ogale City Local Municipality through its
Infrastructure Services
Department is delivering on its mandate to accelerate infrastructure
development and create jobs, demonstrating its resilience
in a tough economic environment.
The city has embarked on
extensive infrastructure development
projects to provide quality service
delivery for all in Mogale City.
The labour intensive initiatives
include the construction of Chief Mogale bulk sewer and water project.
The two projects have a combined construction value of R38 million and the construction duration
of 41 weeks starting from February
2015 to January 2016. These projects
have created 49 temporary jobs.
Chief Mogale bulk sewer
project has a construction value of
R16 140 185.57 and it includes the
construction of approximately 900m
gravitation line from Chief Mogale
Extension to the pump station and
700m pressure line from the pump
station crossing Randfontein Road
to the manhole that will gravitate to
Flip Human Wastewater Treatment
Works.
This project also includes the
construction of a 7.8 mega liter/
day pump station, a 2.1 km water
distribution line as well as 1.1 mega
liter elevated tank and a booster
pump station that will be built at
Kagiso Extension 13 reservoir yard.
The 2.1 km water distribution
line which is aimed at increasing the
efficiency of water supply will start
from Kagiso Extension 13 reservoir
to Chief Mogale.
The project is valued at R21
524 496.30 and has created 31 job
opportunities for locals.
According
to
Water
and
Sanitation Zonal Technician Daniel
Mosomane, the projects are part of
the Mogale City’s service delivery
initiatives geared at accommodating
Mogale City’s growing population.
“Mogale City is growing at a
rapid pace and we need to construct
new infrastructure and replace old
ones to accommodate new developments,” Mosomane said.
“The municipality has embarked
on this project to accommodate
additional effluent from the newly
developed Chief Mogale Extension
and future developments.”
“The R16 140 185.57 million
Chief Mogale pump station is fitted
with two pumps and each pump is
capable of delivering 45l/s which
is equivalent to 3, 9 mega liters per
day. The two pumps will deliver 7, 8
mega liters of waste per day.
“The pump station will receive
waste from outfall sewer lines that
will be pumped uphill to the next
manhole; this waste will then flow to
the wastewater treatment works.
This 40 week long project has
created 18 temporary jobs and is
expected to complete in December.”

Mogale City addresses ageing infrastructure
TSHEGOFATSO SHOAI
[email protected]
A
geing infrastructure has
been identified as the
source of water loss
throughout the country,
and Mogale City is playing its part
to curb water loss through replacement of ageing water pipelines.
Mogale City Local Municipality through its Water and Sanitation
Division is currently rolling-out
an extensive bulk water infrastructure project aimed at replacing old
water pipelines in both rural and
urban parts of the city.
The replacement of wa-
ter pipelines follows Executive Mayor Councillor Koketso
Calvin Seerane’s directive during
his 2015 State of The City Address
when he said: “We will replace
old infrastructure and curb water
losses through an aggressive water
pipeline replacement initiative.”
The multi-million rand project
has been rolled out in areas such
as Krugersdorp West, Mindalore,
Munsieville and Reitvallei.
The above projects follow the
refurbishment and extension of the
R4 million Kromdraai water pipelines which started in April 2014
and were completed in December
2014.
A similar project that is currently underway is the Mindalore-Kagiso water pipeline replacement.
“The length of replaced pipes
at Kagiso Extension 13, Krugersdorp and Rietvallei are at least 3.5
km per project so far,” Water and
Sanitation Zonal Technician Daniel
Mosomane explained.
Mosomane further explained
that some water pipes had to be
replaced because they were old.
“The bulk water infrastructure project is one of the developments designed to meet Mogale
City’s water demand and sustain
pressure to identified areas. We are
also replacing worn out infrastruc-
ture because some pipes are more
than 20 years old while others are
asbestos pipes that are no longer
approved for use in water supply,”
Mosomane added.
The replaced pipes range from
110 mm to 25 mm in diameter.
Around Kagiso Extension 12, a
sophisticated pipe jacking method
is used to replace old pipes.
Pipe jacking is a specialised
tunneling method for installing underground pipelines with minimum
surface disruption and road damage.
There are currently four bulk
water infrastructure projects at
construction phase and are expected
to be completed in six months and
each has created at least 20 temporary employment for locals.
Mosomane further explained
that the municipality is collecting
data to assess the city’s state of
infrastructure. “High water demand
areas have been identified and categorised into sections.
The categorisation of sections
will make it easier for water to be
managed and supplied to high water
demand areas.
Areas with a lot of pipe bursts
and those that still have asbestos
pipes will be prioritised.”

