It gives me pleasure to present the Annual Report 2007-08 of
the Road Development Authority which marks the
achievements of the organisation for financial year ending
30 June 2008.
The progress registered by the Road Development
Authority in recent years is indeed manifest in the
Mauritian construct. Nevertheless, in the face of
the financial crisis that has broken over the global
markets, the organisation may, in the not-so
distant future, be called upon to witness a
major corporate overhaul. This is because we
acknowledge that the severity of the
depression is such that we may not get
relief by turning back to old systems and
policies.
During the period under the review, the Road Development Authority completed the
construction of the South-Eastern Highway and started the reconstruction of the Macondé
Bridge besides undertaking road resurfacing, maintenance and upgrading works island-wide.
Today, the organisation can boast of a number of completed projects and several ongoing
projects including the construction of an access road to the Réduit Triangle, the Tianli Industrial
Development, the Flacq bypass and the upgrading of the Quartier Militaire Road(B6).
Traffic is like water; it oozes across all available surfaces! Commentators observe that the
insatiable appetite for cars has added to the uphill battle against gridlock in many regions of
the country! I am glad that construction works are starting on some major projects like the
Phoenix-Beaux Songes Link Road, the Gros Bois to Mare D’Albert Link Road, the bus lane
from Grewals to Caudan, and the Triolet, Goodlands and Rivière du Rempart bypass to curb
the traffic congestion problem in those localities. But we may not find solace until we kick off
the mega road decongestion projects.

Last year, Government launched a deep reform programme aimed at transforming the country
into a resilient economy growth and widening opportunities for development and sustained
economic growth.
Thanks to the Additional Stimulus Packages, our country has thrived on the path of economic
progress despite a difficult financial context where many nations are registering negative
growth.
To offset the likely negative shocks of the recession and resolve the long-standing problem of
gridlock, the July-December 2009 budget launched the largest infrastructure investment
programme in the history of Mauritius. There are firm plans to inject a massive sum of Rs2
billion into the economy to finance the upgrading and development of the road network within
the fiscal period July to December 2009.
At this critical juncture, reckoning with high congestion costs, the Road Development Authority
has the duty to deploy intelligent engineering solutions to provide smooth flowing roads to
commuters. Mega road decongestion projects including the construction of the Harbour Bridge,
the Terre Rouge-Verdun-Trianon Link Road, the Port Louis Ring Road Project, the Bus Way
and the East-West Connector, estimated to cost some Rs26 billion are being projected for
implementation by a new entity, the Road Development Company.
Working in close collaboration with stakeholders, Government is making singular efforts to
relieve the citizens of the traffic congestion problem. We are determined to leave no stone
unturned to mitigate those frayed tempers and long-hour snarls of the travelling public at peak
hours. And here perhaps rests our greatest challenge.
As the Minister responsible for Public Infrastructure, I am committed to set the platform for a
successful and prosperous Mauritius. To attain this aim, I rely on the invariable support of the
experts at the Road Development Authority. In the same breath, I take this opportunity to
convey my heartfelt gratitude to all those who are contributing to the efforts of my Ministry. I am
confident that together we can work out a new architecture for our road networks and help
reshape the destiny of road users.

Chairman’s
Statement
Under the Road Development Authority Act 1998, the RDA is
responsible for the construction, care, maintenance and improvement
of motorways and main roads. Over the years since its establishment,
the RDA’s capacity to meet its objectives has been quite adequate.
However during the period 2007-2008 we have experienced a
significant upsurge in demands for our services in view of
the improved economic situation of the country and of the
needs to provide more and better roads.
The main
causes have been increased traffic congestion,
increased road wear and tear requiring more road
care, and increased demands for new roads due to
new industrial developments.
The RDA Board has therefore been conscious of the
importance to rethink the RDA’s structure and facilities so as
to help improve its capacity to meet the new challenges.
In this context the Board is placing significant emphasis on modern management tools and
practices, improved organizational structure, increased staffing, good governance and greater
accountability.
It is encouraging to note that during the year the Board has worked consistently with common
objectives among its members and in harmony with the RDA staff, the Ministry of Public
Infrastructure and with the Community.
The future emphasis will be to ensure, even more, that minor and major projects are
expeditiously planned and executed to satisfy the aspirations of Government, of the Private
Sector and of the public at large.

