Considering:
a. that
Ministry
of
Agriculture
Regulation
Number
58/Permentan/PK.210/11/2015, has been regulated the
Importation of Carcass, Meat, and/or their Processed Products
intotheTerritoryoftheRepublicofIndonesia;
b.thatinordertooptimizetheserviceofimportationofcarcass,
meat, offal, and/or their processed products, it is necessary to
implement the Ministry of Agriculture Regulation concerning
Importation of Carcass, Meat, Offal and/or Their Processed
productsintotheTerritoryoftheRepublicofIndonesia;

PRODUCTS INTO THE TERRITORY OF THE REPUBLIC OF
INDONESIA
CHAPTER1
GeneralProvisions
Article1
InthisMinisterRegulation,whatreferredas:
1.
RuminantsCarcassispartofbodyfromhealthyruminantsthathavebeen
slaughtered in the correct way and halal, skinned off, taken out of the
offal,beheadedoff,legsfromtarsus/corpus todownwards,reproductive
organsandudder,tail,andalsoexcessivefats. 2.
PoultryCarcassispartofbodyfrompoultrythathavebeenslaughteredin
thecorrectwayand halal,featheredoff,takenouttheoffal,beheadedoff,
cuttheneckoff,andalsofeetorclaws. 3.
Pigcarcassispartofbodyfromhealthyswinethathasbeenslaughtered,
featheredoff,cuthead andfeetoff,andtakenouttheoffal. 4.
Meat is part of ruminant carcass skeleton-tendon that consists of Prime
Cut Meat, Secondary Cut Meat, Variety/Fancy Meat and Manufacturing
Meat. 5.
Prime cut meat is part of ruminant meat that has highest tenderness,
juiciness and quality, in the form of bone-in and boneless meat
originatedfromruminantlivestock,chilledandfrozen. 6.
Secondary Cut Meat is part of ruminant meat other than the prime cut
thathastenderness,juicinessandqualitybelowtheprimecut,intheform
ofbone-inandbone-lessmeatoriginatedfromruminantlivestock,chilled
andfrozen. 7.
Variety/Fancy Meat is part of the meat other than Prime Cut Meat,
SecondaryCutMeat,and ManufacturingMeatintheformofBone-inand
Boneless Meat Cut, Chilled and Frozen, originated from ruminant
livestock. 8.
ManufacturingmeatispartofmeatinabulkyformoriginatedfromPrime
Cut Meat, Secondary
Cut Meat, and Variety/Fancy for industrial
purposes. 9.
Edible offal covers heart, liver, lung which come from cattle and noncattlewhichproperandsafeforhumanconsumption.
10.
Processed meat is meat processed by certain way or method with or
withoutadditives. 11.
Importation is an activity of importing carcass, meat, offal and/or their
processed from other countries into the territory of the Republic of
Indonesia. 12.
ImportRecommendation,hereinafterreferredtoasRecommendationisa
technical statement declaring that the carcass, meat, offal and/or their
processedproductscomplywithveterinarypublichealthrequirements. 13.
Contagious Animal Diseases are diseases transmitted between animals,
animaltohuman,aswellasanimalandotheranimaldiseasescarriersby
directorindirectcontactwithmechanicalintermediarymedia. 14.
Zoonosis is a disease that can be transmitted from animal to human or
viceversa. 15.
VeterinaryPublicHealth,hereinafterreferredtoasKesmavetisallaffairs
which dealing with animals and animal products, which affects human
healthdirectlyorindirectly. 16.
Country of Origin, hereinafter referred to as Country of Origin, is a
country who exports its carcass, meat, offal and/or their processed
productsintotheterritoryoftheRepublicofIndonesia. 17.
BusinessunitintheCountryofOrigin,hereinafterreferredtoasBusiness
Unit, is a Business Unit in the Country of Origin that produce carcass,
meat, offal and/or their processed products, regularly and continuously
forcommercialpurpose.
18.
Veterinary Control Number (Establishment Number), hereinafter
referredtoasNKV,isa certificateasvalidwrittenproofforcompliance
of hygiene and sanitation requirements standards as a pre-requisite of
foodsafetyassurancesysteminanimaloriginfoodbusinessunit. 19.