R10 million set aside to revitalise informal settlements

SIPHO NONE
[email protected]
To ensure that Gauteng Provincial
Government’s
ten-pillars
programme aimed at radical transformation, modernisation and re-industrialisation of the province are
met, Mogale City Local Municipality is fast-tracking its service delivery programmes to change the lives
of residents in rural areas.
The city’s councillors addressed
residents of Video informal settlement in Muldersdrift on progress
made by the municipality on issues raised by residents in previous
meetings.
Ward 23 Councillor Selibo
Molefi accompanied by Member
of the Mayoral Committee (MMC)
responsible for Human Settlements
and Rural Development, Councillor
Anna Setswalo-Moja and MMC for
Infrastructure Services Councillor
David Letsie addressed residents
on a wide-range of issues at the
Muldersdrift Sport Complex.
Issues raised by residents ranged
from land acquisition for housing
development, installation of water
and sanitation facilities, relocation
of some families, lack of electricity
and streetlights.
Councillors Setswalo-Moja and
Letsie indicated that Mogale City
is working around the clock to address issues affecting residents of
Video and other informal settlements around Mogale City.
The two councillors said the city
has set aside R10 million to address
issues related to all informal settle-
ments in Mogale City. While the
municipality is planning to roll-out
its service delivery programmes,
there are pressing and major obstacles that need to be addressed.
The councillors explained that
invasion of privately owned land,
vandalism of infrastructure which
includes burning municipal and
public buildings, street lights and
theft of electricity cables, among
others, are some of the problems
that slow down service delivery
programmes.
“The municipality spends more
money to replace vandalised property, infrastructure and replacing
stolen electricity cables. We want to
plead with you (residents) to look
after our property as it is meant to
serve your needs,” Councilor Letsie
pleaded.
According to an inspection performed by the municipality, 100
families have constructed shacks on
hazardous areas in the Video informal settlement. The inspection also
confirmed that there are 93 informal
settlements in Mogale City, 83 of
those are on privately owned land
and 10 on municipal owned land.
“We have acknowledged that
there are issues affecting families
residing in Video informal settlement and the municipality is
working tirelessly to address those
issues,” Councillor Setswalo-Moja
said.
“As a caring government, we
want to change the lives of our people for the better.
However, we want to urge you
to stop erecting shacks in dangerous
areas with the view of jumping the
housing queue,” she added.
Councillor Setswalo-Moja added that the major obstacle with development in rural areas is that most
of these informal settlements are
developed on privately owned land.
“We are sitting with a huge
problem when it comes to provision
of housing, water, sanitation and
electricity. While we are looking at
means and ways of providing electricity, Eskom has indicated that it
will only install electricity on municipal owned land,” Councillor
Letsie explained.
“This leaves us with no option
but to install solar energy as an alternative. We are also going to install 50 Enviro Loo toilets in all informal settlements around Mogale
City,” he added.
the reintegration programme for
inmates is put in place to curb the
culture of reoffending and to stop
the cycle of failed adaptation by
repeat offenders.
Addressing a packed hall,
Outreach Librarian Nthabiseng
Mokoena said through such
initiatives and the love of books,
the Library Services Section is
able to encourage and raise reading
awareness among learners and
offenders.
“Today is important for all
librarians in Mogale City. Public
speaking contests play an important
role in the promotion of reading
habits amongst the youth and
it forms part of some effective
interventions
to
reintegrate
offenders back into communities
and reduce re-offending.”
“Such programmes provide
assistance for offenders from
incarceration to release stage and
beyond.
This process involves close
collaboration
between
the
Department
of
Correctional
Services, Social Development
Department,
Department
of
Education, the offender’s family,
community-based
organisations
and other agencies,” Mokoena
explained. During the competition,
a panel of adjudicators endorsed
performers who sparked selfexpression; had the ability to
introduce the team and the topic,
connection with the audience and
response.
Mosala Galekhutle, a learner
from
Mosupatsela
Senior
Secondary School described the
life of a prisoner as a lesson and
further lambasted the community
for labeling ex-offenders.
“In school you are taught a
lesson and then given a test. In life,
you are given a test that teaches you
a lesson. Inmates are here to change
and communities should make
efforts to reintegrate offenders back
into their communities rather than
subject them to criticism,” she said.
It also emerged during the debate
that the public has not calmed in
its request for firmer corrective
measures on ex-offenders.
Named speaker of the day, one
offender (name witheld to protect
identity) spoke about stigmatisation
that often leads to failed reentry of
ex-offenders into society.
“After release, ex-offenders
learn to adapt to community attitudes
but they also need the community’s
acceptance and support,” he said. At
the end of the competition, Mogale
City’s Integrated Development
Plan Manager Tshepo Legodi, Cllr
De Waal Venter and Krugersdorp
Correctional
Service
officials
presented the winners with prizes.
After the analytical and thoughtprovoking debate, Mosupatsela
Senior Secondary was announced
the first prize winner. Thathulwazi
High School scooped second prize
with Krugersdorp Correctional
Service team bringing home the
third prize. Zonder Water and
Baviaanspoort Correctional Service
teams as well as Kagiso Senior
Secondary School were awarded
certificates of participation.

