TheResidentChaplainsareTruettSeminarystudentsworkingonamaster'sdegreetoprepare
themfortheministry.Theyliveintheresidentialcommunitiesandareresponsibleforassisting
residentsinspiritualformationandprovidingapastoralpresenceinthecommunities.

Aresidentialcommunityisthephysicalbuildingandanycommunityspaceswithineachresidence

GablesApartments,BrooksCollege,BrooksFlats,Collins,Earle,Kokernot,Penland,NorthRussell,
NorthVillage,SouthRussell,TealandUniversityParksApartments.
ResidenceHallDirector(RHD)
ResidenceHallDirectorsarefulltimemaster'slevelprofessionalswholiveintheresidential
communities.ThesestaffmemberssupervisetheCommunityLeadersandworktocreatean
environmentthatpromotesacademicsuccess,physicalsafety,andauthenticcommunity.TheRHD's
officescanbefoundincommonareasofyourcommunity.HallDirectorsareexcitedtogettoknow

GraduateApprenticeResidenceHallDirectors(GARHD)

Student
ResidentBehavior
Communitylivingisauniqueexperiencethathasitsownrewardsandchallenges.Residentsare
expectedtoconductthemselvesinamannerthatregardtherightsofotherstudents,respectthe
safetyofpersonsandproperty,followallUniversity,local,state,andfederallaws,doesnotinterfere
withanyotherstudent’sacademicpursuits.
ThefollowingareexamplesofconductthatmayresultinadministrativeactionbyCampusLiving&
Learning(CL&L)and/ordisciplinaryactionthroughtheOfficeofStudentConductAdministration.

CampusLiving&LearningreservestherighttoenforceitsOn-CampusHousingContractandmay
takeadministrativeactioninresponsetostudentbehaviorandchoices.Theseadministrative
actionsmayincludeachangeinhousingassignmentorcancellationoftheOn-CampusHousing
Contract.IntheeventthattheOn-CampusHousingContractiscanceled,thestudentwillbeheld
responsibleforthefinancialtermsofthehousingcontract.Furthermore,sincetheseactionsare
contractualinnature,noformalappealsprocessexiststoreviewtheoutcomeofadministrative
actionbyCampusLiving&Learning.
Ifresidentshavequestionsaboutpoliciesorhowtheyareimplemented,theycanschedulean
appointmentwiththeirResidenceHallDirectororotherdesignatedCL&Lstaffmember.

Eachresidentialcommunityhasastandardprocedureforcheckingintoandoutofrooms.Whilethe
processlistedbelowisfairlystandard,residentsshouldunderstandthattheprocessmayvary
slightlybyresidentialcommunity.Itistheresponsibilityofeachresidenttobefamiliarwithand
followtheproceduresofeachresidentialcommunitywhencheckingintoaroom,movingto
anotherroom,movingtoanotherresidentialcommunity,orcheckingoutofaroom.
Move-InProcedures
Residentsarerequiredtocheckinatthefrontdeskoftheirassignedresidentialcommunityand
completetheappropriatedocumentationbeforeoccupyingaroom.Whencheckingintoanewroom,
residentswillbeexpectedtoinventorythefurnishingsandconditionoftheirroom.Residents
shouldbringtotheattentionofahallstaffmemberanydamagesormissingitemstheynoticeon
move-indayandmakecertainthatthesenotationsareincludedontheirroominventoryform.The
conditionoftheroomwillbeevaluatedbystaffwhentheresidentischeckingoutandtheresident
maybechargedforanymissingfurnitureand/ordamagesthatwerenottheresultofnormalwear
andtear.
Move-OutProcedures
Residentsmustvacatetheirroomswithin24hoursoftheirlastfinalexamattheendofeach
semester.
Whenvacatingaroom,residentsmustfillouttheappropriatecheck-outdocumentationwiththeir
CommunityLeaderoratthefrontdeskandreturntheirkeyswhereapplicable.Uponmovingoutof
theroom,residentswillbeheldresponsibleforanydamagesorremovaloffurnishingsthatwere
madeduringtheirtimeintheroom.
Roommatesareequallyresponsiblefortheconditionoftheirrooms.Whendamagesoccur,
roommateswillbechargedproportionallyforthecostofrepairs,unlessspecificresponsibilitycan
bedetermined.
Fortheprotectionoftheresident,itisimportanttofollowpropermove-outproceduresand
completeroominventories.Itistheresponsibilityofeachresidenttoscheduleawalkthroughwith
ahallstaffmembertotakeaninventoryofhis/herroombeforemovingoutinordertoprevent
chargesfordamagesthatmayoccuraftertheroomhasbeenvacated.TheResidenceHallDirector
willmakeafinalinspectionofeachroom.Duringthisfinalinspection,chargesmaybeassessedfor
damages.
Failuretocheckoutwithastaffmemberwillresultinanimpropercheck-outchargeplusalost-key
feewhereapplicable.Ifaresidentdoesnotreturntheirroomkey,theremaybeachargeforrecoringthelock.Inallroomchanges,onceastudenthasbeennotifiedthattheyhavebeenassigned
tothenewroom,thestudenthas48hoursinwhichtovacatetheoldroomandcompleteallcheckoutprocedures.Residentswhodonotplantoreturntotheresidencehallsinthespringmustgo
throughpropercheckoutproceduresattheendofthefallsemester.