Veterinary Authority is a governmental or regional government agency
whoisinchargeandhasthecompetencytoimplementtheanimalhealth.
20.
Business Actors are individuals or corporation with or without legal
entity,conductingbusinessinthefieldoflivestockandanimalhealth. 21.
Office/Agency is regional government working force in the field of
livestockand/oranimalhealth.
22.
CenterforPlantVarietyProtectionandAgricultureLicensing,hereinafter
referredtoasPPVTPPisaworkunitintheMinistryofAgriculturewhich
iscarryingoutthedutiesandfunctionsofagriculturallicensing. 23.
General Director is the head of work unit of Eselon I in the General
Directorate of Livestock and Animal Helath within the Ministry scope
whichfunctionisrelatedtotheVeterinaryPublicHealth. Article2
ThisMinisterialRegulationisintendedasalegalbasisintheimplementationof
imports,withthepurposeof:
a. protecting public health and peace of mind, animal health and
environmentalwellness;
b.ensuringthatcarcass,meat,offaland/ortheirprocessedproductsarefree
from zoonosis and Contagious Animal Diseases, chemical and physical
hazardsandalsomeettherequirementsofsafe,healthy,wholesomeand
halalforthoserequiredforhumanconsumption;
c.providingsmoothandcertaintyintheimportationofcarcass,meatand/or
theirprocessedproducts.
Article3 ThescopeofthisMinisterRegulationincludesrequirementsandproceduresof
importationandthemonitoring.
CHAPTERII
ImportRequirements
Article4
(1) Importation can be done by Business Actors, State-Owned Enterprises,
Regional-Owned
Enterprises, Social Institutions or International
InstitutionRepresentatives. (2) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions or International Institution Representatives as referred
to in paragraph (1) that conduct importation are obliged to obtain
importation approval from the minister who is carrying out the
governmentaffairsinthetradeissues. (3)Theministerwhoiscarryingoutthegovernmentaffairsinthetradeissues,
in issuing an importation approval as referred to in paragraph (2), after
obtaining an Import Recommendation issued by the General Director on
behalfoftheMinister,accordancetoFormat1.
(4) General Director in issuing the Import Recommendation as referred to in
paragraph (3), conducted after it has received technical advice and
considerationfromtheDirectorofVeterinaryPublic Health. (5) Recommendation as referred to in paragraph (3) shall be an inseparable
attachmenttotheimportapproval.
(6) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions or International Institution Representatives as referred
toinparagraph(1)areobligedtoconductimportationinaccordancewith
Recommendationasreferredtoinparagraph(3).
Article5 (1) Social Institutions as referred to in Article 4 shall be in the form of
corporation or with legal entity which is established in accordance with
IndonesianlawanddomiciledinIndonesia. (2)ForeignCountry/InternationalInstitutionRepresentativesasreferredtoin
Article4shallbe domiciledinIndonesia. Article6
In addition to the requirements as referred to in Article 4 and Article 5,
importation of carcass, meat, offal and/or their processed products products
shallcomplywiththerequirementsof:
a. typeofcarcass,meat,and/ortheirprocessedproducts; b. storageperiodofcarcass,meatandoffaluntilthearrivalintheterritory
oftheRepublicofIndonesia; c. CountryofOriginandBusinessUnit;and
d. packaging,labelandtransportation;
Article7
(1) The type of carcass, meat and offal as referred to in Article 6 letter a
originatedfromcattle,islistedinAnnexI whichisanintegralpartofthis
MinisterialRegulation. (2) The type of carcass, meat, and/or offal other than cattle including its
processedproductsasreferredtoinArticle6lettera,arelistedinAnnexII
whichisanintegralpartofthisMinisterialRegulation.
(3)Thetypeofcarcass,meatandoffaland/oritsprocessedproductswhichfrom
cattle or other than cattle which is not listed in Annex I and Annex II as
referredtoinparagraph(1)and(2)maystillbegrantedrecommendation,
aslongasitmeetstherequirementsofsafe,healthy,wholesomeandhalal
forthosewhorequiresit.