Burgershoop Community Hall was
abuzz when Mogale City’s Social
Upliftment Division held a Women’s Month celebration to applaud
women’s achievements in Mogale
City.
Women from all walks of life
around Mogale City gathered not
only to celebrate their achievements
but to network and address women’s
health issues, education and share
business knowledge.
The celebrations were held
under the theme ‘Make It Happen’,
a phrase that completely echoes
the lives of many women climbing
the ladder of life, business, looking
after their families while navigating
issues of gender equality. Social
Auxiliary Worker Sthembile Kendle
“We need to learn
to love ourselves
unconditionally
outlined the importance of women’s
health dialogues.
“Women must share information
and knowledge on health issues to
liberate each other from becoming
victims of illnesses that can be treated or minimise through early detection.”
“We need to learn to love
ourselves unconditionally and
understand that beauty is skin deep”
said Kendle.
Member of the Mayoral Committee (MMC) responsible for
Social Upliftment and Health
Councillor Emily Mathe in her
welcoming address said that histo-
ry cannot be forgotten. “We cannot
forget where we come from. We
remember the women who fought
against pass laws and we want to
commemorate them because they
started the foundation of development.
We are also here to celebrate
victorious women who generate
their own income by starting small
businesses,” Councillor Mathe
explained.
MMC for Human Settlement
and Rural Development, Councillor
Anna Setswalo–Moja who is also

the packed hall of the importance of
Women’s Day.
“This day commemorates the
women of 1956 who fought against
oppression for their rights and
dignity as they pushed back the
regime’s system,” Setswalo–Moja
said.
She further encouraged women
to keep fighting for liberation. “The
fight for liberation cannot stop now;
women must not get information
and not use it for their benefit. Use
what you have learned here today to
improve yourself, your savings and
your business,” she continued.
Reynolda Makhutle, a multiple cancer survivor known for her
motivational talks, encouraged
women to know their bodies and be
well informed about health issues
so they can look after themselves
and their families. Other topics that
were covered included cervical cancer, breast self-examination, blood
pressure, sugar diabetes, family
planning and nutrition.
Women who run their own cooperatives also showcased their
work during the event. Prizes went
to three high-ranked cooperatives
based on presentation of stalls,
marketing, products, creativity and
presentation of the team.

