Details of care homes in other areas are available from the relevant Local Authorities. If you are thinking of moving to a care home you are faced with some very important decisions and choices. You will need information about the choices available to you and guidance about the questions you may wish to ask. A Social Worker will assess the needs of anyone thinking of living in a care home and take your views into account. This can be arranged even if you are paying for yourself. To begin this process, you will need to contact Newport Social Services (the address and telephone number are given at the back of this directory) and talk to a Social Worker in the End to End Team. This Directory provides you with information necessary to help you to ask the right questions before you make a decision about going into a care home. Current inspection reports of the care homes in this Directory are available direct from each of the care homes or can be obtained by contacting The Care and Social Services Inspectorate for Wales (CSSIW) (see address at the back). It is advisable to read these before you make any decision. The number of older people in Newport especially aged over 75, is increasing. Many such people will have increasing care needs. Many people of this age would prefer to live in their own home and be as independent as possible. We may decide your needs could be best met by arranging extra services to help you to stay in your home. There may come a time, however, either through illness or infirmity when life in a care home is the best option. It can provide many positive benefits such as comfort, security or freedom from daily chores with professional help on hand when you need it, although staff will encourage you to be as independent as possible. Care homes are run by private individuals, voluntary bodies and the Local Authority. However, Local Authority care homes do not provide nursing care. Newport City Map How to choose Moving into a care home is a big decision, although, of course, it may not always be permanent. In most circumstances it will be your decision. Do not allow yourself to be pressurised. This Directory does not guarantee to provide all the answers. However, it does aim to help you and your relatives or carers obtain the relevant information and ask the right questions before making the correct choice. Care Homes can provide: Nursing Care – for people who mainly need regular skilled nursing care or supervision from a qualified nurse beyond that which can be met by the community nursing service. These care homes are provided by the voluntary or private sector. All nursing homes in Newport and elsewhere are registered and regularly inspected by The Care and Social Services Inspectorate for Wales (CSSIW) or the Care Quality Commission (CQC) in England. Residential Care – for people who are no longer able to cope with daily living in their own home even with a range of services. Residential care in Newport is either provided by Newport City Council or the private or voluntary sector. All care homes are registered with the CSSIW and all care homes are regularly inspected. Nursing and Residential Care – some care homes provide both services and can therefore usually accommodate a change in care needs. The decision regarding the type of care you require will be reached following an assessment of need. This assessment may involve such professionals as social workers, doctors, nurses, hospital specialists and occupational therapists. This Directory lists all care homes in Newport, which are accepted by Social Services as a ‘preferred provider’. This means such providers will have supplied detailed evidence concerning their quality of care and financial viability. They should also provide a standard of service which meets the requirements laid down by the Care Standards Act 2000. 1 How do you choose Ask for the care home’s Service User Guide and a copy of the care home’s last Inspection Report. This will give you information about the services available in the care home and will outline ongoing issues that need to be addressed to meet standards. It is important for you or a friend or relative to visit the care home, if possible, before making a final decision. When you are being shown around, if possible, make sure you see the room that will be yours. What to consider • Whether the care home is able to meet your particular needs and whether you will fit in with the others living there • Your own financial circumstances and the cost of the proposed accommodation (see page 3 – Meeting the Costs) • The size and location of the care home. Is it near relatives and friends, shops and other community services, such as public transport? First impressions • Does it feel like a homely, friendly and caring place? • Does it smell clean and fresh? • Do the residents look contented, well cared for and interested in what is going on? • Are staff welcoming? • Are the grounds and the care home well maintained/decorated? Questions to ask • Are physiotherapy, occupational therapy, chiropody services and continence advice available? Are those providing these services State registered? • Are library and hairdressing services available? • Is there a choice of menu? Are special diets catered for? Are meal times flexible? • What is the time of the last meal of the day? • Are there facilities for making snacks and beverages? • Are there aids/equipment available to meet your needs? • Are the grounds and gardens easily accessible? • Could you keep personal valuables secure in your room? Can the room be locked? • Will the care home’s insurance cover your belongings? If so, to what value? • Could you see your friends, family doctor or social worker in private? Could you take visitors to your room? Is a quiet room available? 