Article8
Storage period of carcass, meat and offal as referred to in Article 6 letter b, in
intendedfor:
a. Frozencarcassandmeat,maximumof6(six)monthsfromtheslaughter
time to the arrival in the territory of the Republic of Indonesia, in the
maximumtemperatureofminus18°C;and b. Chilled carcass and meat, maximum of 3 (three) months from the
slaughtertimetothearrivalin theterritoryoftheRepublicofIndonesia,
inthemaximumtemperatureof4°C. Article9
RequirementsofCountryofOriginasreferredtoinArticle6letterb,shallbefree
from:
a. Foot and Mouth Disease, Rift Valley Fever (RVF), Contagious Bovine
Pleuropneumonia and Bovine Spongiform Encephalopathy (BSE) for
importationoflargeruminantmeat;
b. Foot and Mouth Disease, Rift Valley Fever (RVF), Sheep and Goat Pox,
Peste des Petits Ruminants (PPR) and Scrapie for importation of small
ruminantcarcass,meatandoffal; c. Foot and Mouth Disease, Rift Valley Fever (RVF), Classical Swine Fever
(CSF/Hog Cholera) and African Swine fever (ASF) for importation of pig
carcassandporkmeat; d. Highly Pathogenic Avian Influenza (HPAI) and no epidemic has been
declared for Newcastle Disease (ND), Duck Viral Hepatitis (DVH) and
DuckViralEnteritis(DVE)atleastwithinthelast90(ninety)daysin50
kilometers radius of the facility before the exportation from Country of
Origin. Article10
(1) Importation of large ruminant meat from the country with controlled BSE
riskstatus,itmight beconsideredasCountryofOrigin. (2)LargeruminantmeatfromcountrywithcontrolledBSEriskasreferredtoin
paragraph(1)are intheformof:
a. boneless/deboned meat, except mechanically separated meat/MSM or
mechanicallydebonedmeat/MDM;or b. bone-inmeat. (3)Bone-inmeatasreferredtoinparagraph(2)letterbshall:
a. bederivedfromlargeruminantthatwasbornandraisedintheCountry
ofOriginandnever beenfedwithfeedcontainingruminantorigin; b. agemaximum30(thirty)monthsold; c. passed the ante mortem examination and not stunned by injecting
pressuredairor gasintoitsheadcavityand; d. carcassthathaspassedthepostmortemexaminationandhasundergone
through specifiedriskmaterial(SRM)contaminationpreventionaction. Article11 (1)IntheeventthattheCountryofOriginisnotyetfreefromFootandMouth
Disease,itmightbeconsideredasCountryofOriginforprocessedruminantand
porkmeatwiththefollowingrequirements:
a. hasbeenageduntilthepHofthemeatisbelow5.9,anddeglandedaswell
asdeboned;and b. hasbeenheatedhigherthan80°Cfor2-3minuteslong. (2) For processed pork meat that does not heated as referred to in paragraph
(1) letter b, it might be conducted through salted process for minimum of 12
(twelve)months. Article12 AnimaldiseasestatusintheCountryofOriginasreferredtoinArticle9,Article
10, and Article 11 are based on World Organization for Animal Health/Office
InternationaldesEpizootiesdeclaration.
