and cooling costs by increasing efficient energy use.

The Community Housing Improvement Program provides a comprehensive program of
housing services to low and moderate income families living in Washington County and
Morgan County. These services include such things as down payment assistance,
emergency home repair, and rehabilitation of owner occupied and rental units. The
Section 8 HUD Tenant Based Assistance Program provides rental assistance and utility
support to low income families on behalf of the City of Marietta, Ohio, as the Public
Housing Agency. The program assures low income families have decent and affordable
housing and, through case management, assists families to obtain services aimed at
selfsufficiency.

CABL is available to the general public and can accommodate persons who use
wheelchairs, walkers, crutches, canes, guide dogs, or other mobility aids. CABL busses
travel across all of Washington and Morgan County, from doctor's offices, to shopping
areas, to government service buildings to get riders where they need to go. In Morgan
County a demand response or door-to-door service is available. Fares are 80 cents one way in
the City of Marietta and 40 cents for persons 65 years or older and/or disabled.
Fares in Washington County range from 80 cents to 3 dollars depending upon distance.

The Home Energy Assistance Program (HEAP) is an assistance program designed to
help low income families meet the high costs of home heating during the winter months.
Applications may be completed by the applicant him/herself and mailed directly to the
state. The Winter Crisis Program can prevent disconnection of heating utilities and
restore heating services to households that have been disconnected. WCP can also pay
for an emergency delivery of bulk fuel when the supply is down to 10 days or less.
Households can receive WCP assistance one time per program year. The Summer Crisis Program
provides assistance to eligible families to offset high electricity costs associated with the

summer cooling season. Applicants for SCP assistance must be 60 years of age or older or have a
documented breathing problem. The Home Weatherization Assistance Program helps families
reduce heating and cooling costs by increasing efficient energy use. By analyzing the home's
energy efficiency, staff can install insulation and weather stripping or take other measures to
reduce the family's heating and cooling costs while increasing their comfort.

is open to all women of child-bearing age in Washington and Morgan counties. Also provides
clinical breast exams, pelvic examinations, and other diagnostic tests to eligible clients who are
unable to pay for these services every year. The eligible client must be 40 years or older for Pap
tests, 50 years or older for Mammograms, have limited income, and no Medicaid coverage.
Prenatal Services provides checkups during pregnancy, social service assessments and
