WHY THE REAS NEED MEMBERS TO
SIGN ELECTRIC SERVICE CONTRACTS
The following is a brief explanation as to why we need a member to sign an
Electric Service Contract.
The Rural Utilities Regulation, Standard By-Laws Section 17 (b) states:
“On the approval of the board, a person may become a member of the
association if that person:
a) owns or has an interest in land
b) enters into a contract with the association for the provision of utility service
to that land and for the payment of the required contribution to
construction and extension of works costs, if any, and
c) Pays the membership fee “
The REA board is the regulator; therefore the REA Board determines rates, terms
and conditions, etc.
The REA requires a contract with its members on matters pertaining to terms and
conditions, utility right-of-ways, liability, and billing, which is how the REA will
provide services to their members and the member will pay applicable charges.
Utility companies do not require contracts as the utility companies are regulated
by the AEUB. The utility companies apply to the AEUB to obtain approval. THE
AEUB process helps to ensure rates, terms, and conditions of services are fair.
REA’s, however, must submit their Distribution Tariffs and Terms and Conditions
to the AEUB for information.
