REQUEST FOR ARTISTIC ELEMENTS FOR COMMUNITY GATEWAY
Healthy Blocks Neighborhood Revitalization Initiative

NeighborWorks® Rochester, in partnership with the City of Rochester is seeking proposals for a qualified
Teaching Artist to facilitate the concept and design of four artistic elements. The artistic elements will be
placed on all sides of the East Main Street at Culver Road intersection in Rochester, NY. The Teaching
Artist will work with East High School students to design the artistic elements. The Teaching Artist will
guide students in an after-school setting in developing design concepts that incorporate the rich identity
of the four neighborhoods located at this intersection.
Teaching Artists who wish to be considered must submit the application and supporting materials by the
deadline. Local artists are encouraged to apply.
Project Description
The project is a permanent exterior work of four artistic elements to be placed on all sides of the East
Main Street at Culver Road intersection. The East Main Street at Culver Road intersection is where four
neighborhood boundaries meet. The four artistic elements must be similar in design with a unique
feature that expresses the individuality of each neighborhood. The artistic elements will act as
identification and as a unifier of the four neighborhoods. The neighborhoods include: Beechwood, North
East Main Neighbors United (NEMNU), North Winton Village, and East Main Mustard and Atlantic
Avenue (EMMA). An important design element is the use of trees and/or leaves because all of these
neighborhoods use these elements in their logo or brand.
There are four locations with one artistic element to be placed at each location:

Northwest side of the intersection near the Volunteers of America store and where
Beechwood’s neighborhood plaque is located.
Northeast side of the intersection where McDonald’s and the NEMNU neighborhood is
located.
Southeast side of the intersection where East High School and the North Winton Village
neighborhood plaque is located.
Southwest side of the intersection where Papa John’s Pizza and the EMMA neighborhood
plaque is located.
The theme and appearance must be consistent with the surrounding environment and to the specific
neighborhood represented at each side of the intersection. The artistic elements are intended to serve
the surrounding community and must be visible to pedestrians and vehicles alike. It is strongly advised
that the Teaching Artist visit the project site.
The Teaching Artist should take into account both natural lighting of the daytime hours and artificial
lighting during the nighttime hours when selecting colors and designs. The work should be durable for
its permanent exterior site and resistant to harsh weather, vandalism, and tampering.

Guide students in creating content and design for the artistic elements, integrating concepts
such as the history of the neighborhoods and artistic concepts such as the architecture and
aesthetic considerations into the design process.
Design and implement the project in a way that meets NYS Art Standards 1,2 and 4:
o Standard 1: Students will actively engage in the process that constitute creation and
performance in the arts (dance, music, theater, and visual arts) and participate in
various roles in the arts.
o Standard 2: Knowing and using art materials and resources: students will be
knowledgeable about and make use of the materials and resources available for
participation in the arts in various roles.
o Standard 4: Understanding the cultural dimension and contributions of the arts:
Students will develop an understanding of the personal and cultural forces that shape
Artist(s) communication and how the arts in turn shape the diverse cultures of past and
present societies.
Communicate with NeighborWorks® Rochester regarding the implementation and process
of the project.

A selection jury will review submissions and make a selection based on the 50 point selection system
detailed below:

It is expected that all applicants will be notified of the results of the selection process by Friday,
November 6, 2015. The artist must be open to making necessary alterations to the design to fit the
selection jury’s needs or other necessary adjustments.
Budget
The Teaching Artist will receive $10,000 to cover all costs for each artistic element ($2,500 per element).
The funds are for materials, construction, storage, delivery and the artist’s fees. There will be no
additional funds beyond the $10,000. The artist is responsible for staying within the budget.