Article13
(1)RequirementsofBusinessUnitasreferredtoinArticle6letterc,shall:
a. beunderthemonitoringandregisteredasexportingbusinessunitbythe
veterinaryauthorityofthecountryoforigin;
b. notacceptanimaland/orprocessanimalproductsfromacountrybeing
infectedbycontagiousanimaldiseaseasreferredtoinArticle9; c. implement food safety assurance system according to the international
standard, proven with certification of food security assurance system
issuedbythecompetentauthoritywithinternationalrecognition; d. possess and implement fully dedicated halal practices as well as have
permanentemployeeinchargeofhalalpracticeforslaughtering,cutting,
handlingandprocessing;and e. the slaughterhouses other than swine slaughter houses have halal
butcher and monitored by halal certification agency recognized by the
GovernmentofIndonesia. (2) The implementation of halal assurance system as referred to in paragraph
(1)letterdatpoultryslaughterhousesshallapplymanualslaughteringforevery
poultrybyhalalbutcherasreferredtoinparagraph(1)lettere. Article14
(1)CountryofOriginandBusinessUnitcanbedeterminedasCountryofOrigin
and Business Unit after complying with the requirements as referred to in
Article9,Article10,Article11,andArticle13. (2)ThedeterminationofCountryofOriginandtheBusinessUnitasreferredto
inparagraph(1)isconductedbytheGeneralDirectoronbehalfoftheMinisterin
theformofaDecree. (3)TheGeneralDirectorindeterminingtheCountryofOriginandtheBusiness
Unitasreferredtoinparagraph(2)isbasedontherequirementsasreferredto
inParagraph(1)byconsideringtheresultofriskanalysis. Article15 (1)RiskanalysisasreferredtoinArticle14paragraph(3)isconductedthrough
thefollowingstages:
a. defining the acceptable level of protection according to the type of
disease; b. desk review and on site review of the implementation system of animal
health and animal product safety assurance system in the Country of
Origin;and c. desk review and on site review of the animal product safety of halal
assurancesystemintheBusinessUnit. (2) Risk analysis as referred to in paragraph (1) is conducted by the Risk
Analysis Team which membership consists of representative from the
Directorate General of Livestock and Animal Health, Agriculture Quarantine
Body,ExpertCommitteeofAnimalHealthandVeterinaryPublicHealth,aswell
asexpertswithrelatedexpertise. (3) Verification of the implementation of animal health and animal product
safetyassurancesystemintheCountryofOriginasreferredtoinparagraph(1)
letter b is conducted by State Assessment Team which membership consists of
representativefromtheGeneralDirectorateofLivestockandAnimalHealthand
ExpertCommitteeofAnimalHealthandVeterinaryPublicHealth. (4)Onsitereviewoftheanimalproductsafetyandhalalassurancesysteminthe
business unit as referred to in paragraph (1) letter c is conducted by Business
Unit Assessment Team which membership consists of representative from the
Directorate General of Livestock and Animal Health and Expert Committee of
AnimalHealthandVeterinaryPublicHealth. (5) Risk Analysis Team as referred to in paragraph (2), Country of Origin
AssessmentTeamasreferredtoinparagraph(3)andBusinessUnitAssessment
Teamasreferredtoinparagraph(4)areestablishedbytheGeneralDirectorof
LivestockandAnimalHealthonbehalfoftheMinisterintheformofaDecree. (6) Establishment of additional Business Unit from the determined Country of
Originisconductedthroughriskanalysisstagesasreferredtoinparagraph(1). Article16
(1) If the result of risk analysis of the Country of Origin shows that the risk is
above the acceptable level of protection as referred to in Article 15 paragraph
(1)lettera,thentheGeneralDirectorofLivestockandAnimalHealthshallissue
arejectionletterofthedeterminationasCountryofOrigin. (2)IntheeventthattheresultofriskanalysisofCountryofOriginshowsthat
theriskisbeloworequaltotheacceptablelevelofprotectionasreferredtoin
Article 15 paragraph (1) letter a, then the General Director on behalf of the
MinistershalldeterminetheCountryofOriginasImportingCountryofOriginin
theformofaDecree. Article17 TherequirementsofpackagingasreferredtoinArticle6letterdshallbe:
a. originatedfromtheCountryofOriginandhasalabel;and b. madeofspecialfoodgradematerialandnon-toxic. Article18 TherequirementsoflabelingasreferredtoinArticle6letterdshallbemadein
BahasaIndonesiaandEnglishlanguagebystating:
a. Indonesiaasdestinationcountry; b. EstablishmentNumber/NKV; c. slaughterdate,cutting,and/orproductiondate; d. quantity, type, and specification of carcass, meat, offal and/or their
processedproducts;and e. halallogowhererequired. Article19 Therequirementsoftransportation/shipmentofcarcass,meat,offaland/ortheir
processedproductsasreferredtoinArticle6letterdareasfollows:
a. conducteddirectlyfromtheCountryofOrigintotheportofentrywithin
theterritoryofthe RepublicofIndonesia; b. carcass,meat,offaland/ortheirprocessedproductsbeforeloadedtothe
conveyanceshallgothroughanimal quarantineactionintheCountryof
Origin; c. importation by way of transit is conducted in accordance with the laws
andregulations regardinganimalquarantine; d. the transportation/shipment of halal certified and non-halal carcass,
meat,offaland/oritsprocessedproducts isprohibitedtobeplacedinthe
samecontainer. e. upon arrival in the port of entry, carcass, meat, offal and/or their
processed products shall go through animal quarantine in accordance
withthelawsandregulationsregardinganimalquarantine. CHAPTERIII
IMPORTPROCEDURES
Article20 InordertoobtainaRecommendationasreferredtoinArticle4paragraph(3),
the applicant shall submit online of the application to the General Director
throughPPVTPP.