Graduatingseniorsneedingtostayuntilcommencementandpersonswithotherextenuating
circumstancesneedingtoremainbeyondthe24-hourperiodwillneedtocompleteanextended
stayrequestapplicationform.Therequestapplicationformshouldbeturnedinbytheprovided
deadlinetotheirResidenceHallDirectorforreview.Permissionforextendedstayisgrantedona
case-by-casebasisandisnotguaranteed.
PersonalPropertyinResidentRooms
Residentsaretoremovealloftheirbelongingswhenmovingout.Residentsmayleavetheirpossessions
intheirroomsbetweenthefallandspringsemestersprovidedtheyareassignedtothatroomforthe
springsemesterandareregisteredforclassesforthespringsemester.BaylorUniversityisnotliablefor
thelossofpersonalpropertyleftinresidentialcommunitiesbetweensemestersorduringholiday
breaks.
PersonalPropertyInsurance
BaylorUniversitydoesnotprovideinsurancecoveragenortakeliabilityforpersonalproperty
lossesordamages.Therefore,residentsshouldobtainpersonalpropertyinsurancethroughagents
oftheirchoice.
AbandonedProperty
Anyandallpropertyofaresidentthatisleftinhis/herresidentialcommunityroomorapartment
orinanycommunityspacewithintheresidentialcommunityaftertheterminationofoccupancyfor
whateverreasonmayberemovedorotherwisedisposedofbytheuniversityattheriskand
expenseoftheresident.Theuniversityshallinnoeventbeheldresponsibleforanypropertylefton
thepremisesbytheresident.Theresidentshallpaytotheuniversity,ondemand,allexpensesin
suchdisposition,includingareasonablechargeforstorageand/orremoval;buttheuniversityshall
notbeunderanyobligationtoprovideorarrangeforstorage,andthestudentconsentstothesale,
removal,discardingoranyotherdispositionofthepropertybytheuniversity.
RemovalfromHousing
Residentsmayberemovedfromhousingforseveralreasons.Theseinclude,butarenotlimitedto,
cancellationofthe“On-CampusHousingContract”forconductoutsideofcommunitystandards,
removalfromhousingbyBaylorUniversity’sOfficeofStudentConductAdministration,or
suspensionorexpulsionfromtheuniversity.Regardlessofthereasonfortheterminationofa
resident’son-campushousing,theresidentwillbeheldfinanciallyresponsibleforthefulltermof
thecontractunlesstheymeetthecriterialistedontheOn-CampusHousingContract.
ResidenceHallPolicies:ResidentialFacilities
CareofFacilities
Damaging,Destroying,orDefacingProperty
Residentsareheldresponsiblefortheconditionoftheirroomsandthecommon/publicareassuch
asthehallwaysandstudyrooms.Anyresident(s)causingdamagewillbebilledforrepairs.In
8|P a g e additiontobeingchargedforrepairs,theymaybesubjecttoadministrativeactionand/or
disciplinarysanctions.Whennooneiswillingtoacceptresponsibilityfordamagescausedina
sharedarea,allresidentsofaroomandsometimeseventhoseofawingorfloormayshareinthe
costofrepairs.
DecorationPolicies
Anydecoratingtoolswhichdamagesurfaces(forexample,carpettape,doublesticktape,glue,nails,
staples,etc.)areprohibited.Adhesivestripsaresuggestedasamethodforsecuringlightweight
decorationstowallsanddoorsintheresidencehallsaslongasresidentsapplyandremovethe
adhesivestripscorrectly.Affixingobjectstothewallsorotherroomsurfacesmayposesafety
hazards.Ifaresidentchoosestodoso,he/sheassumesthepersonalresponsibilityforanydamage
orinjurytheobjectmaycause.
Residentsshouldonlyusespringtensionrodsforwindowtreatments
Ceilingfans,otherthanthoseprovidedinselectapartments,arenotpermitted.Similarly,antennas
oranythingattachedtowindowsoroutsideofbuildingsarenotallowed.
Residentsmaynotpaintthewalls,ceilings,floor,orfurnitureintheirassignedlivingspace.
RoomFurniture
Furniturethatisprovidedinresidentroomsandaccountedforonaresident'sRoomInventory
Formmustremainintheroom.Residentsaresubjecttodisciplinaryactionaswellasa$25charge
fortheunauthorizedmovementoffurnishingsorequipmentbelongingtotheresidential
community,includingdismantlingofuniversity-ownedfurniture,inadditiontoanynecessary
repairorreplacementcostsofmovedfurniture.
Residentsmaynotconstructtheirownloftsorbedsorarrangeroomfurnishingsusingresidential
communityfurniture,residentialcommunitystructuresorotherconstructionmaterials(e.g.,cinder
blocks,wood,bedrisers,etc.)insuchawaythatfurnitureissupportedbyotherresidential
communityfurnitureorresidentialcommunitystructures.
Water-filledfurnitureisnotpermitted.
CommunitySpaces
Intheresidentialcommunity,publicareassuchaslobbies,restrooms,TVrooms,studyrooms,
kitchens,laundryroomsandexerciseroomsareprovidedfortheuseoftheresidents.Removalor
relocationofanyoftheseitemscanbeconsideredtheftandmaybehandledbyafine,achargefor
replacementandadministrativeand/ordisciplinaryaction.Personalbelongingsshouldnotbeleft
unattended.Personalbelongingsleftincommunitycommonspaceswillbedeemed“Abandoned
Property”andmaybedisposedofattheresident’sexpenseandresultindisciplinaryaction.
BehaviorsdeemedinappropriatebyCL&Lstaffmemberswillbeaddressedaccordingly.

