Tim Neville & Cheri Jahn HB17-1216 creates a sales and use tax simplification task force as outlined below. Requires the task force to study sales and use tax simplification between state and local governments. Task force sunsets after three years and is required to meet at least eight times. Task force meetings are open to the public. Task force shall report to legislative council and report may or may not include recommendations for legislation. TASK FORCE MEMBERSHIP: A representative of the Colorado Municipal League A representative of Colorado Counties A member of the statewide Chamber of Commerce A member of a statewide association of small businesses that is addressing the simplification of sales and use tax collection A state and local sales tax practitioner and CPA A representative of the Department of Revenue Manager, Mayor or Council Member- person of a Home Rule City Manager, Mayor or Council Member - person of a statutory county or municipality Two members of the House of Representatives Two members of the Senate TASK FORCE OBJECTIVES: Study sales and use tax simplification between the state and local governments, including home rule municipalities, to identify opportunities and challenges within existing fiscal frameworks to adopt innovative revenue neutral solutions. Study a single sales and use tax license for all jurisdictions in the state Study a single point of remittance for sales and use tax returns Study feasibility of having a third party entity responsible for state or local sale and use tax administration, return processing, and audits.
