaining drawings from the time each entry is entered. Players may
submit more than one (1) entry per drawing. A player can only win one prize during the
promotion. If a player’s entry(s) is selected to win more than one prize during the promotion,
that player will be awarded the prize of greatest value.
8. Tickets determined to be in a stolen (not properly paid) will be disqualified.
9. By submitting a drawing entry, entry holder gives the NCEL permission to announce and
publish the entry holder’s name for administrative and/or promotional purposes if the entry
holder wins a prize in this Promotion.
10. Odds of winning in each drawing depend on the numbers of entries received for that drawing.
11. Participating entry holders are subject to all NCEL Rules and Regulations, the North
Carolina State Lottery Act, the NCEL drawing procedures for the Powerball Power Cruise
Second-Chance Drawing Promotion and any applicable laws affecting this Promotion outside the
State of North Carolina.
Claiming Requirements
1. The prize for this second-chance drawing promotion is not transferable or assignable unless
otherwise specified or required by law.
2. All drawing entries are subject to validation by the NCEL and may be disqualified if eligibility
requirements are not met.
3. The NCEL may substitute a prize of equal or better quality based upon availability.
4. Second-Chance Drawing Prize Winners: Each Prize Winner of this second-chance drawing
promotion must complete a Winner Claim Form at the NCEL Headquarters within thirty (30)
days from the first notification date by the NCEL. If all reasonable efforts to locate the winner
fails within the thirty (30) calendar day period, the NCEL will select a replacement winner
from the drawing alternates. The Second-Chance Drawing Winners are subject to minimum
State taxes and other State withholdings, as required by law. The NCEL will remit the
minimum required State taxes and withholdings to the appropriate agency and issue the W-2G
form to the Second-Chance Drawing Winners. The prize award value for each prize award
ranges from $4,306.83 to $4,835.93. The NCEL is not responsible for any additional State and
Federal and/or local taxes.
Miscellaneous
All non-winning, non-selected and/or ineligible entries will be destroyed pursuant to the NCEL’s
Records Retention Policy.
Power Cruise Prize Detail
Each Cruise Prize Package will consist of the items listed below:
Airfare
Roundtrip airfare for two (2) people from any U.S International airport to
destination.
Ground
Transfers
Ground transportation between the destination airport and hotel and the hotel
and the port, and between the port to the destination airport for the return flight.
Hotel
One (1) night accommodations (including hotel taxes) for two (2) at a deluxe
hotel in the port city for the night prior to cruise departure.
Cruise
Five (5) nights aboard the Royal Caribbean Cruise Lines “Brilliance of the
Seas” departing from the Port of Tampa to 2 port of call destinations, Key
West, FL and Cozumel, Mexico. Stateroom type will vary based on prize won,
and will be one of the following: Interior, Ocean View, or Balcony.
Ship’s Credit
($250)
Winner will be provided with a non-refundable two hundred fifty dollars ($250)
credit applied to their ship account to be utilized for incidental items such as:
beverage service, shore excursions, specialty dining, casino gaming and
purchases made during the cruise and/or similar expenditures.
Miscellaneous
All primary gratuities on the ship (room attendant & dining room staff) and all
trip related destination/departure taxes are also included.
Taxes
Winner’s prize will be grossed-up to include the minimum required State and
Federal Withholding Taxes. The NCEL will submit minimum required State and
Federal Withholdings on behalf of the player. The player is responsible for any
taxes in excess of the minimum required amount.
Prizewinner is solely responsible for the actions of the guest who accompanies the Prizewinner
on the Cruise Trip.
Prizewinner is subject to forfeiture of the Cruise Prize Package or any parts thereof if
Prizewinner fails to comply with the Promotion Rules and/or fails to appear at scheduled travel
arrangements.
