1.0 SCOPE & APPLICATION: This specification covers the general description, material,
construction workmanship, quality standard & quality assurance and performance of 75 kg Dry
Chemical Powder (DCP) Fire Extinguisher (Trolley Mounted) for use in onshore areas. This fire
extinguisher is used for firefighting and is suitable for extinguishing class B & C type and
electrical fire.

GENERAL FEATURES:
The Fire Extinguisher shall be new i.e. not more than 1 year old as on the date of
inspection.
Fire Extinguisher shall be of proven design for operation under adverse / extreme
tropical environment / condition.
All the dimensions shall be in metric system.
The operation and maintenance of the Fire Extinguisher shall be user friendly.
Any other accessories not covered in the specification, but necessary for smooth
operation of the Fire Extinguisher for the intended purpose shall also be provided along
with each Fire Extinguisher.

4.0 PERFORMANCE PARAMETERS

4.2 Fire Extinguishers shall confirm to IS: 10658 and ISI marked.
4.3 The Fire Extinguisher shall be MMD/IRS approved.
5.0 CONSTRUCTIONAL FEATURES:

5.2 CYLINDER CAP:The cap shall be threaded for not less than 22 mm effective length with parallel threads
conforming to class A of IS 2643 (Part 1). At least four holes of not less than 3 mm
diameter each shall be drilled through threads of the cap to form vents. The centre of
the vent holes shall be 6.5 mm maximum from the face of the cap joint washer. The
thickness of cap shall not be less than 6mm.

5.3 Neck Ring:The neck ring shall provide a clear opening of not less than 75 mm diameter. It shall have
parallel screw threads conforming to class A of IS 2643 (Part 1): 1975 for an effective
length of not less than 22 mm. The neck ring shall be firmly fixed to the body by welding.
5.4 Discharge Hose: - A discharge hose shall be fitted of braided PVC of nominal bore 19 mm
diameter with minimum 5 meter length.
5.5 CO2 Discharge Hose: Wire Braided High Pressure Hose as per IS 14933 shall be provided
for injection of CO2gas into the cylinder.
5.6 Nozzle: The nozzle shall be capable for discharging Dry Chemical Powder as per
requirement of clause no. 4.0.
5.7 Actuation Mechanism: The CO2 cylinder should have hand wheel with safety pin to
operate and discharge gas.
5.8 Drain Plug: Drain plug of not less than 25 mm diameter shall be provided on the body of
fire extinguisher and the neoprene rubber washer shall be provided to make the joint
water tight.
5.9 Syphon Tube: The bore of siphon tube shall be minimum 19 mm.
5.10 Filling tolerance: The mass of Dry Chemical Powder, filled up to specified level in the
container shall have tolerance of + 5%.
5.11Wheel Carriage(Trolley):
5.11.1 The Fire extinguisher shall be provided with wheel carriage with handle for easy
movement, CO2 cylinder holding bracket with strap, discharge hose & Nozzle
holding brackets and support leg etc.

5.11.3 Wheels fitting shall be such that the lowest part of the body shall be minimum 100 mm

5.12.2 CO2 cylinder shall be fixed on the bracket on the fire extinguisher body and shall
be supported by the clamps.
5.12.3 01 (One) Spare, charged CO2 cylinder of same specification shall be provided.

5.13 Dry Chemical Powder (DCP):
5.13.1 Dry chemical powder Potassium bicarbonate base urea reaction product (UL Listed)
shall be manufactured by ISO certified/approved manufacturer and shall be separately
packed in the containers in the HDPE moisture proof bags having manufacturing date,
batch no and name of manufacturer(The specification of dry chemical powder shall be
as per the latest version of ONGC approved specification).
5.13.2 Dry chemical powder shall be manufactured within six months at the date of inspection
of fire extinguisher.

7.0 DATA SHEET: All information in the data sheet shall be furnished completely by the Vendor along
with the BID – As per Annexure I

8.0 WORKMANSHIP,FINISH AND PAINTING:
8.1 The standard of workmanship & finish of all mechanical & other parts shall be such
that the parts normally required to be replaced can be supplied and will fit in
correctly.
8.2 All forging and casting shall be sound and free from pits, blowholes. Scales, cracks
and other imperfection and shall not be repaired or filled so as to hide casting
defects. All burrs and sharp edges shall be removed and / or rounded and made
smooth.
8.3 The powder paint process shall be used for painting. The special polyester powder
paint is Electro-statically applied and oven cured to help ensuring complete coverage
and uniform paint thickness.
8.4 Surface preparation, phosphating and epoxy polyester powder coating. Final powder
coating as per IS standard shall be at least 50 microns. The shade of the powder
coating painting shall be compatible to Fire Red shade No. 536 of IS-5. The thickness
of powder coating shall not be less than 79 micron.
8.5 Before finish painting, surface tolerant epoxy primer is to be applied. Final coat shall
be of polyurethane paint.
8.6 The TFT of film thickness should be at least 140 micron after applying two coats of
primer & two coats of paint. The paint used for this purpose should be of make
Burger/Asian/Nerolac/Nippon
8.7 A picture showing a man operating the extinguisher in the correct manner shall be
shown on the body of the extinguisher.
8.8 Each extinguisher shall be marked with letters A and B, indicating their suitability for
respective classes of fires as laid down in IS 2190. The letters A and B shall be of 2.5
± 0.5 cm size printed in black colour, centrally contained in a square of 4 ± 0.5 cm
size. The square shall be coloured cream (lemon yellow) conforming to shade No.
355 of IS 5.
8.9 The paint shall confirm to IS: 2932.

Certificate that the Fire Extinguisher has been designed, manufactured and tested to
meet the specified requirement.

TECHNICAL LITERATURE:
Vendor shall submit the 2 sets of following documents / literature for the Fire
Extinguisher,
Identification part list (IPL) / Spare Parts with price of each item, giving detail such as
material, dimensions, exploded illustration.
User Hand Book (UHB) covering operation and maintenance of Fire Extinguisher
including refilling procedure.
Detailed as built drawings.
TESTING FACILITIES:
Vendor shall arrange all the necessary testing facilities including consumables/stores
for checking the performance of Fire Extinguisher free of cost and test reports will be
duly signed, dated & stamped by the ONGC Inspection Team and representative of the
vendor.
13.0
TECHNICAL DETAILS/DRAWING:
After issue of NOA, Vendor / Manufacturer shall submit the detailed dimensional
drawings, QAP and Technical details shall be submitted for the approval.
14.0 INSPECTION
14.1 Inspection/testing shall be carried out in conformance to the various parameters of the
specification by ONGC authorized inspection agency.
14.2 Performance parameters to be verified as per clause 4.0
14.3 Material Test certificates of the components shall be provided.
14.4 Hydro pressure test as recommended.
14.5 Spot radiography of weld on all cylinders shall be carried out using X-ray / Gamma ray.
10% of weld joint shall be subjected to radiograph of which shall include at least 50% of
T- joint. Interpretation of radiography shall be as per IS- 2825.
14.6 Approved welding procedure shall be followed for construction of the body of fire
extinguisher. The welder carrying out the welding job of fire extinguisher must be
qualified from ABS/ DNV/ LLOYD /Government Agency.
15.0 WARRANTEE & GUARANTEE:
Vendor shall provide warranty & guarantees for Fire Extinguisher as per ONGC laid
down procedure.
