FOREWORD
The Population and Housing Census of Maldives is the largest national statistical exercise and provide the
most comprehensive source of information on population and households. Maldives has been conducting
censuses since 1911 with the first modern census conducted in 1977. Censuses were conducted every five
years since between 1985 and 2000. The 2005 census was delayed to 2006 due to tsunami of 2004,
leaving a gap of 8 years between the last two censuses. The 2014 marks the 29th census conducted in
the Maldives.
Census provides a benchmark data for all demographic, economic and social statistics in the country to
the smallest geographic level. Such information is vital for planning and evidence based decision-making.
Census also provides a rich source of data for monitoring national and international development goals
and initiatives.
Data from various censuses serve as a comparable basis reflecting the achievements of past policies carried out by the government for the benefit of the people. The results of the census will provide essential
data for decision makers, policy planners, international agencies and the business community in assessing
the progress of the last few decades and in planning the future spectrum of development.
I am greatly indebted to the general public for their support and cooperation to the census. I thank each
and every individual, who responded to the census and made possible this valuable data set. I hope that
the experienced data users, as well as students and the wider public, will find it useful.

INTRODUCTION
The preliminary results of the population and housing census 2014 were released on 5 November 2014. This
included the population by sex at island level, based on the daily records used during census operation.
This publication presents the final results of the 2014 Population and Housing Census. It contains the information on the population by age and sex and households by type, at atoll and island levels.
Data collected in the census include a wealth of information: population size, age, sex, citizenship, religion,
migration, education, economic activity, marital status, and housing. Information on the living arrangement of
children and elderly population was also collected. The detailed reports by various themes will be disseminated subsequently.
The 2014 census is making a substantial change in the population that is included in the census, thereby
moving closer to the international recommendations for census taking. According to the international recommendations, only the population residing in the country should be included in the census. In our past censuses,
foreigners residing in the Maldives were not included in the census while we include Maldivians residing
abroad. The Maldivians residing abroad were also included in the 2014 census to enable comparison with
previous censuses.
Census 2014 data introduces the concept of ‘Resident Population’ consisting of Resident Maldivians and
Resident Foreigners, which will form the coverage of future censuses. Due to the numerous difficulties and
challenges posed in enumerating the foreign population, there is an under coverage of this population, when
compared with administrative records.
However, in order to allow comparisons with previous censuses the concept of Maldivian population is also
used. This includes Maldivians residing in Maldives as well as those residing abroad. It is our intention to exclude the non-resident Maldivians from the future censuses. The coverage of Maldivians living abroad is not
complete, due to the many challenges posed in their enumeration.
The Maldives Population and Housing Census were carried out from 20 to 30 September 2014 and a total
of 3,588 personnel were involved in the census operation throughout the country. Census covered 188 administrative islands, 109 resorts and 128 industrial and other islands of the country.
Data Processing of 2014 Census was carried using Intelligent Character Recognition (ICR) and Optical Mark
Recognition (OMR) method. Data consistency checking and editing has been done using scientific methods
available, with support from international experts in this field.

from where they take their meals, are counted in the household where the sleeping
arrangements are made.
Households headed by a Maldivian or households where all members are Maldivian

INTRODUCTION
This Statistical Release discusses the basic demographic characteristics of the ‘Total Maldivian Population’
enumerated in 2014 Census looking into its changes over time. References will be made to Resident population too. The Foreign population will be looked into only in 2014 census, as this is the first time foreign population has been covered.
The chapter starts with a brief description of the historical demographic change and growth in population. It
describes the population distribution across country, looking into administrative and non-administrative islands.
Analysis of in-habited islands, according to population size, will be done to illustrate the changing pattern of
population dispersion in the Maldives. Comparison is done with previous Census years, to signify the changes over time.
Apart from population count, growth rate and their geographic distribution, information on age and sex is
one of the most important result of a census. Age-sex structure is important for policy and planning decisions
for the provision of goods, information and service for the various age cohorts. The study of the sex composition of the population is useful for understanding the past trends of demographic dynamics of any society.
In addition to population this release also looks into the total resident household, type of housing unit and
average household size.