Message
from Officer in Charge
2008 marks the tenth anniversary of the legal establishment of the Roads Development
Authority (RDA). I count myself particularly privileged that I have had the opportunity to serve
the Authority for these ten years, the last one as Officer in Charge.
Since its inception, RDA has been striving to build an organisation that delivers a better
national road network, enhances economic growth, contributes to social development and
harnesses our resources optimally.
As we reflect on the past decade, we have been the dawn of a new millennium which heralded
its own fears, trepidations and excitement. As we reflect, we will in some instances regret that
things did not always go according to plan, but we should not fail to reflect on the achievements
despite such setbacks.
The expansion of the road network remains our priority in order to address the acute problem
of traffic congestion, which is itself a consequence of economic growth. Given the importance
of a well maintained road network and the prevailing dominance of road transport over other
modes, the role of a national road network is of critical importance. Thus it is imperative that
the national network is consolidated to secure its conditions in support of the economic and
social development.
Over the years, there has been a steady increase in the allocation for roads from Government
budget. The year under review has been RDA attaining most
of the targets set as stated elsewhere in this report. There
have been a few disappointments also, which can only
strengthen our resolve to continue to contribute to the social
development and economic growth of the country.

1. Introduction
The Road Development Authority (RDA), a body corporate established by Act No. 6 of
1998 and operating under the aegis of the Ministry of Public Infrastructure, Land
Transport and Shipping is responsible for the development and preservation of the
national road network. RDA is also represented on the Morcellement Board and the
Environmental Impact Assessment (EIA) Committee, where recommendations,
particularly as regard access on main roads and motorways, are given.
1.1
Mission
The mission of Road Development Authority is to provide a cost efficient mobility in
comfort and safety for the Mauritian population and its economic operators throughout
the island, by developing, preserving and maintaining a high standard classified road
network through the judicious use of human, material, financial, and technological
resources.
1.2
Objects of the Authority
The Authority is responsible for the construction, care, maintenance and improvement
of motorways and main roads.
1.3
Duties and Functions
(a)
To plan, design and supervise the construction of roads, intended to be
classified as motorways and main roads;
(b)
To carry out or cause to be carried out the upgrading of motorways and main
roads and their routine and periodic maintenance;
(c)
To maintain existing bridges, tunnels and associated works on motorways and
main roads;
(d)
To plan, design and supervise the construction and reconstruction of bridges,
tunnels and associated works on motorways and main roads;
(e)
To advise the Minister on the formulation of a road development policy;
(f)
To advise the Minister on the management policy of roads;
(g)
To prepare and implement road development schemes;

(h)
To conduct and coordinate research and investigation on materials required
for road construction;
(i)
To control the display of advertisements along or visible from motorways and
main roads;
(j)

3. Development in the Road Sector since
Independence.
Following Government decision in the sixties to abolish the rail system, the road has
since been the only means of mobility for people and goods on the island. With the
growth in the economic activities as well as the development of new residential zones,
there has been a tremendous increase in traffic (both in volume and type) plying on the
Mauritian road network. However, with mobility, have also come among other things,
congestion and road safety issues. Tremendous pressure has also been exerted on the
structural strength of our road network which has primarily evolved from simple tracks to
major roads through a series of upgrading activities. This situation has therefore given
rise to such activities as rehabilitation, strengthening, widening, vertical and horizontal
realignment of numerous main roads and structures such as bridges and culverts. Much
emphasis has been placed on road safety through provision of traffic management
schemes, footpaths, footbridges and underpasses etc.
The road network has furthermore had to be expanded to cater for the increasing traffic
by constructing new roads and bypasses. To date the road network consists of about 56
km of dual carriageway (motorway), 1018 Km of main roads and an estimated figure of
991 km of secondary and other roads.
Since independence, the responsibility for the national road network has rested
successively with the Ministry of Works, the Ministry of Public
Infrastructure, the Ministry of Public Infrastructure, Land Transport
and Shipping and now with the Road Development Authority (since
1998).
Since 1968, major roadworks have been carried out throughout the
island. The dualing of the Southern entrance to Port Louis was
completed in September 1973.
The second major post-independence road project was the
Northern Entrance Road from the northern boundary of Port
Louis near Latanier River to Terre Rouge. This project, which
was jointly financed by the African Development Bank and
the Government, was completed in 1980 and the project was
followed by its extension to Pamplemousses – called the
Relief Road to the North, financed by the European Development Fund. Thus in
December 1982, the northern dual carriageway from Quay D to Bois Rouge was
completed.