Article21
Application for a Recommendation for Business Actors, State-Owned
Enterprises, Regional-Owned Enterprises, Social Institutions or International
InstitutionRepresentativesmaybesubmittedatanytimeduringworkingdays.
Article22
(1)ApplicationofaRecommendationproposedbyBusinessActors,State-Owned
Enterprisesand Regional-OwnedEnterprisesasstatedinArticle21shallbe
enclosedwiththefollowingrequireddocuments:
a. IDcardand/orIDofheadofthecompany; b. TaxPayerIdentificationNumber(NPWP); c. TradeBusinessLicense(SIUP); d. Registration License or Business License in the field of livestock and
animalhealth; e. Deedofcompanyestablishmentanditslatestamendments; f. VeterinaryControlNumber(NKV); g. ImporterIdentificationNumber(API); h. Letter with stamp duty regarding ownership of cold storage, which
already obtained the NKV and transportation with cold storage facility
enclosed with supporting documents, except for ready-to-eat processed
importedmeatproductsthatdonotneedcoldstoragefacilityasperthe
informationontheproductlabel;
i.
arecommendationfromprovincialoffice/agency; j.
having a competent vet in the field of veterinary public health, proven
withletterof appointmentorworkagreementfromthecompanyhead; k. recapitulation of import realization report of carcass, meat, offal and its
processedproductsfromthepreviousperiod; l.
distribution plan of carcass, meat, offal and its processed products in
accordancetoformat-2;
m. statementletterwithstampdutystatingthatallthesubmitteddocuments
aretrueandvalid. n. currently not involved with legal cases related to the import
recommendation.
(2)ApplicationofaRecommendationproposedbySocialInstitutionsasreferred
toinArticle21shallbeenclosedwiththefollowingrequirements:
a. IDcard(KTP)and/orIDofheadoftheinstitution;
b. deedoftheSocialInstitutionestablishmentanditslatestchanges; c. EstablishmentasaSocialInstitutionsfromtheauthorizedagency; d. StatementofGrantfromtheCountryofOrigin; e. Proofofownership/rentalofcoldstoragefacilitythathasNKVand
thevetinchargeoftechnicalissues; f. Statementletterwhichstatesthatitwillnottradethecarcass,meat,
and/ortheirprocessedproducts; g. Recipientinformation;and
h. Statement letter with stamp duty stating that all the submitted
documentsaretrueandvalid.
(3)
Application
of
a
Recommendation
proposed
by
Foreign
Country/International Institution Representatives as referred to in Article
21shallbeenclosedwiththefollowingrequirements:
a. IDoftheheadofinstitutionand/ortheauthorizedrepresentatives;
b. proofofownershipofcoldstoragefacility;
c. Statementletterstatingthattheimportationisforinternalneeduse
onlyandwillnotbedistributed;and
d. Statement letter with stamp duty stating that all the submitted
documentsaretrueandvalid.