Eachfrontdeskhasresources,whichmayincludegames,cleaningsupplies,andequipment,thatare
availableforcheck-out.Residentsareresponsibleforanyresourcesthattheycheckoutfromtheir
residentialcommunityfrontdeskandmaybechargedtoreplaceanydamagedorlostresources.
SunDecks
Sundecksareprovidedinsomeresidencehallsandareopenforuseduringdaylighthours.These
aretheonlylocationsonCampusLiving&Learningpropertieswheresunbathingispermitted.
Visitorsoftheoppositegenderarenotpermittedintheseareas.Swimsuitsaretobewornatall
timesandcover-upsarerecommendedwhiletravelingtoandfromthesundeckarea.
ResidenceHallPolicies:SafetyandSecurity
DoorPropping
Inordertoensuresafety&securityinourresidentialcommunities,proppingexteriordoorsto
residentialcommunitiesisprohibited.Additionally,itisprohibitedforaresidenttoallowsomeone
theydonotknoworsomeonewhodoesnotliveinthebuildingandisnottheirguesttoenterthe
buildingbehindthem.Allguestsshouldbeescortedbytheresidenttheyarevisitingatalltimes.
Foron-campusapartmentsthathaveexteriordoors,theexteriordoorstotheapartmentshouldnot
beproppedopen.Thescreendoorsleadingtobackporchesorpatiosmaybeleftopeningood
weatheraslongastheresidentispresent.Apartmentresidentsshouldkeepallexteriordoors
closedandlockedwhentheapartmentisnotoccupied.
Residentsinanysuites/apartmentsareencouragedtolockandsecuretheirinteriordoorwhen
theyarenotpresent.However,residentsareencouragedtoopenorproptheirinteriordoorwhile
theyarepresenttobuildcommunitywithintheirapartment.
ExtensionCords
Onlyapprovedpower-strip/surgeprotectorsareallowedaslongastheyarepluggeddirectlyinto
thewalloutlet.Extensioncordsandmulti-plugoutletcoversarenotallowedoncampus,including
residencehalls.
SmokeDetectors
Residentsshouldnottestthesmokedetector;thiswillcausearesponsebyBaylorPolice,WacoFire
DepartmentandUniversityofficials.Residentsshouldnotcover,dismantle,orotherwisetamper
withresidentialcommunitysmokedetectorequipment.Ifaresidentbelievesthatthereisaconcern
orproblemwiththeirsmokedetector,theyshouldreporttheproblemthroughtheonline
maintenancerequestsystem,toaresidencehallstaffmember,ortotheresidentialcommunity
frontdesk.

