CALL FOR EXPRESSION OF INTEREST
The International Commission on Missing Persons (ICMP) is seeking expressions of interest from
non-governmental organizations wishing to participate in the Civil Society Initiatives Small Grants
Program 2016.
The Small Grants Program is intended to support efforts of grass-root non-governmental
organizations, family associations and non-governmental community/education centers which seek
to address the issue of missing persons and/or enforced disappearances across Iraq.
It is anticipated that five grants of up to 20,000 USD would be included under the Small Grants
Program 2016 which is intended to commence no later than 30th August 2016. Each grant is to last
no longer than 6 months.
Given the mandate of the ICMP, the aim of the grants program is to provide initial support, followed
by capacity building synergies, to civil society organizations in their efforts of addressing the missing
person issue in Iraq, through the following the fields:
A. Fulfilling the rights of surviving family members of missing persons;
B. Awareness raising, education and networking;
C. Development of joint models of commemoration/memorialization of missing persons.
Who can apply for grants?
Legally registered non-governmental organizations/civil society organizations, non-governmental
community/education centers. The priority is given to organizations directly targeting surviving
family members of missing persons.
Which project activities can be funded?
Proposed activities should aim to achieve one of the following goals:
A. Fulfilling the rights of surviving family members of missing persons, especially the rights
and needs of female headed households and widows
 Public advocacy for the adoption and/or implementation of laws on missing persons
and martyrs;
 Public advocacy for the inclusion of the surviving family members of the ISIS
atrocities under the existing legislation on missing persons and martyrs;
 Dissemination of information on existing legislation on missing persons and martyrs;
 The development of mechanisms that support the practical implementation of the
right to know and obtain the information about the fate of missing persons, such as
linkages or channels of communication between national NGOs and government

agencies dealing with missing persons and martyrs, etc.
B. Awareness raising, education and networking
 Promotion of the regional cooperation between Iraqi NGOs and civil organizations
and/or governmental agencies active in the Middle East and North Africa region
through joint activities;
 Awareness raising, education and networking involving the broader public,
especially youth, on with regard to the missing persons issue in Iraq;
 Involving Higher Educational Institutions: awareness rising among scholars and
academics in Iraq;
 Multi-ethnic events and/or publications for survivors fostering awareness of relevant
legislation and legal procedures;
 Nationwide, multi-ethnic networking activities for missing persons and martyrs
issues;
 Promotion of the regional cooperation between civil society organizations across
Iraq through joint activities in the context of missing persons.
C. Development of joint models of commemoration and/or memorialization of missing
persons
 Facilitating regional and nationwide dialogue on the development of models of
commemoration and memorialization of missing persons and martyrs;
 Research and advocacy on domestic legislation relating to the commemoration and
memorialization of missing persons and martyrs;
 Regional and Nationwide Activities for commemoration of internationally recognized
dates important for missing persons issues and human rights (the International Day
of Disappeared – 30 August; and the International Day of Human Rights – 10
December).
Selection process
Project grants will be awarded after a detailed selection process. The selection committee is
composed of representatives of different ICMP departments and all staff members of Civil Society
Initiatives Program in Iraq.
The ICMP reserves the right to carry out due diligence of potential grantees, including seeking
registration documentation and references, as part of the selection process.
Due to the volume of concept notes expected, ICMP will not be able to provide feedback on
unsuccessful bids.
How to apply?
Interested organizations are invited to submit their concept notes (no longer than 1 page), outlining
objectives, activities, and results expected along with a draft budget to ICMP by 14 August 2016 by

Applications may be written in Arabic, Kurdish or English.