In the wake of this project two major bridgeworks were implemented. The Manoa bridge
near Solitude was completed in April 1983 and a new bridge over the Grand River North
West river, to replace the narrow steel Bridge and financed by the
African Development Bank was opened to traffic in November 1985.
A new bridge was also constructed over the Bain des Negresses
River in the south in 1990 to replace an existing narrow bridge. Two
other bridges were completed in 1992 financed through a donation
from the Chinese Government. They were the Barkly Bridge near
Moka Eye Hospital and the Pointe Monier Bridge in Rodrigues.
The extension of the dual carriageway from Phoenix towards the south was initiated in
the early eighties and executed in phases beginning with the Phoenix-Nouvelle France
Road which was opened to traffic in January 1989. The whole dual carriageway from
Phoenix to the Airport was finally operational in May 2003. The project was executed
with the help of various financing agencies such as the Fonds d’Aide et de Co-operation
of the French Government, the Caisse Centrale, the European Union and the African
Development Bank.
Meanwhile, with the help of the World Bank, the Ministry of Works embarked on major
road upgrading project called the First Highway Project. The A1 road from Port Louis to
St Jean, the A10 road from Phoenix to Curepipe, A5 : Port Louis-Mount Road, B11:
Arsenal-Fond du Sac Road and B27: Quartier Militaire - Bel Air Road were all upgraded
to a seven metre wide road with shoulders and footpaths as appropriate. The vertical
and horizontal alignments were corrected to acceptable standards. Works which started
in January 1986 were completed in December 1988.
The motorway through Port Louis which linked motorways M1 in the south and M2 in the
North was completed in April 1989. The project was financed jointly by the African
Development Bank and Government and included the construction of a major
transportation centre at Immigration Square.
Between October 1991 and April 1994, major upgrading
works were carried out under the Second Highway Project. The
project

as the Flic en Flac Road from its junction with A3 to the public
beach. Within the South Highway Project, a fly over was
constructed in 1993 at St Jean which was meant to be the first
phase in the provision of a grade separated junction to replace
the St Jean Roundabout.. Phase 2 of the project was completed
under separate local financing in June 1995. Numerous other
roads were also resurfaced under the Second Highway Project
during the period May 1992 to April 1994.
From April 1993 to September 1995, the Pamplemousses - Grand Baie Road was
constructed with a view to facilitate access to the Northern touristic regions by-passing
the congested village of Triolet.
Between May 1994 and November 1995, a crawler lane was
provided to the southbound carriageway of Motorway M1,
between Pailles and Reduit. The Coleville Deverell Bridge on
the Motorway was widened in 1997 with a grant from the
Government of Luxembourg and the existing bridge was
inspected and repaired in 2000.
In 1997 Government embarked on a Third Highway Project which involved the
upgrading of the B1 and A7 roads from Rose Hill to
Providence via Quartier Militaire

Roundabout was completed in November 1998 and the
remaining sections in July 1999. In the context of providing
fluidity in the traffic on motorway M1 two other grade
separated junctions have been constructed namely in 1997 at
Bell Village and in 2000 at Grewals, Pailles.
Between 1995 and 2004, a number of bridges have been replaced, repaired or upgraded
namely Martial Noel bridge at St Pierre, Hermitage Bridge in Flacq, Hermitage Bridge at
Camp Fouquereaux, Astorea Bridge at Mare Chicose, Amaury Bridge, Castel Bridge and
Aubin Bridge at Riviere du Rempart, Rivere du poste Bridge and Calebasses Bridge
(Pont 50 sous). The latest bridge project was the Pailles Junction Bridge Project which
was completed in December 2006.