The total population enumerated in Census 2014 is 407,660. It is worthwhile to note that up to 2006, Maldives
census covered only the local population. For the first time, in Census 2014 distinction was made between the
resident population and non- resident population. Hence, for analytical purposes, reference to respective population would be made as given below in Table 1 (also refer to Glossary).

Of this total, the Resident Population is 402,071, which consist of 338,434 as Resident Maldivians and 63,637
foreigners. Census 2014 captured 5,589 Maldivians as living abroad, and hence following the notion of previous censuses, the ‘Total Maldivian Population’ enumerated in Census 2014 was 344,023.
Between 2006 and 2014, the total Maldivian population increased by 45,076, a 15 percent increase from
2006. Due to the difficulties is enumerating the non-resident Maldivians, there is an under coverage of this
population.
As per the international recommendations, census should only cover the resident population of the country.
Hence, it is advisable to exclude the Maldivians living abroad in future censuses.

POPULATION GROWTH IN RECENT DECADESFOR TOTAL MALDIVIAN POPULATION
Since the first census in 1911, Maldives population has continued to grow at a steady rate increasing over four
folds during the past century. The first half of the century experienced a sluggish growth, while from the 1970s
onwards the population has increased at a rapid pace.

Even though the population continues to increase, the population growth rate has been on the decline during
the last two decades. During the last century, the growth rate peaked at 3.43 percent between 1985 and
1990, and has been on the decline since then. Table 2 shows the inter censal average annual growth rate between 2006 and 2014 is 1.65 percent, which is almost the same as the growth rate between 2000 and 2006.

Over the past two decades, the growth continued to decline due to decreasing fertility. The total fertility rate
declined from 6.4 to 2.2 children per women during this period. The rate of decline has slowed down since
2000 and remains under 2 percent. .
POPULATION DISTRIBUTION
Maldives is one of the world’s most geographically dispersed countries and poses wide range of development
constraints. The population is distributed within the country among administrative and non-administrative islands.
Census 2014 enumerated population from 188 inhabited islands, 109 resorts and 128 industrial and other
islands. Table 3 gives a picture of Total Maldivian population distribution by these major categories.

Table 3 gives a quick glimpse of the total picture as close to 96 percent of the population lives in administrative
islands. From 1995 onwards, the female population outnumbered the male population in the Administrative
islands. This outcome was caused by the out migration of males for employment.

Table 4 shows the growth rate for total maldivian population in administrative islands excluding Male’. The
highest growth rate was for the period 1985-1990, and which gradually declined over the following years.
The period 2000-2006 showed a negative growth rate which might have been due to the out migration of
working population to Male’, resorts and industrial islands. 2014 census showed a growth in Atoll Population
from 2006 to 2014.

The change in population levels during the last two decades varies significantly among Atolls. Table 5 shows
the change in population among Atolls between 2006 and 2014. As the population growth in the atolls was
negative between 2000 and 2006, majority of the Atolls showed a decrease in population. In 2014, the
pattern showed an increase in the Atoll population with Male’ Atoll (K), North Ari Atoll (AA) and South Ari
Atoll (ADh) Atolls experiencing a huge influx of population. This is expected as majority of the Tourist resorts are
located in these Atolls and it attracts settlements in these administrative islands.

Compared to 2006, population declined in 2 Atolls, in 2014; the highest decline was recorded in Faadhippolhu
(Lh) Atoll followed by North Thiladhunmathi Atoll (HA). The same pattern is also seen in 2006 Census for the
period 2000-2006 for these Atolls. The observed changes within the Atolls are closely linked with the number
of people migrating to Male’ and resorts.

Atoll
Figure 2 shows the average annual growth between 2006 and 2014 censuses in the administrative isalnds
in Atolls, for the Total Maldivian Population. Except for Male’ Atoll (K), North Ari Atoll (AA) and South Ari Atoll
(ADh), the average annual growth rates of all atolls were below the national annual growth rate of 1.65 percent (see Figure 5). HA and Lhaviyani Atoll population growth continued to be negative while the population
has increased in rest of the Atolls.
Resident Population in Administrative islands:
Census 2014 enumerated population by place of usual residence and the following Chart 1 presents the population in 20 administrative Atolls grouped into population sizes. The resident population cosisting of Resident
Maldivian and Resident Foreigners is highest in Addu City.While the same pattern prevails for the resident
Maldivian population, the highest foreign population is reported in Addu City and Male’ Atoll. .
Resident Maldivian population in the administrative islands in the Atols ranged between 1,601 in Vaavu Atoll
to 19,319 in Addu city. The Resident Maldivian population is distributed within the range of atoll population size
5,000-9,999. Eight Atolls fall in this category. Only Addu city and Hdh Atoll falls in the category of population
greater that 15,000 Maldivian residents. Vaavu Atoll, Meemu Atoll and Faafu Atoll has the smallest populations which falls below a population of less than 5,000.

Population in Non-Administrative Atolls:
With the expanding economic development initiatives of the government, the shift of the population from Administrative islands to non Administrative island has increased over the years. As illustrated by Table 3, the Total
Maldivian population residing in Non-Administrative islands increased from 4,234 in 1985 to 13,555 in 2014.
This owes to increased number of operating resorts, agricultural islands and other ongoing projects in such
islands. Population in resort islands accounted for 77 percent of the residents in these islands.
The 2014 Census enumerated the foreign population and recorded a figure of 23,110 foreigners in the non-administrative islands . Interestingly, this total is much higher than the total number of Resident Maldivians enumerated in Non-administrative islands, as shown in Figure 3. Foreigners account for 63 percent of the population
of these islands.

The population in the Non-Administrative islands are dominated by males. For the resident Maldivian population, only 3 percent of the population in non-administrative islands is composed of females, while it is 9 percent
for the foreign females.
Over the past 8 years the population in non-administrative islands grew at a steady rate. Figure 4 shows the increase in the percentage of the Maldivian population living in Non-administrative islands. Since 1995 onwards,
the growth has elavated in these islands.

Population in Male’ and Atolls
The Maldives population is vastly distributed across atolls consisting of small islands. Administratively there are
20 Atolls. Though there is no official categorization of urban and rural areas, capital Male’ is widely referred
to as the urban center and the rest of the Atolls recognized as the rural area. Census 2014 showed that 38
percent of the population lives in Male’ the capital, while majority of the population resides in the Atolls. In
Maldives, as in other small island states, internal migration and growth of urban area can be attributed to
inequalities between the Capital and the rest.
Figure 5 presents the growth rate of the Maldivian population for the Republic, Male’ and Atolls. The pattern
of population growth rates experienced by Male’ and the Atolls varied significantly over the past 5 censuses
covering a 24 year period. Between 2000 and 2006 the population growth rate of Male’ rapidly increased
reaching its peak at 5.59 percent. This was higher than the annual growth rate of 1.69 percent recorded for
the country during that period. The Atolls population marked a negative growth rate of -0.06 percent for the
period 2000- 2006. Between 2006 and 2014, Male’ population grew at a much lower annual rate of 2.96
percent. In the Atolls, the population growth rate increased from negative to positive.

Atolls
Male’ population has increased rapidly over the past decades. Male’ remained as the country’s fastest growing and most populated island. The development of tourism within Male’ Atoll, rapidly expanding government
and private sector, and establishment of major health and educational facilities in Male’, have created significant disparities between Male’ and the Atolls. In addition, developments in Male’ attracts migration from all
parts of the country. It passed the threshold of 100,000 population in 2006, making it one of the most densely
populated cities in the world. Today, with the resident population, this rate stand as 65,201 per km2 (population density of Male’ exclude Hulhumale’ and Villinmale’).
ISLANDS BY POPULATION SIZE
With development that takes place in the country, there is change in the pattern of population dispersion. The
number of administrative islands has changed over the years and in census 2014 there are 188 administrative
islands (including Male’). Table 6 presents the number of islands according to population size.

According to Table 6, the administrative islands in the country have witnessed a significant reduction in number
over the years. The drop in the number of islands in 2006 and 2014 is mainly due to the relocation of population after 2004 Asian Tsunami.
Table 6 reveals that majority of the islands still has a population less than 1,000 people. Islands which hosted a
population of 300-399 people has gradually decreased over the years. The category of population size class
of 100-199 people has also decreased from 17 islands in 1985 to 5 islands in 2014. In 2014, 123 islands had a
population less than 1,000 which accounts to 65 percent of the administrative islands. One important highlight
of the table is the size class population of 10,000+, which has remained the same over the years till 2014, with
this category including only the capital Male’. In 2014 for the first time, apart from Male’, S. Hithadhoo reached
10,398, surpassing the benchmark of 10,000 for the first time.

The population growth and the changing age-sex composition of the Maldives can be portrayed through the
use of population pyramids. The overall shape of the pyramid and size of the bars depict the changes. The
population pyramids of the Total Maldivian population for the years 2006 and 2014 are shown in Figure 6.
The general shape of the pyramid have slightly changed in 2014, the increasing fertility rate has led to a broad
base. The age and sex composition of the Maldives in 2014 continued to resemble that a developing country
with a broad base, a relatively large proportion of people in the adult age categories (below 30 years of age),
and relatively small proportion of people in the older age categories (above 60 years).
Even though adult groups still comprised a relatively large proportion of the population, the base of the pyramid took on a more rectangular look in 2014. The increased proportion of the population in older age groups
results from the decline in mortality rate at older ages in the recent decades.

The age cohort of 10 to 14 years is the smallest among the child population in 2014, reflecting on the shift of 0-4
years of population of 2006. In 2014, the pyramid broadens at the youth age, showing a passing demographic
window of opportunity of the Maldives population.

the population by broad age groups.

POPULATION UNDER 15 YEARS
It can be observed from the Figure 7 that the percentage of under 15 population has decreased from 32
percent to 27 percent. There were a total of 93,478 children in this age group, with 45,154 female and 48,317
males.

The proportion of children in the population also decreased with the decreased in the number of children. In
2000 children accounted for 41 percent of Maldives total population. By 2014, this has decreased to 27 percent. This trend is related to decrease in level of fertility in the mid of 2000s. But in 2014 infants or toddlers with
in the age group 0-4 years have noticeably increased from 28 percent (in 2000) to 38 percent (in 2014) of total
child population. The children in aged 5 to 9 represent 35 percent and 34 percent of the child population in
2000 and 2014 respectively. The early adolescents (10-14), represented 37 percent of the children population
in 2000 compared with the significant decline of 28% in 2014.

POPULATION 15 TO 64 YEARS
This group comprises 50 single-year age categories, which makes it the largest age range group which includes youth, young adults and mature adults. This is also the source of most economic capacity of every nation.
The population aged 15-64 years numbered 228,619 people and made up 68 percent of the population at
the time of the 2014 census. This is an increase of 21 percent since 2006 census, when the working age population was 189,443 and represented 63 percent of the total population.
POPULATION ABOVE 65 YEARS
Persons aged 65 an above comprised 5 percent of the total populations in census 2014.There were a total of
16,337 people in this age group, with 8,631 males and 7,706 females. In 2006 the total persons in this age
group was 15,729. This figure have remained at a constant level mainly due to the decline in mortality rate. This
is due to better health facilities and more awareness and tendency among the people for a fit and happy life.
POPULATION OF ATOLLS AND MALE’ IN BROAD AGE CATEGORY
Male’ had the largest proportion of people in the age groups 15-64 year, while it had the smallest proportion
of children under 15 years (23.7 percent) and people in age 65 and over (3.4 percent).

HOUSEHOLD
There were a total of 68,249 resident households in the census 2014, out of which 55,949 were Maldivian
households and 12,300 as other households. Out of the total households 39 percent of households are in
Male’ and 60 percent of households are found in administrative islands of the Atolls and 1 percent in the
non-administrative islands of the atolls. Figure 10 represents this information.

The types of Household types are divided into 2 categories, which are housing units and collective living quarters. As shown in Figure 11, a nationwide total of 65,765 falls in to the category of housing units. Out of this 96
percent are house/flats/apartments. A total of 2,484 have been recorded as collective living quarters which
consist of labour quarters / staff quarters and other collective living quarters. These account for 4 percent of
all households.

Within the Administrative islands highest number of resident household were in Addu city (seenu Atoll) 10
percent, South Thiladhunmathi (HDh) 9 percent, North Malhosmadulu (R) 8 percent and North Thiladhunmathi
(HA) 7 percent. The lowest resident households were in Felidhu Atoll (V), which is also the atoll with the lowest
population.
