Please accept this document as the Annual Report for the Newton Police Department for 2010.
As you review the document, you will find numbers have decreased in Part-One Crimes, Calls
for Service and Complaints (reports written), as well as the Officer’s Average Response Time
while responding to calls.
Our K-9 Unit had an above average year for marijuana seizures and was privileged to assist the
Drug Enforcement Agency (DEA) with the seizure of 48 kilograms of cocaine. During the
Heart of America Police Dog Association competition, both K-9 teams once again, received
recognition. The year 2010 also represented K-9 Aron’s final, full year of service. Due to his
age, 13 years old and declining serviceability, he will be retired from the department.
The Investigations Unit increased their caseload by 102.519% during 2010, with an additional
407 cases assigned for follow-up.
The men and women of the Newton Police Department continue to serve and provide a vital
public service to the citizens of Newton, maintaining a safe and secure environment for the
community.

Part-One Crimes-
There was a 12.821% decrease, or 160 less
reports taken during 2010 for Part-One Crimes.
The decrease of 112 cases in Theft makes up the
majority of fewer cases being reported. The
three cases reported in the Murder category
were handled as Attempted Murder cases.
Part-one crime statistics reflect only a portion of the activity dealt with by
officers through the year. Complaint type stats summarize the total case
load of reports written, including part-one crime reports.

Calls for Service (CFS)-
During 2010, officers received and
responded to 697 fewer calls, a 1.752%
decrease.
The average response time responding to
all calls for service decreased by 10.638%.

Adult/Juvenile Arrests-
Arrest cases involving both adults and
juveniles were down for the second
year in a row.
There was a 9.62% decrease, 195 fewer
arrests during 2010 involving adults.
Based on the $22 per day fee
charged for housing
inmates, the decrease in
adult arrests had the
potential of saving the NPD’s
budget a minimum of
$4,290 for 2010.

Juvenile arrests reflect a 30.579%
decrease, 111 fewer arrests for 2010.
During 2010 the department
had an increase of 57 DUI
cases. This has been the
largest increase throughout
the past five years.
Traffic Citations-
Traffic citations vary from year to year. During 2010
there were increases in DUI, No Seatbelt, Traffic Signals
and Handicap Parking violations.

Gang Activity-
The graffiti hotline was started in 2009 and was in
operation the full year of 2010. The hotline has
served as a beneficial tool for quick reporting and
clean-up efforts of graffiti found about town.

K-9 unit. They continue to be
well respected and perform at a
very high level within the
community, providing a
positive reputation for the

the City of Newton.

K-9/Cpl. Tony Hawpe & K-9 Carla
Full Patrol and Narcotics Certified
The K-9 team of Cpl. Hawpe and K-9 Carla were able to apprehend
three felony suspects safely and effectively without injury to officers,
suspects or innocent citizens during 2010.
They are very prominent in the community and are
frequently requested for demonstrations
at schools and community events.

K-9/Cpl. Jason Thompson & K-9 Aron
Full Patrol & Narcotics Certified
The K-9 team of Cpl. Thompson and K-9 Aron had an
above average year for marijuana seizures and was
privileged to assist the Drug Enforcement Agency
(DEA) with the seizure of 48 kilograms of cocaine.
They also tracked a suspect that fled from a stolen truck
for over 2 miles, leading to a building search where the
suspect was found hidden under insulation. K-9 Aron
performed flawlessly in this search, leading to the
arrest of the suspect with no officers being injured.
The year 2010 will be K-9 Aron’s final, full year of service. His age, 13 years old, and declining
serviceability for a working K-9 will force us to retire him and subsequently replace him with a new
Police Service Dog.

School Resource Officer Activity-
The three School Resource Officers (SRO’s) placed within the school district are an integral part of the
support system for students and school staff. They are the first line of prevention, serving as mentors and
mediators. During the year the SRO’s provide law-related education and are proactive and preventative
when dealing with various crisis involving students.

Parking Control-
The Parking Control Officer works four
hours per day, Monday through Friday.
He monitors the Overtime Parking stalls
downtown, as well as Handicap Parking
throughout Newton businesses.

Animal Control-
A working day for the
Animal Control Officer
includes setting traps,
writing citations,
picking up stray
animals, and most
importantly, checking
on the welfare of
animals within the city
limits and following up
on reported animal
bites. During 2010 the
Calls for Service
increased by 253 calls,
there were 131 animal
welfare checks made
and 296 traps set.

Reserve and Cadet Officers provide
assistance to Patrol Officers during
community events such as the Chisholm
Trail Festival, Taste of Newton and the
Harvey County Fair. The Newton Citizen’s
Academy Alumni Association also provides
assistance during the year with various
tasks.

The Warrant Officer spends
quite a bit of his time
processing paperwork on
those arrested on active
warrants, as well as the
transportation of prisoners
from other detention facilities
to Newton, to enable them to
appear in Newton Municipal
Court on active warrants.

and/or prevent crimes. They are also responsible for directing the collection of
physical and forensic evidence at the scene of crimes worked.

Investigations Caseload-
There were an additional 407 cases
assigned for follow-up during 2010.
The cases were given to Detectives,
School Resource Officer’s, Animal
Control and Patrol. All but 57 of the
cases were closed by the end of the
year.
Drug cases are both a cause and an effect, making them difficult to
combat. Cases can be time consuming, by documenting in report form
all investigative activity conducted on a case, having to inventory,
store and maintain all property and contraband seized during drug
investigations and pursuing forfeiture of assets where appropriate.