In order to cater for pedestrians crossing highly
trafficked roads, a number of footbridges have been
constructed in key locations during the period 1997 to
2003, notably on Motorway M1 in at Pailles,
Montebello, Phoenix, on M2 at Bois Marchand, Terre
Rouge, Calebasses, Pamplemousses, on the Phoenix
– Airport Road at Camp Fouqueraux and Gebert, on
A1 road at Cité Vallijee and Coromandel.
New link roads constructed includes the Sodnac to
Phoenix Road which was completed in 1993, the Beau
Vallon to Blue Bay Link Road completed in October 2000,
the Gros Bois to l’Escalier Link Road completed in
December 2000 and the Ebene Trianon Link Road
completed in October 2003, Vandermeersch Reduit Link
Road was the last link road constructed and was
commissioned in September 2005.
The last major road project is the South Eastern Highway Project. The road was taken
over in August 2007.

4.1
The South Eastern Highway Project
The project is part of the
development of a new north
south link which is expected to
contribute
to
the
economic
development of the country
through the improvement of the
national
road
network,
the
provision of accessibility to key
agricultural
areas,
the
development of industrial activity
along the project road, the fast
movement of passengers and
freight between the southern and north eastern part of the country and eventually to
alleviate congestion on the existing north south link via the Plaines Wilhems conurbation
and Port Louis. The project is meant to achieve the following goals: 1) Provide an
efficient and effective road transport service, 2) support productive sector of the
economy and 3) promote tourism.
The initial project consisted of the construction and upgrading of about 25 Km of
highway, with several major bridges and a 600 m long tunnel, first in the history of the
island.
The Chinese firm Beijing Chang Cheng Construction Corporation was appointed to
construct the works and supervision was entrusted to the Indian firm Consulting
Engineering Services (India) Ltd and the RDA. Works started in May 2004. The project
has been funded jointly by the Government of Mauritius and the African Development
Bank. The initial contract amount was Rs 655m. But, in October 2005 Government
decided to modify the project because of environmental concerns and deleted the link
between Ferney and Kewal Nagar passing through the Grand Port Mountain Range via
the Ferney Valley. The project cost was thus revised to around Rs450M.
The project now consists of a new single carriageway from Plaine Magnien to Ferney
over a distance of about 8km. This project necessitated the construction of three major

bridges namely at River La Chaux (60m) River Creoles (100m) and River Champagne
(32m). In addition, in order to segregate this new high speed road from the village of
Bon Espoir at Rivières des Créoles and the sugar traffic at Courbevoie, underpasses
have been provided at these two locations mainly for safety reasons. A second section
concerns the upgrading of the existing road from Kewal Nagar to Bel-Air over a distance
of 9km. A new roundabout has been constructed to ease traffic flow at the junction of
Flacq- Mahebourg and Montagne –Blanche Bel-Air roads. Besides resurfacing works,
footpaths, drains and street lighting have been provided in built-up areas.
The project was substantially completed on 27 August 2007. The official opening was
effected in December 2007.
4.2
Terre Rouge –VerdunTrianon Link Road
The construction of this road is expected
to provide a convenient and fast access for
vehicles from the East to the North, thus
promoting smooth traffic circulation and
improving interconnection between towns
and villages as well as acting as a bypass
to Port Louis for traffic presently plying on
M1 and M2 through Port Louis. The
proposed link will therefore help to reduce
the congestion problem on Motorways M1
& M2, and will concurrently improve
economic activities in the port, encourage
economic development in the districts of
Pamplemousses and Moka and ease
access to the industrial zone at Riche
Terre and the new Administrative City at
Highlands. The feasibility and detailed
engineering of the proposed link road have
been conducted by BCEOM, a French
consulting firm.
Implementation of the
project was planned to start in April 2008.
The project was however delayed because
of negotiations with China Exim Bank for its financing. The alignment of the road is
indicated in yellow in the caption.

