Robert Upton comes to Pearland with more than 15 years of experience in engineering, project
management and surveying, and is licensed as an Engineer in Texas, Arizona and Utah. His public
sector experience includes his previous role as Assistant Public Works Director/City Engineer for the
City of Missouri City, Texas and in various engineering roles for the City of Phoenix, Arizona and City of
Prescott, Arizona. Most recently, he worked as an Assistant Division Manager for the San Jacinto River
Authority. "One of the most critical roles at the City is that of the Director of Engineering in that they must focus on
longterm planning, design, and construction of critical city infrastructure. This is accomplished by not
only working with multiple city departments but also by coordinating activities with developers, drainage
authorities, the county and the state," said Assistant City Manager Trent Epperson. "To meet this challenge, we are fortunate to have Robert Upton join our executive team, bringing his
impressive hands on experience and history of public service to this essential role for the City," he
continued.
In his new role, he will manage more than 20 City staff and oversee a $1.9 million operating budget while
developing and constructing a 5year $545 million Capital Improvement Program. His responsibilities
include overseeing various infrastructure master plans, resource allocation, oversight of private
development quality and conformance to requirements, natural resource management including water
systems, policy development and policy implementation. The department he will manage includes both
the Capital Improvement and Engineering Divisions that are responsible for ensuring the planning and
construction activities in the City and its ETJ are in accordance with City Standards, Codes and
Practices; and effectively delivering quality transportation, facility, drainage and utility projects as
identified in the Capital Improvement Program, ontime and within budget respectively. Robert Upton is a graduate of Northern Arizona University, where he earned a bachelor's degree in civil
