Introduction
This document explains the proposal of Durham County Council to replace the
existing Greenland Community Primary School with a new build school.
Durham County Council has recently received funding to assist us in rebuilding
some of our primary schools. We are delighted to be able to put some of this
funding towards a new school in South Moor.
The new school will be a highly sustainable school which will provide a stimulating
learning environment fit for the delivery of a world class education for the 21st
Century. It will support Greenland in raising standards further and support
transformation and improvement across all aspects of teaching and learning.
The new school building will have a capacity for 360 pupils and will be a single
storey building which is fully accessible. A school of this capacity will allow for
additional pupils that may be seeking a school place as a result of new housing in
the local area.
The school will be designed in consultation with the, Governors, school staff, pupils
and community to maximise its potential as a community asset with facilities that
can provide a range of services for the local community and beyond.
We would like as many people as possible with an interest in Greenland Community
Primary School, or in primary education in the South Moor area in general, to let us
know their thoughts on this proposal. Timescales and arrangements for the
consultation are in Section 3 of this document.

Frequently Asked Questions
(i)
Why Can't The Existing Building Be Retained?
Many of our old primary school buildings have been replaced or refurbished in
County Durham over the past 25 years or so. However, there are still many schools
requiring significant investment to ensure that children can learn in good quality
buildings with modern facilities which are equipped to deliver a world class
education in the 21st Century. Greenland Primary School is one such school.

Where Will The Proposed School Be Built?
There are two possible sites where the new school could be built:


Site A - Land next to the playing fields opposite the War Memorial. This
area was identified in The Green Corridor Masterplan as being a possible
site for a new school.
Site B - Land north of Windermere Terrace. The former Derwentside District
Council previously reserved this site as a possible site for a new primary
school.
Until further investigations have been carried out to consider the level of work
involved in building on each of these sites, we will not know which is the more
suitable.
(iii)
When Will The Proposed School Be Built?
Before building work can commence, there are several tasks which need to be
carried out including:






consultations with the school and community;
site investigations;
consulting with the County Council’s Highways Department;
obtaining planning permission;
preparation of a brief for the design of the school;
production of a feasibility study and preparation of a budget.
It is anticipated that this work should be completed by the end of 2010. Thereafter
the school and other facilities will be designed and tenders issued for the work. This
process takes approximately one year, and once completed, construction can begin
which takes at least one more year to complete. The expected date for the new
build school to be open for teaching purposes is September 2013.

What facilities will there be in the new school?
The new school will have 12 teaching areas, a staffroom, admin area, hall, separate
dining area, spaces for confidential meetings, spaces for use by the community,
and outdoor play areas including a playing field and multi use games area. When
the new school starts to be designed, Governors, the school staff, parents, pupils
and the community will have an opportunity to comment on the type of building and
facilities required to benefit the area of South Moor.

Will the community be able to use the school after hours?
It is intended that spaces/facilities for the community can be used after school
hours. Arrangements for using these facilities would be made by the relevant group
and the Governing Body of the school.
(vi)
What will happen to the existing site?
When the new school opens, the responsibility for the existing site will be
transferred from Children and Young People’s Services to the County Council’s
Estates Section. That section will investigate whether there is any demand for the
existing building to be used by another service or the local community. If members
of the community have ideas for future use of the existing site and buildings it would
be helpful to include them in your response to this consultation. If there is no
demand, the existing school buildings will be demolished.
(vii)
Will there be disruption in the local area while the new school is being built?
Whilst there will be some disruption around the immediate area of the site of the
new school, we will work with the County Council’s Highways and Planning
Departments and the contractor to keep this to a minimum. There will be no
disruption to the education of pupils attending the existing school as the new build
will be on a different site. A planned process of transition will be put in place
between the Local Authority and the school to ensure that pupils and staff are
familiar with the new building in preparation for opening.

2010 at 7.00 p.m. This meeting will be held at Greenland Community Primary
School (Infant Building). Everyone is welcome to attend this event including
parents who may not have been able to attend one of the other meetings.
