 Investigation endorsements. Primary author for US Fleet Forces endorsements of multiple mishap
investigations. Conducted all research and analysis for five industrial accidents. Built 4-star level briefs for each
investigation. Most recent experience:
-Mobile Dive and Salvage Unit Two, Class A mishap, two SCUBA fatalities
-USS Gunston Hall, Class A mishap , shipboard fire while pierside
-Naval Weapons Station Earle, Class A mishap, train crew fatality
 Research and analysis. Conducted a Navy-wide inquiry into the extent of Unmanned Aerial Systems (UAS)
usage. Discovered numerous aviation programs operating outside Naval Aviation Enterprise. Assisted in
formulating Navy-wide communication concerning US Navy policy for procurement and use of UAS.
 Policy development. Assisted Naval Safety Center in handling over 400 line item responses from Fleet and
Marine Corps leadership concerning the combined Navy and Marine Corps Mishap and Safety Investigation,
Reporting And Record Keeping Manual. Provided NavSafeCen with manageable groupings and proposals for
additional communication to Navy and Marine Corps end-users.
 SMS implementation. Part of a three person team introducing Safety Management Systems to the US Navy
Fleet. Contributor and reviewer of Fleet Operational Risk Management instruction and Fleet OPORD for SMS.
EXPEDITIONARY STRIKE GROUP TWO, Virginia Beach, VA
Future Operations Officer
2012-2014
 Team leader. Lead planner for an international exercise involving 13 nations, 32 ships, 55 aircraft and two
submarines. (BALTOPS 2014) Orchestrated the efforts of 110 planners in a nine month process to create a 20
day schedule that included mine countermeasures, anti-piracy operations, and multiple live fire events.
 Authored a singular document which handled initial mishap response plans for all ships, subs, aircraft and divers
from and nations involved in BALTOPS 2014.
 Lead aviation planner, BALTOPS 2013. Immersed in international flight separation schemes and Air Traffic
Control data fusion while deployed to German Maritime Air Operations Center, Glücksburg Germany.

2009-2012
 Leadership. Managed a team of 11 aviation and ground safety specialists, including Officers, Enlisted and
Civilians. Program manager for NATOPS, ORM, Fall Protection, Human Factors, Crew Resource
Management, and Command Climate Surveys. Director for training and enforcement of safety standards for
1,500 Navy and Civilian personnel and 110 F/A-18 Hornet and Super Hornet aircraft.
 Investigator. Aviation mishap board member for eight aviation mishaps, senior member for four. Investigation
reports led to one airframe change and multiple updates to community training. Individually conducted over 50
hazard investigations.
 Utilized new technologies in accident investigations resulting in the exoneration of multiple aircrew. Utilized
Military Flight Operational Quality Assurance (MFOQA) and Aviation Safety Action Program (ASAP) to
dissect mishap scenarios and to create training aids that help others recognize the conditions that might
precipitate a mishap.



Initiated and led an interagency collaboration with Federal Aviation Administration, Naval Criminal
Investigative Service, and Virginia Beach Police Department resulting in one arrest made for harassment of
airborne aircraft with laser pointers.
Led a coordinated effort between facilities personnel and base fire department in resolving recurring
malfunctions of the aircraft hangar’s fire suppression system.
Instituted a system of goals and rewards for aviators and maintenance personnel. Goals were based upon
reducing the frequency and or severity of common community hazards and mishaps.

Quality Assurance Officer
2006-2008
Led eight senior aviation maintenance inspectors in the verification of proper maintenance procedures for 12
F/A-18F aircraft.
 Trained 34 aircrew and directed multiple flight profiles in support of F/A-18 Reduced Vertical Separation
Minimum certification. Part of a community-wide effort which resulted in the RVSM certification for the
F/A-18E/F Super Hornet.


Led a 28 person team in handling the administrative, travel and expense related affairs for 270 personnel.
Collateral duties included Government Credit Card Manager and Diversity Officer.
 Led a 49 person team responsible for the inter-flight and daily maintenance of 12 F/A-18F aircraft. Manager
for foreign object damage prevention program and plane captain training program. Completed the squadron
transition and earned safe for flight certification for F/A-18F maintenance.

