REGULATIONS AND SPECIFICATIONS FOR THE 2013 WESTERN CAPE 600cc MOTORCYCLE RIDERS REGIONAL CHAMPIONSHIP MSA WESTERN CAPE MOTORSPORT 600cc MOTORCYCLE REGULATIONS WC 22/2013 (158420) 1. 1.1 1.2 1.3 CONTROLLERS Will be Motorsport South Africa (hereinafter refered to as MSA) Western Cape Regional Motorsport Committee. These Regulations are to be read in conjunction with the General Competition Rules (GCR’s) and Standing Supplementary Regulations (SSR’s) and any APPLICABLE Circulars of Motorsport South Africa. AMENDMENTS ANY Proposed/desired changes to these Championship Regulations must be submitted to the Controllers for consideration at their next Regional Committee Meeting. The Controllers reserve the right, without prior notification, to introduce new Regulations and/or amend existing Regulations. Such changes to these Regulations shall be issued at least SEVEN (7) days prior to the next event being held. 2. AIM OF THE CHAMPIONSHIP To declare a Western Cape 600cc Motorcycle Champion. 3. REGULATIONS All qualifying events shall be held under the General Competition Rules and Standing Supplementary Regulations of Motorsport SA control, these standing regulations and the supplementary regulations issued by the promoters. 5. 5.1 5.2 ELIGIBILITY OF COMPETITORS: Competitor’s age: Refer to SSR 1. The Championship will be open to riders resident within the area controlled by the MSA Western Cape Regional Committee. No competitor may take part in a Western Cape Championship if he/she is competing in a similar event in another region or if a similar event is available to him/her in his/her region. The Championship is open to eligible riders on eligible motorcycles in the Regional 600cc Class. Riders that have no racing experience are required to have completed at least 3 WPMC affiliated riding schools. No new competitor will be allowed to compete unless he/she satisfies the requirements of the committee. 5.3 5.4 6. 6.1 6.2 7. 7.1 7.2 7.3 7.4 7.5 7.5 7.6 INCIDENT REPORTS Every rider is to return to the Clerk of the Course or Stewards, their Incident Report Form, completed as soon as possible after having either retired from or completed the event. Competitors who fail to hand in an Incident Report Form render themselves eligible for a R 50.00 fine. ELIGIBILITY OF MOTORCYCLES The Championship is open to the following capacity motorcycles: 600cc 4 cylinder / 680cc 3 cylinder / 750cc twin cylinder. All Motorcycles from 2007 year models onwards must comply with the following National Regulations, as listed in the Regulations and Specifications for the 2012 South African Motorcycle Road Racing Championship: Item 11.i); item 12.3 a, b & c; item 12.5 a); items 12.6 to 12.12; items 12.14 to 12.16; items 12.18 to 12.23; items 12.24 a) to e), g) & h); and items 12.25 to 12.49. (NB the above item numbers may alter & in which case a circular will advise such changes) For 2006 year model motorcycles and older, engine modifications are allowed, providing the engine capacity does not exceed the limits as stated in item 7.1 above. Fuel: Refer to GCR 240 Series Sponsor decals as supplied, must be placed either above or below the motorcycle’s three race numbers, so as to be clearly visible from the front and either side of the motorcycle. Tyre choice is free. Engines must be normally aspirated. The motorcycle that was scrutineered and used for qualifying has to be used for the races. 7.7 If a motorcycle is found to be in contravention of these regulations, the rider concerned will lose all points accumulated thus far, over and above any penalties imposed in terms of item 12.48 of the 2012 National Regulations. 8. CHAMPIONSHIP EVENTS All Western Cape Motorcycle races held during 2013 within the region controlled by the MSA W.C. Regional Committee, and listed as a qualifying race(s) in the SR’s, will be deemed to be qualifying races, provided that the original race distance is not less than 20 kilometers. When more than one race is held on any particular day, the times will be added together purely for the purpose of determining an overall winner for the day and shall have no effect on the points counting towards the WC Championship. 9. CLASSIFICATION OF A STARTER To be classified as a starter a competitor must participate in the official timed practice or participate in the race itself. 10. CLASSIFICATION OF A FINISHER Refer to GCR 274 11. MINIMUM NUMBER OF STARTERS In order to qualify for Championship status, at each race meeting there must be a minimum of 6 eligible starters for the race meeting in question. 12. FIRST-TIME RIDERS First time riders will wear a brightly coloured bib over their leathers for their first two race meetings and practice sessions (or more, at the discretion of the controllers). 13. POINTS SCORING Points will be scored by finishers as follows: st 1 nd 2 rd 3 th 4 th 5 th 6 th 7 th 8 th 9 th 10 th 11 th 12 th 13 and lower 15 points 12 points 10 points 9 points 8 points 7 points 6 points 5 points 4 points 3 points 2 points 1 point 1 point 13.1 Competing riders who are ineligible for the championship will be ignored in the results for the purpose of scoring the Championship but will be eligible for trophies. 14. COMPETITION NUMBERS Shall be allocated by the WPMC Motorcycle Section on behalf of the Controllers. Competition Numbers must be displayed in accordance with MSA GCR's, SSR's and applicable Bulletins issued by MSA, in ALL regards. 15. NUMBER OF CHAMPIONSHIP EVENTS TO COUNT The top 8 (eight) events scored by a competitor in the 2013 calendar year will count towards the Championship. If more qualifying events are run, the competitor may drop the worst event results, with the top 8 (eight) counting for the overall title. 16. SEPARATION OF TIES Refer to GCR 229 17. ANNOUNCEMENT OF POINTS AWARDED Scoring for each qualifying event will be available at the MSA office of the Western Cape on the second Monday following the event, and any objections concerning the scoring must be received by that office in writing not later than the Friday following the Monday on which the scoring became available. MSA reserves the right to correct clerical errors at any time. 18. DECLARATION OF CHAMPION The MSA Western Cape Regional Committee, at it’s sole discretion, is responsible for declaring the winner of the Championship or to withhold such declaration. 19. Reserved