Article23
(1)TheheadofPPVTPPafterreceivingtheapplicationonlineasreferredtoin
Article20istoverify thecompletenessofadministrationrequirements
asreferredtoinArticle22,withina maximumperiodofone(1)working
dayshallprovideanswereithertorejectorapprove. (2) The application is rejected as referred to in paragraph (1) if the
administrative requirements as referred to in Article 22 is incomplete
and/orincorrect. (3)Theapplicationisrejectedasreferredtoinparagraph(2)shallbenotified
onlinebytheHeadof PPVTPPtotheapplicantalongwiththereasonfor
itsrejections. (4) Applications is approved as referred to in paragraph (1) if it has met the
administrative requirementsasreferredtoinArticle22. (5) The application is approved as referred to in paragraph (1) is to be

(1)TheGeneralDirectorafterreceivingtheapplicationasreferredtoinArticle
23paragraph(5) conductstechnicalstudies,inamaximumperiodofthree(3)
workingdaysshallprovideanswereithertorejectorapprove. (2)Theapplicationisrejectedasdescribedinparagraph(1)ifitdoesnotmeet
therequirementsas referredtoinArticle6. (3) The application is rejected as described in paragraph (2) shall be notified
onlinebytheGeneralDirectortotheapplicantthroughtheHeadPPVTPPinthe
formrejectionletter. (4) The application is approved as referred to in paragraph (1) if it meets the
requirements referredtoinArticle6. (5)Iftheapplicationisapprovedasreferredtoinparagraph(4),istobeissued
aRecommendation bytheGeneralDirector. Article25
The issuance of recommendation as referred to in Article 24 paragraph (5) for
theimportationofcarcass,meat,offaland/orprocessedproductsfromcattle,is
takeninconsiderationofthepreviousimportrealizationanddistributionplan.
Article26
(1) Recommendation as referred to in Article 24 paragraph (5) is forwarded
onlinebytheGeneral DirectortotheHeadofPPVTPP.
(2) The head of PPVTPP upon receiving the application as referred to in
paragraph (1) will forward it to the minister who is carrying out the
governmental affairs in the trade issues through the portal of Indonesia
NationalSingleWindow(INSW)withacopydeliveredtotheApplicant.
Article27
(1) Applicant upon receiving the recommendation as referred to in Article 26
paragraph (2) must within maximum 3 months since the issuance date, to
submit an import approval to the ministry which is carrying out the
governmentalaffairsinthetradeissues.
(2)TherecommendationasreferredtoinArticle26paragraph(2)isonlyvalid
foronesubmissionofanimportlicense.
(3)Ifwithintheperiodreferredtoinparagraph(1)theapplicantdidnotapply
foranimportapproval,therecommendationwillbedeclaredinvalid.
Article28
RecommendationasreferredtoinArticle23paragraph(5)shallatleastconsist
of:
a. RecommendationNumber; b. Applicantnameandaddress,aswellasaddressofcoldstorage;
c. Applicationletternumberanddate; d. CountryofOrigin; e. NameandestablishmentnumberofsupplierBusinessUnit;
f. HS code and description of products including amount in Kilogram (kg)
foreachHScode; g. technicalrequirementsofveterinarypublichealth; h. Portofentry; i.
validityperiod;and j.
Purposeofusage. Article29
TheRecommendationNumberasreferredtoinArticle28letterashouldbe
includedintheCertificateofHealththatwillbeattachedtotheproductson
eachshipment.
Article30
(1)ThevalidityperiodoftheRecommendationasreferredtoinArticle28letter
(i)isfor6(six)monthscommencingfromtheissuancedate.
(2)IntheeventthatoutbreakofcontagiousanimaldiseaseoccursintheCountry
ofOriginstatedontheRecommendationasreferredtoinArticle9,Article10
andArticle11,theissuedRecommendationisdeclaredinvalid. (3)Re-applicationofRecommendationmaybesubmittedforcountriesexceptas
referredtoinparagraph(2)priortotheexpirationofthevalidityperiodof
Recommendationasreferredtoinparagraph(1). Article31
(1) Purpose of usage as referred to in Article 28 letter j for carcass, meat, offal
and/oritsprocessedproductswhichrequiredacoldchainfacilityasreferredto
inArticle8forhotels,restaurants,caterings,industries,marketswithcoldchain
facilities,andotherspecialneeds. (2)Otherspecialneedsasreferredtoinparagraph(1)include:
a. giftorgrantforreligious,socialorfordisasterreliefpurposes;
b. fortheneedsofforeigncountry/internationalinstitutionalongwiththeir
staffswhoareworkinginIndonesia; c. fortheneedsofscienceresearchanddevelopment;or d. not-for-salesample(exhibitionpurposes)ofupto200kilograms. Article32
(1) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions and Foreign Country/International Institution
Representatives who imports carcass, meat, offal and/or their processed
productsisforbiddento:
a. proposechangestotheCountryofOrigin,BusinessUnitoforigin,portof
entry, type/category of the carcass, meat, offal and/ or their processed
productstotherecommendationthathasbeenpublished;and
b. conduct importation of type/category of carcass, meat and/or their
processedproductsotherthanwhatisstatedintheRecommendation.