4.3
Bus Lane along M1
The Road Development Authority appointed a consulting firm, Messrs BCEOM in 2006
to carry out a study in order to improve the flow of traffic along the Motorway M1 and at
the entrance of Port Louis. The traffic study was divided into 3 components as described
below:
Component A:
Replacement of the Caudan Roundabout by a signalised junction.
Component B:
Synchronisation of the traffic lights along the motorway at the
junctions of Caudan, Place d’Armes/ Labourdonnais, Louis Pasteur
and Trou Fanfaron.
Component C:
Preparation of a feasibility report for the construction of a bus lane
along the Motorway, M1 from Ebene to Caudan.
In March 2007, the outcome of the study showed that the construction of a Bus Lane
between Ebene and Caudan would substantially alleviate traffic congestion on M1 by
enabling bus travel time to be reduced by 10 minutes which would encourage a shift
from car travel to bus travel and the implemnetation of Phase 1 of the project from
Grewals to Caudan was programmed for year 07-08. However, it was later decided
following discussions with the Land Transport Division of the Ministry of Public
Infrastructure, Land Transport & Shipping
to integrate the project in the Bus
Modernisation Program.
4.4
Signalisation of Caudan Roundabout and
Coordination of Traffic lights
The project which was designed under the above mentioned study, consisted of the
implementation of the signalisation of Caudan Roundabout and the synchronisation of
traffic lights from Caudan up to Quay D Roundabout. The objective was to alleviate traffic
congestion at the Caudan Roundabout and facilitate northbound traffic to Port Louis,
entrance into Port Louis, entrance to the Caudan development area as well as exit from
Port Louis and Caudan during both peak and off-peak periods
This project was in line with government’s policy to alleviate traffic congestion problems
along the Motorway M1. The cost burden on society in terms of time loss, air pollution
and vehicle operating costs would be substantially reduced.
The contracts for the Signalisation of Caudan Roundabout and Coordination of Traffic
Lights were awarded in May 2007. However, as it was feared that the effect on traffic

congestion during peak hours would not be perceptible, Government decided to cancel
the project in November 2007.
4.5
Construction of a new access to Réduit
‘Triangle’
In July 2004, the Government, through the Ministry of Housing and Lands, requested the
Road Development Authority to commission a study on the planning and design of
access roads and provision of utilities such as sewerage, drainage, water and lighting for
the Reduit Triangle (65A). The Reduit Triangle is an extent of land of 65 Acre near the
Reduit grade-separated junction and Moka/ Camp de Masque/ Flacq Road (A7). This
plot of land was to provide mainly for cultural, social, educational, religious bodies and
small scale commercial activities. The approved planning proposal for the land
development was prepared by the Planning Division of the Ministry of Housing and
Lands. Consequently, a feasibility study was not warranted. However the design of the
access road would also cater for the future development on the 150 Acre of SLDC land
at Highlands
In May 2005, the local Consultant Mega Design Ltd was assigned the task to carry out
the design of the road and utility network to the Reduit Triangle and the 150 A SLDC
lands.
In March 2007, the detailed design was modified to take on board access to Apollo
Bramwell Hospital and relocation of MBC headquarters. The final tender documents with
modifications were submitted to Central Tender Board for vetting and approval in April
2008. Tenders were finally launched in May 2008 and submitted on 5th June 2008 The
evaluation period being longer than one month meant that works could not start within
the Financial Year.
The project in the Réduit ‘Triangle’ comprises of the construction of a 4-lane arterial road
of length 1.0 Km, a grade-separated roundabout on A7 road to allow better access to
developments on both sides of A7, construction of 2 box-culverts across Cascade River,
distributor roads over a length of 2.0 Km and other drainage and miscellaneous
structures. Civil works for sewerage, water, electricity and lighting are also included in
the project.

4.6 Construction of a Bus Station at SSRN Hospital in
Pamplemousses
The SSRN Hospital is visited by hundreds of outpatients and visitors on a daily basis and
according to the records of the National Transport Authority, there are around 18 bus
routes operations in the region via the SSRN Hospital. Presently, buses are alighting at
bus lay-bys, creating heavy congestion near the entrance of the Hospital. The
construction of a bus station will alleviate this traffic congestion problem and offer a safer
environment to the public at large.
The contract for the project was awarded to Trio Development Limited in March 2007
and works were expected to be completed by February 2008. However, the works were
delayed and were not expected to be completed by June 2008. The contract amount is
Rs 37M and is funded by the Ministry of Public Infrastructure, Land Transport and
Shipping (Land Transport Division).

