Retired Colonel/Chief of Police James Von Debrow III served as a Senior Texas Law Enforcement
Executive and has a career over a span of more than 35 years. He served in the following City and State
capacities: Patrolman; State Trooper; Senior Sergeant Detective; Shift Commander, Lieutenant; Acting
Captain; Regional Commander; Head Administrator and Colonel/Chief of Police. James is a Federal
United States Army Viet-Nam Era Veteran of the 2nd Infantry Division. James is a Master Peace Officer
from the Texas Commission on Law Enforcement and currently commissioned by the Texas Department
of Public Safety as a Special Ranger. He retired from the Texas Department of Public Safety-State
Trooper and duties included: Authorized Use of Force Expert; Authorized Chief Instructor in Forensic
Investigative Hypnosis to the Texas Rangers Service; Field Supervisor over 5 Counties; Cadet Drill
Sergeant in Physical Fitness, Master Self-defense Expert (Promoted to 10th Degree Black Belt December
4, 2010 by the Great Master Alvin Francis, Director, HALL OF FAMER, ALL FEDERATION KARATE
ORGANIZATION, San Antonio, Texas) and produced over 350 Black Belts; Criminal Investigations
Instructor and graduated 2,008 TXDPS Recruits, Traffic and Criminal Law
Investigations and Case Manager for two Local Police Municipalities. James has trained National and
International students from over 600 Law Enforcement Agencies and over 22,000 personnel. James
graduated from the United States Department of Justice Federal Bureau of Investigation National
Academy in Quantico, Virginia. He is academically trained by the FBI in: Interview and Interrogation,
Criminal Investigative Analysis, Investigative Psychology, Management, and Neuro-Linguistic
Programming (NLP). Professor Debrow is an Academician, Adjunct University Instructor, attended 10
colleges and Universities, and graduated from 4 with Degrees or Professional Certificates in:
