The pool well and pipes leak hundreds of thousands of gallons of water each season; The RSC pool holds 226,650 gallons of water. 2012’s final water meter reading was 1,993,420 gallons. We refilled the pool 8.7 times. The pool’s deteriorating condition significantly increases water, chemical and maintenance costs, which costs will continue to increase each year; The pool well, kiddie pool, mechanicals, deck structure, and even the clubhouse, all require significant renovations in order to meet current health and structural codes; Please refer to the pool “conditions study” found on the RSC website for more information on the current condition of the pool. • None of these conditions can be separately repaired or renovated due to local code and other regulations. • 18 months ago, a group of concerned members decided to form a Long Range Planning Committee to reassess options to ensure that the RSC is in place for many summers to come. 5 Long Range Planning Committee Members 6 LRPC Activities to Date March 2012 LRPC Formed – RSC Board Approval to Begin Analysis April-August 2012 LRPC Education August 2012 Sept –Nov 2012 • • • • • Pool tours and walk-thrus to assess facility deficiencies and issues Review of 2006 Williams condition study Review of historical renovation proposals and issues 5 LRPC members attended USA Swimming Facilities Development Conference Met with LaGrange Field Club renovation project lead and finance lead Subcommittees Formed: Design, Communications and Finance -Member Communications Began – Letters/Newsletters -Member Survey Completed Nov 2012March 2013 -Competitive Analysis on Local Area Pools Completed -Discussions with Local Area Lenders and Design/Construction Firms Completed March-June 2013 --Master Planning Phase – Prairie Forge • • • • Pool design Completed Civil engineering study and Land Survey Completed Project Cost and Member Cost Assessment Completed RSC By-laws and voting requirements Reviewed 7 Membership Survey – Executive Summary • 96% of members think the Riverside Swim Club is an • • • • • important part of the community Almost 90% feel the pool is in need of repair In addition to improvements to the pool structure, the members would like to see improvements to the Shade Structures, Deck, Chaise Lounges, Concessions, Dressing Room & Lockers, Showers and Bathroom While improvements are important, the members want to keep costs down by focusing on basic as opposed to premium renovation options Additional programming and more social events are also important to the members Please visit the RSC website for the detailed survey results. 8 Competitive Analysis – Executive Summary • LRPC worked to create a benchmark for a cost conscious fee structure for the future RSC. • Reviewed fifteen area pools including: Riverside Golf Club, LaGrange Field Club, Oak Brook Bath & Tennis and Forest Park Aquatic Center Limited comparable options available. Pools are typically high cost coupled with premium services or low cost without private club flexibility and programming. The Riverside Swim Club falls somewhere in between. • The most comparable club, the LaGrange Field Club currently has a waiting list of more than 200 people. • High Cost Clubs have: Non-refundable initiation fees High annual dues and annual dining minimums Three to six times the costs of belonging to RSC • Low Cost Clubs have: Minimal fees Limited operating hours and programming such as swim team and lap swimming Outside of Riverside, removing the community feel and benefit; crowded • Please visit the RSC website for the detailed competitive analysis results. 9 Highlighted Competitive Offerings Riverside Golf Club Social Membership • Members could upgrade. Small pool, but gain clubhouse access. While food minimum is $2500, realistic annual family dues with dining service estimated between $6-7K. ($5500 food service plus $475 annual pool dues ($150/ month in winter/fall (7 mos) + $1,500 month during summer). LaGrange Field Club • • • Includes new pools, refurbished tennis courts and new clubhouse. $4825 initiation fee, non-refundable portion at $400, $1,055 Family membership includes $255 debt service fee. Wait list > 200. Oak Brook Bath & Tennis • • • 3 Pools, Swim Team, Clay Tennis Course, Beach/ Lake, Volley Ball and Clubhouse for private parties. Outside purchased food not permitted. Estimated annual dining costs at $2400. Family non-resident $1200 annual fee (for unlimited membership) with no initial membership fee. River Forest Tennis Club • • • • 2013 membership fees were not available; application process takes approximately 2 years. Prospective members need to be sponsored by two existing members and are invited to a Winter party where sponsors introduce their prospective members to the club. All members are expected to serve on committees and work as volunteers for activities. 2012 new family membership fees were $3730 which included $380 in Saturday dinner meal tickets. New member annual dues are reduced by $500 in years 2-5. Other Findings • • • • Oak Park & LaGrange Country Clubs are substantially more expensive with higher service offerings. Western Springs pool is closed to non-resident applicants and has high membership/growing. Village of LaGrange Park Field Club doesn’t include diving. TBD if accept non-resident members 12 LRPC Renovation Philosophy A Focused, Value Based Renovation • Use Existing Property Footprint • Use existing footprint of the pool land – rather than completely rework facility. • Turntable in parking lot that may require extensive costs – can’t move pool location. • Based on the survey people LOVE the Jr pool and this is a unique offering. • We already have 8 lanes - simply need to redesign the diving well for safety/compliance. • Outside play areas are important to the members – need to keep the sports court. • Focus on Basic Renovations • Rather than premium items such as: year round services, full scale restaurant, ice skating rink. • Include Pool Clubhouse as Priority in Renovation • 99% of members surveyed feel that clubhouse is in need of renovation. • Focus on Safety and Compliance • In order to obtain our operating license from the state for a newly renovated pool, we must certify that the entire property is compliant with all state and federal regulations including the Americans with Disabilities Act and all Illinois Department of Public Health Codes. For example, in order to do any renovation, the bathhouse would need to be brought up to current code. 13 Design and Construction Firm Analysis • Myrtha Pools • Myrtha was engaged to investigate the possibility of permanently restoring/repairing our existing concrete pools using their patented system called Renovaction. • It was determined by the Myrtha engineers that the condition of the existing facility is so poor that they do not feel comfortable recommending Renovaction. They recommend a full replacement of the pools. • Water Technologies, Inc. Design only firm out of Beaver Dam, WI. Needed travel related expenses for initial visits to even speak to us and start facility evaluation. • Barrington Pools Gunite/shotcrete pool builders only. Did not respond when asked for references on projects with a bather load over 500 or municipal/large projects of comparable scale. • Rosebrook, Maverick, Westport, Sunset, All Seasons All small scale backyard gunite/shotcrete pool builders. • Prairie Forge Group Local, full-service design and build firm. Many comparable projects in local area. Experience with RSC facilities. 14 Why Prairie Forge? LRPC assessed offerings of 9 pool renovation firms. We propose that the RSC engages with Prairie Forge: • Extensive work with large scale recreational and municipal pool • • • • • design and build. Local company. History and experience with our facility. Highly recommended by core group of volunteers who worked on the LaGrange Field Club project. Will work with us to value engineer and reuse as much as possible to keep costs down. Completely renovated bathhouse, fully compliant with governing regulations; including ADA. Renovated snack shop with upgrades to the existing kitchen allowing for increased menu items. Separate eating area adjacent to the deck. Improvements to pool lighting. Multipurpose open recreation/social gathering area for games and a pool side movie screen.