5. Bridges / Footbridges
During the financial year under review the following projects were earmarked for
implementation to increase safety for pedestrian and vehicular traffic:

Construction of a bridge at Maconde
Study and Rehabilitation of Existing Steel Bridges at Souillac, Rivière Des Galet
and Tamarin
Construction of a bridge at Macondé across
River Baie du Cap
The existing causeway at Maconde frequently overflows thus cutting communication
between the West and the South since the Black River Savanne Coast Road B9 is the
only road linking the two regions. Moreover, the causeway is in a very deplorable state
and is difficult and costly to maintain. In this connection It has therefore been proposed
to construct a new bridge over Baie du Cap River at an alternative location so as to
provide a safe link between the southern and western areas of the island across the
mouth of the river. A first study was carried out by Mega Design Consulting Engineer in
2002 and recommendation was made for the replacement of the causeway by a bridge.

In 2004, the contract for the design and supervision of the bridge was awarded to Messrs
Luxconsult (Mtius) Ltd. The bridge was designed for a length of 100 m while the overall
road-bridge structure up to the tying points with the existing road B9 is about 900 m
using 1200mm diameter piles as foundation for the structure.
The works contract was awarded to General Construction Company Ltd on 25 February
2008 as per its own proposal for the foundation design consisting of smaller diameter
300mm piles. The order to commence was issued on 28 March 2008. The contractual
date of completion is 28 March 2009. Works is progressing as scheduled.
5.2
Consultancy Services for the study of existing
steel bridges at Souillac, Riviere des Galets and
Tamarin
The Road Development Authority has decided to hire the services of a consulting
engineer to investigate into the structural stability and safety of these above-mentioned
bridges with a view to ensure the safe passage of normal traffic at all times subject to
the recommendations proposed by the consulting engineer.
The main links between the Southern and Western coastal regions of the island are the
Black River-Savanne Coast Road B9 and the Black River Road A3. The said roads link
several important villages like Souillac, Surinam, Riambel , Bel Ombre, Tamarin and Le
Morne. Two of the bridges namely Souillac and Riviere des Galets Bridges are located
along B9 and Tamarin Bridge is located along A3.
Souillac and Riviere des Galets bridges are situated on sharp bends and the alignment
of their existing approach roads is such that it does not provide the visibility distance
required for incoming vehicles. Moreover, the approach roads are not wide enough to
allow an adequate two-lane flow. They are more than 70 years old and show signs of
deterioration. The project will be implemented in the next financial year.

7. Upgrading and Maintenance of Road
Road maintenance of classified roads is carried as per a comprehensive plan. The
scope of work undertaken includes upgrading and maintenance of road (resurfacing,
widening, strengthening where necessary), alleviating flooding (drainage work,
construction of footpath etc) and improving road safety and traffic management
(provision of guardrails, hand railings, traffic signs etc).
Most of the works are
undertaken by district contractors who are awarded the contract following a public tender
or by direct labour.
During the period under review, RDA has undertaken maintenance works for around Rs
575M which has been funded through Contribution to RDA, Contribution from State
Trading Corporation and from Loan contracted from bank.

8. Control of advertisement and improvement
of road infrastructure
RDA is pursuing to harmonise the display of indicative signs at junctions and
roundabouts. The project undertaken last year was very successful. A private promoter
is presently placing indicative panels around the island and is paying a percentage of his
turnover to the Road Development Authority.
Sponsors are also being sought for the sponsorship of directional signs and
maintenance of bus shelters etc.
Regulation for the control of advertisement
With a view to controlling the display of advertisement along classified road and to
reducing the problem of illegal erection of advertisement structures, RDA has drafted a
regulation which is being finalized with the State Law Office.

9. Control of undertaker’s works on main roads
and motorways
RDA has granted way leaves along main roads mostly to Central Water Authority,
Central Electricity Board, Mauritius Telecom and Waste Water Authority for the provision
of utility services to the country. It is unfortunate that the some reinstatement works have
not been carried out to the satisfaction of the RDA which has caused inconveniences to
the users. Deposit/Bank Guarantees held at RDA by the undertakers are being cashed
to remedy the situation where possible.
10. Clearances for development
With a view to facilitating economic development, more particularly in road
infrastructure, around the island RDA has provided its clearance for the following:

Excision/Subdivision of Land (Morcellement Board)

Major developments (IRS, Commercial Complex, Residential Estate)
3.
Accesses for Filling Stations and for major developments
4.
Environmental Impact Assessment
5.
Preliminary Environmental Report
The Technical Committee ( which is comprised of representatives of the Police and
Traffic Management and Road Safety Unit) set up by the Road Development Authority
had given its clearances for a number of projects as regards to their requests for
accesses.
With the increasing number of construction projects and development in the real estate
and integrated Resort Scheme, the contribution of RDA as a major stake holder is
expected to increase further.