2 • What personal laundry facilities are available? • Are personal televisions and radios permitted? • Could you have access to a telephone? Could you receive and make calls? Social activities • Would you be able to pursue your own interests? • Are regular activities and events organised? Who is the person responsible for this? • Is smoking or alcohol permitted in general, or only in certain areas? • Could you keep a pet? • How are special occasions celebrated? • Are visitors welcomed at any time? • Would you be able to attend a place of worship if you wanted? Are services held in the care home for those unable to go out and about? • Are shopping facilities available to meet individual needs? • Are transport facilities available for individual residents? Management arrangements • Will staff ensure that your room is treated as your own? • Is there a residents’ and/or relatives’ committee? • Is there a commitment to staff development and training? • Is personal choice respected; eg., times of getting up and going to bed, breakfast tray in own room, flexible bathing times, choice of meals, freedom to move around the care home? • How would your wishes and, where necessary, those of your relatives be considered when decisions are made about your care? • Does the home take men and women? Is there accommodation for couples? • Is the complaints procedure available to you? Are there any arrangements for people to speak for you? • Could you bring items of furniture with you? To what extent are personal possessions encouraged? • Will your current family doctor continue to care for you? Can you choose another family doctor? Are you able to contact your family doctor when you think it’s necessary? • Will you be provided with an information booklet explaining your rights? Meeting the costs If it is agreed that moving into a care home is the most appropriate form of care for you, Social Services will help you to pay the cost if you are not in a position to pay the full cost. To advise you on how much your contribution towards the cost will be, we will need to carry out an assessment of your financial circumstances. Local Authorities are not able to pay for the nursing element of care, as this will be paid by the Local Health Board in Wales or a Primary Care Trust in England. The Local Health Board will have to complete a nursing assessment to see if you are eligible for nursing care. 3 The financial assessment will take into account your income and capital, which includes any property you own. In some circumstances, your partner or another member of your family may be liable to contribute towards the cost of your care, for example, if the care home you have chosen costs more than Social Services are able to pay. There may be extra charges, for physiotherapy, occupational therapy, chiropody, continence services, dental and optical services, library and hairdressing facilities, for example. The care home should give you clear guidance on the services which are included in the weekly charge and any for which you will have to make an additional payment. You are entitled to keep a portion of your weekly income for yourself. This is your personal allowance and you should be told how much this is currently. You should be given advice on when fees are to be reviewed and how you will be notified of any changes to your contribution. Other points you may wish to be advised on could include: • How long your place at the care home will be open to you if you have a hospital stay. • What fees are payable if you have a hospital stay or if you take a holiday? • How much notice you must give if you wish to leave the care home and how to arrange a transfer to another care home if your original placement is not satisfactory. • What will happen if your care needs increase? The City Council treats each case individually and you should discuss your personal financial circumstances with your Social Worker. INDEPENDENT HOMES Where the City Council assists you in the purchase of a place in a care home in the independent sector, there will be a contract in place between you, Social Services and the care home. This sets down everyone’s obligations and rights, and the standard of the services to be delivered. These standards are similar to those expected for care homes run by the Local Authority. In addition, your Social Worker will visit you and will review your care on a regular basis, to ensure you are getting what you need. All providers are required to give evidence of their financial viability, and how they run their care home, before the Local Authority agrees to purchase care from them. Obligations in the contract are monitored by City Council staff once the contract is signed. 4 COMPLAINTS PROCEDURE Newport City Council has a statutory duty to devise and implement a complaints procedure. An individual has the right to make representations and complaints about the quality or nature of the service provision. This applies to anyone in any care home where Newport City Council pays all or part of the fees. The group inputs directly into planning and policies around Newport which impact on older people. Issues range from housing, care and support services, the environment, transport, health, leisure, learning and employment opportunities. Members attend local and national meetings and sit on Council scrutiny forums providing a voice for older residents in Newport. Council Care Homes All care homes are inspected yearly by The Care and Social Services Inspectorate for Wales (CSSIW). A minimum of two visits per year are made, one of which is announced. Reports on these inspections are available from each care home or the CSSIW (address at back). Standards in any care home are best maintained by residents and their families giving the care home positive feedback, or constructive comments on how the service could be improved. A good care home will readily listen and try to meet your requirements. Where you have serious concerns you may also wish to tell your Social Worker or get in touch with CSSIW and make a formal complaint. The local authority’s care homes aim to provide quality care in response to identified needs. This means that: • Each resident is recognised as an individual with a need for independence, privacy and companionship at appropriate times • Each resident’s right to be consulted and make choices in all matters affecting their health and daily living is acknowledged • A safe and comfortable environment is provided in which residents may take control of their own lives to the extent that they wish, and will be offered necessary support to achieve this control, wherever possible • The beliefs, lifestyle and preferences and property of all are considered and respected • All services are based on positive choice and fully assessed needs • Residents have the right to practice religion, adhere to dietary requirements and maintain cultural links with the community • All staff are appointed within Newport City Council’s guidelines The quality of care provided to residents is dependent on the commitment, attitudes, knowledge and skills of all members of staff.