(2) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions and Foreign Country/International Institution
Representatives who imports carcass, meat, offal and/or their processed
productsisrequiredto:
a. preventtheentryandspreadofcontagiousanimaldiseasesinaccordance
withtheprevailinglawsandregulations;and
b. report the import realization of carcass, meat and offal and/or their
processedproductsaslistedinAnnexIandAnnexIIeverymonthatthe
latestonthe15th(fifteenth)dayofthenextmonthtotheDirectorGeneral
through online system according to format-3 by attaching a scan of
Import Declaration (Pemberitahuan Impor Barang) for the types of
productsthataresubjecttoelectronicregistrationofimportrealization;
and
c. report the recapitulation realization of carcass, meat and offal and/or
theirprocessedproductsfromthepreviousperiodatthetimeofimport
recommendationsubmission.
(3) Business Actors, State-Owned Enterprises and Regional-Owned Enterprises
which import carcass, meat and offal and/or their processed products as
listedinAnnexIandAnnexIIisrequiredtosubmitadistributionreportof
the carcass and meat to the Director General online in accordance to
format-4oneveryThursday.
CHAPTERIV
MONITORING
Article33 (1) Carcass, meat and offal and/or their processed products that have been
subjected to quarantine actions and released shall be monitored for its
compliancewiththeveterinarypublichealthrequirements. (2) Monitoring as referred to in paragraph (1) is conducted by the Authorized
Vet who possesses the competency as Veterinary Public Health Inspector
within the Ministry, province, and regency/city in accordance to their
authority. (3) Carcass, meat and offal and/or their processed products that have been
subjectedtoquarantineactionsand released,otherthanbeingmonitored
bytheinspectorasreferredtoinparagraph(2),itisalso canbemonitored
bythepublic. (4)Monitoringconductedbythepublicasreferredtoinparagraph(3)shallbe
in the form of misconduct allegation report of the distributed carcass,
meatandoffaland/ortheirprocessedproducts. (5) Public report as referred to in paragraph (4) is submitted to the local
VeterinaryPublicHealth Inspectorforfurtherinvestigationandfollowup
actions.
Article34 In the event of a province or regency/city does not have any Veterinary Public
Health Inspector as referred to in Article 33 paragraph (2), the monitoring
implementationiscarriedoutbytheVeterinaryPublicHealthInspectorfromthe
nearestprovinceorregency/city.
Article35 MonitoringasreferredtoinArticle33paragraph(2)shallbeexaminedagainst:
a. Physicalconditionofcarcass,meat,and/ortheirprocessed; b. Documents; c. Packagingandlabel; d. Storageandtransportation/conveyance; e. Displaycase,inparticularforprocessedproduct. Article36 (1)Physicalconditionexaminationofcarcass,meat,offaland/ortheirprocessed
products as referred to in Article 35 letter a, is conducted through
organoleptic. (2) If the result of organoleptic examination as referred to in paragraph (1)
shows any deviation,
sampling shall be performed for further
examination. (3)DocumentexaminationasreferredtoinArticle35letterbisperformedby
examining the completion of the documents that includes the veterinary
certificateandhalalcertificatewhererequired.
(4) Packaging and label examination as referred to in Article 35 letter c, is
performedfortheconformityofinformationregardingtheproductname,
producer, production date and/or expiration date, product type/category,
aswellashalallogowhererequired. (5)Storageandtransportation/conveyanceexaminationasreferredtoinArticle
35 letter d, and display case in particular for processed products as
referredtoinArticle35lettereincludeconformitywiththerequirements
ofhygieneandsanitation,androomtemperatureaccordingtothetypeof
carcass, meat, offal and/or their processed, as well as separation of halal
andnon-halalproducts. Article37
(1) The monitoring as referred to in Article 33 are held at least once every 4
(four) months, or at any time if there are known allegations of misconduct
againstthetechnicalrequirementsofveterinarypublichealth.
(2)VeterinaryPublicHealthInspectorasreferredtoinArticle33paragraph(2)
shall report the results of its monitoring periodically or at any time as
described in paragraph (1) to the Director General and Head of
Provincial/District/CityAgenciesinaccordancewiththeirauthority.