Itemsthatareapotentialfirehazardareprohibitedinresidentialcommunities.Thelistincludes

RoomEntry
TheUniversityreservestherighttoenterresidencehallroomsandapartmentstocheckgeneral
conditions,toperformcustodialservice,tomakerepairs,toclearaspaceforanewresident,to
handleemergencies,toensurecompliancewithUniversityrulesandregulationsorifthereis
reasontobelievethatahealthorfirehazardexists.Entryundertheaboveconditionswillnotbe
usedasameanstosearcharoomforprohibiteditems.
Wherethereislegitimatereason,however,Universityofficialsreservetherighttosearcharoom
withtheconsentoftheoccupyingresidentorwiththewrittenauthorizationofthePresidentofthe
UniversityortheVicePresidentforStudentLife.Whenpossible,itisdesirablefortheresidenttobe
presentwhenasearchismade.Duringofficialclosedownperiods,residencehallstaffmemberswill
checkallroomspriortoclosingthebuildingtomakecertainthatroomsaresecuredandproper
closedownprocedureshavebeenfollowed.
CampusLiving&LearningstaffmembersorappropriateUniversityofficialsreservetherightto
confiscateitemswhichtheydeemtobeoffensive,harmful,oraviolationofCampusLiving&
LearningorUniversitypolicies.Followingnotificationofsuchaction,residentswillhavetwoweeks
toarrangeforalternatestorageoff-campus.Someitemsmayberetainedindefinitelyifcriminalor
studentconductchargesarepending.Followingthistimeperiod,CampusLiving&Learningmay
disposeofanyandallconfiscatedpropertywithoutfinancialliability.

CommunityBathrooms
Itistheresponsibilityofeachresidenttohelpkeepthecommunitybathroomscleanandusablefor
otherresidentsbetweenscheduledcleaningbyBaylorHousekeeping.Communitybathroomsare
cleaneddailyonweekdays.Guestsoftheoppositegendermaynotusecommunitybathrooms.
Residentsshouldreportanyconcernsorproblemswiththecommunitybathroomtoaresidence
hallstaffmember.Toiletpaperisprovidedincommunitybathrooms.
Suite/Private/ApartmentBathrooms
Itistheresponsibilityofeachresidentintheroomorsuitetocleanandmaintaintheconnectingor
privatebathroomfacility.Toiletpaperandcleaningsuppliesarenotprovidedinconnectingor
privatebathrooms.
Bicycles
Bicycleracksareprovidedoutsideeachresidencehall.Residentsmaystoretheirbicyclesintheir
roomwiththeagreementoftheirroommate(s).Residentsmaynotstoretheirbicyclesinhallways,
stairways,bathrooms,orcommunitystorageclosets.Itisprohibitedforresidentstosecuretheir
bicyclestohandrails,benches,ortrees.TheUniversitymayremoveattheowner’sexpenseany

KeysandAccess
PoliciesregardingkeysandIDcards
Staffwilladdaccesstoaresident’sstudentIDcardsfortheirassignedbuildingandroomwhenthey
movein.Whereapplicable,staffmayalsoissueroomkeys.ThestudentIDandkeyarethe
responsibilityoftheresidentandshouldbecarriedatalltimes.Residentsshouldneverleavetheir
roomsunlocked.AresidentmaynotloantheirkeyorstudentIDcardtoanotherindividualtouse
foranyreason.InadditiontonotloaningtheirkeyorstudentIDtoanyonetouse,aresidentmay

Parking
Parkingdecalsarenontransferableandbelongonlytoonespecificvehicleandlicenseplate.Ifa

commoncourtesiesinthelivingsituationandcompletetheRoommateAgreementprovidedby
theirCommunityLeaderuponmove-in.Topicsthatmightbehelpfulforroommatestodiscuss
wouldbetheirschedules,cleaningexpectations,andguests.
RoommateConflict
Residentswhoareexperiencingpersistentconflictswiththeirroommate(s)arehighlyencouraged
todiscussproblemsandconcernswiththeirroommate(s).However,CommunityLeadersand
ResidenceHallDirectorsareavailableforassistanceifneeded.Weencourageresidentstousethe

roomsandtrashcanslocatedintheresidentialcommunitiesareforthedisposalofsmallerbagsof
trash.Largebagsoftrashorlargeitemssuchaspizzaboxesshouldnotbeplacedintrashroomsbut
takendirectlytotheoutsidedumpsters.Ifatanytimethetrashcansprovidedintheresidential

VisitationPrivileges
Visitorsarewelcomeinthepublic(lobby)areasofeachresidentialcommunityatanytimefor
academicandsocialactivitiesaslongastheyarewiththeirresident.Visitorsshouldbeescortedby
theresidenttheyarevisitingatalltimes.
CampusLiving&Learningprovidestheprivilegeforstudentstohostvisitorsoftheopposite
genderduringspecifictimesforthepurposesofcollaborativestudy,spiritualenrichment,and

Petsarenotpermittedinanyresidentialfacilityoronthecomplexgrounds,withtheexceptionof
fishkeptinatengallonorsmallertank.Friendsorrelativeswhovisitwillneedtomakeother