11. Materials Testing Laboratory
Quality Assurance for development projects and maintenance of roads is one of the
major concerns of the Road Development Authority. In order to address this, a materials
testing laboratory has been created in the October 2001 to carry out tests.
The laboratory is situated at St Paul Road, Vacoas next to Maurice Curé State
Secondary School. It is headed by a Materials Testing Officer and operates under a new
section recently created called the Development Control. Laboratory staff works in close
collaboration with Engineers for the proper execution of works according to technical
specifications.
The laboratory is equipped for carrying out different types of tests on materials for road
works as well as buildings. Tests are of the insitu type and those carried out in laboratory.
The insitu type include soil tests, compaction tests, core drilling, concrete and those
which are carried out in laboratory are Soil tests, aggregates, bitumen, asphalt and
concrete. Samples are usually collected by officers of RDA.
Contractors who need to have tests carried out at the RDA Material Testing Laboratory
make their their request to RDA against payment of a fees.
Apart from tests carried out for routine and periodic road maintenance, tests have been
carried out for major projects mentioned hereunder:

necessary training needs will also have to be addressed.

Report on the Financial Statements
I have audited the financial statement of the Road Development Authority which comprise the
balance sheet as of 30 June 2007, the income statement and cash flow statement for the year
then ended, and a summary of significant accounting policies and other explanatory notes.
Management’s Responsibility for the Financial Statements
Management is responsible for the keeping proper accounting records which disclose with
reasonable accuracy at any time the financial position of the Road Development Authority and
for the presentation of these financial statements in compliance with Road Development
Authority Act and the Statutory Bodies (Accounting and Audit) Act 1972. This responsibility
includes designing, implementing and maintaining internal control relevant to the preparation
and fair presentation of financial statements that are free from material misstatement, selecting
and applying appropriate accounting policies and making accounting estimates that are
reasonable in the circumstances.
Auditor’s Responsibility
My responsibility is to express an opinion on these financial statements based on my audit. I
conducted my audit in accordance with International Standards on Auditing. Those Standards
require that I plan and perform the audit to obtain reasonable assurance about whether the
financial statements are free of material misstatement. An Audit includes examining, on a test
basis, evidence supporting the amounts and disclosures in the financial statements. An audit
also includes assessing the accounting principles used and significant estimates made by
management, as well as evaluating the overall financial statements presentation. I believe that

1.
PRINCIPAL ACTIVITIES
As per the Road Development Authority Act 1998, the objects and duties of the Authority are:
(a)
to plan, design and supervise the construction of roads intended to be classified as
motorways and main roads;
(b)
to carry out or cause to be carried out the upgrading of motorways and main roads and
their routine and periodic maintenance;
(c)
to maintain existing bridges, tunnels and associated works on motorways and main
roads;
(d)
to plan, design and supervise the construction and reconstruction of bridges, tunnels
and associated works on motorways and main roads;
(e)
to advise the Minister on the formulation of a road development policy;
(f)
to advise the Minister on the management policy of roads;
(g)
to prepare and implement road development schemes;
(h)
to conduct and co-ordinate research and investigation on materials required for road
construction;
(i)
to control the display of advertisements along or visible from motorways and main
roads;
(j)
to regulate undertakers’ works in relation to motorways and main roads.

ACCOUNTING POLICIES
(a)
Basis of Accounting
The accounts are drawn up on the historical cost basis of accounting and in accordance
with Generally Accepted Accounting Principles.
(b)
Depreciation charge for year
Depreciation is provided on the straight line basis in order to write off the cost of tangible
fixed assets over their anticipated useful economic lives at the following annual rates:

Stocks
Stocks are stated at the lower of cost and net realisable value.
(d)
Grants
Contribution received to finance other expenditures is recognised in the same period as