(3) The Director General, Head of Provincial/District/City Agencies as referred
to in paragraph (2) is required to submit monitoring reports regularly or
fromtimetotimetotheMinisterthroughtheDirectorGeneral,Governoror
Regent/Mayorinaccordancewiththeirauthority.
CHAPTERV
SANCTIONPROVISIONS Article38
(1) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions or Foreign Country/Institution Representatives which
violate Article 4 paragraph (2) and paragraph (6) will be subject to
temporary suspension of import recommendation for 1 year period, and
proposed by the Minister to the ministry of trade to be imposed sanction
accordingtotheprevailinglawsandregulations.
(2) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions or Foreign Country/Institution Representatives which
violate Article 8 will be subject to temporary suspension of import
recommendationfor1-yearperiod.
(3) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions or Foreign Country/Institution Representatives which
violatethefollowingarticles:
a.
Article 22 paragraph (1) letter k, will be subject to written warning
andifitisignored,willbesubjecttotemporarysuspensionofimport
recommendationfor1yearperiod.
b.
Article 22 paragraph (1) letter l, will be subject to written warning
andifitisignored,willbesubjecttotemporarysuspensionofimport
recommendationfor1yearperiod.
c.
Article 22 paragraph (1) letter m, will be subject to temporary
suspensionofimportrecommendationfor1-yearperiod.
d.
Article 22 paragraph (2) letter h, will be subject to temporary
suspensionofimportrecommendationfor1-yearperiod.
e.
Article 22 paragraph (3) letter d, will be subject to temporary
suspensionofimportrecommendationfor1-yearperiod.
(4) Business Actors, State-Owned Enterprises, Regional-Owned Enterprises,
Social Institutions or Foreign Country/Institution Representatives which
violateArticle32willbesubjecttowrittenwarningandifitisignored,will
besubjecttotemporarysuspensionofimportrecommendationfor1year
period.
CHAPTERVII
TRANSITIONALPROVISIONS
Article39
(1)CountryofOriginandtheBusinessUnitthathaveconductedtheImportation
approvedasCountryofOriginandBusinessUnitpriortotheeffectiveness
of this Minister Regulation is determined as Country of Origin and
BusinessUnit. (2)RecommendationissuedpriortotheenactmentofthisMinisterRegulationis
remainedeffectiveuntilitsexpirydate.
CHAPTERVI
CLOSINGPROVISIONS
Article40
BythetimethisMinisterRegulationcomesintoeffect,theMinisterofAgriculture
Regulation Number 58/Permentan/PD.210/11/2015 regarding Importation of
Carcass,Meat,and/orTheirProcessedProductsintotheTerritoryofRepublicof
Indonesia (State Gazette of 2015 Number 1830) is revoked and declared to be
invalid.
Article41
TherequirementtoincludeRecommendationnumberintheCertificateofHealth
as referred to in Article 29 will be in force 3 (three) months after the date of
promulgationofthisMinisterialRegulation.
Article42
ThisMinisterRegulationwillcomeintoeffectonitspromulgateddate.
Fortheawarenessofeachindividual,theenactmentofthisMinisterRegulation
isrequiredtobeplacedintheRepublicofIndonesiaStateGazette.

2. Importationof carcass,meat,offal,and/or their processedproducts shall comply
with the technical requirements as set forth in the appendix which is an integral
partofthisRecommendation.
3. ThisRecommendationwillbevalidfor6monthssincetheissuancedate.
4. The company/applicant will be sanctioned for not performing the provision of the
Regulation of Minister of Agriculture Number... regarding Importation of Carcass,
Meat,Offaland/orTheirProcessedintotheTerritoryoftheRepublicofIndonesia.
5. In the event of animaldisease outbreak occurrence and/or food safety status
change in theimportation country of origin, thisRecommendationshallbedeclared
invalid.
6. Ifduring3monthssincetheissuanceofthisimportrecommendation,theapplication
cannot obtain the import approval of carcass, meat, offal, and/or their processed
productsfromtheMinisterofTrade,thisrecommendationwillbeinvalid.
7. ThisRecommendationisvalidfromtheissuancedate.