and Monaheng Streets, the newly
unveiled 4’s Comfort Guesthouse
offers guests peaceful and comfortable accommodation right in the
heart of the township.
TGCSA, which is the only
officially recognised quality assurance body for tourism products in South Africa, awarded the
4’s Comfort Guesthouse a onestar grading for its quality services
to clients and guests. The bed and
breakfast grading was conferred in
February this year.
Addressing
the
audience
at a lively function held at the
guesthouse, Maphefo Nche, a
renowned businesswoman who
navigated the treacherous waters of
business said all her successes are
guided by God.
“I’m excited to have you all here
to celebrate the successes of this
family establishment,” Nche said.
“I’ve been through many obstacles
with this business and I’m thankful
to everyone who believed in me and
my plans.
All my successes are through the
grace of God and I’m looking for-
ward to a three-star grading,” Nche
added. 4’s Comfort Guesthouse is a
seven bedroom guesthouse which
features five en-suite bedrooms with
digital satellite televisions and full
room service as well as two single
rooms suitable for individuals who
need no intrusion while on business
outings.
Mogale City Tourism Officer, Kholo Ratlapane said: “The
municipality is happy to have one
of its tourism establishments being
graded. Obtaining a tourism council
grading for your bed and breakfast,
guest house or hotel might not seem
important, especially if you own a
small establishment, but it is actually vital for long-term success.”
4’s Comfort Guesthouse was
officially launched in September
2011 and the well-known Pastor
Stephen Bafana Zondo of Rivers of
Living Waters in Evaton presided
over the opening. The guesthouse
is built around African doctrines
with African artworks and paintings
strategically placed around the
walls.
The guesthouse operates 24
hours a day, seven days a week and
is an ideal destination for a romantic
weekend away or for a conference
with colleagues. The place is the
epitome of true township luxury and
ambience. Member of the Mayoral
Committee (MMC) responsible for
the Department of Integrated Environmental Management (DIEM),

all the best in her business
adventures and hope to see
more stars being unveiled at

T
he African National Congress (ANC) in Gauteng
together with its alliance
partners have launched a
campaign to mobilise communities
against crime, drugs and police killings.
The province has seen a surge in
police killings, drug-related crimes
and robberies. Taking a tough stance
against crime, the ANC and its alliance partners announced their plan
to take the streets back from criminals. Several marches took place
this month and more are planned in
different regions across the province. Swanieville ANC branches in
Kagiso responded to the call and
confirmed their commitment to the
fight against crime in the province
and the West Rand region. Residents
took to the streets and demonstrated
their commitment to put a stop to
cop killings and drug abuse in their
communities.

The remains of two political
activists who disappeared in the
liberation struggle were finally laid
to rest in Kagiso Cemetery.
Former Umkhonto we Sizwe
(MK) members Japie Jacob Phadi
and Mojau Teme’s remains were
among the identified remains of
10 political activists who went
missing during the liberation struggle and buried in multiple pauper
graves.
A five hour funeral service was
held at Kagisanong Hall in Kagiso 1 and later preceded to Kagiso
Cemetery where the duo was reburied in a dignified custom befitting
that of true struggle heroes.
Speaking at the funeral, Mogale City Executive Mayor Councillor Calvin Koketso Seerane described the two as gallant sons of
Mogale City who never walked on
cowards’ paths. “We are gathered
here to bid farewell to gallant sons
of Mogale City. Here lies before us
the mortal remains of men who in
the words of wise men, can be described as those who never walked
cowards path but fought on warrior
fields.”
“Let us extend a hand of gratitude to both Phadi and Teme families for borrowing us their sons to
bear arms for the freedom of their
people when the prospects of death
really appreciate the community’s
response to the organisation’s call
in the fight against crime.
This really shows that if we
work together as a community we
can beat criminals and drug pushers.” According to crime statistics
released by the South African Police Services, 60 police officers
have been killed in South Africa
since the beginning of 2015.
- Additional information by Bongani Maluleka
were high with possibility.
We commend the National
Prosecuting Authority (NPA) and
all other government departments
who ensured that the remains of
our struggle heroes are located and
returned to their families across
the country,” said the Executive
Mayor.
The hall, decorated in black,
green and gold African National Congress (ANC) colours, was
filled to capacity and kept abuzz
with liberation songs and former
MK members parading in praise of
their former comrades.
Gauteng ANC Chairperson
Paul Mashatile said the reburial
ceremony will bring closure to the
bereaved families. “We are aware
that it has, and is still hard for all
of you (bereaved families). We are
also conscious of the fact that this
reburial opens old wounds. However, we believe that this ceremony
will bring closure to the Phadi and
Teme families and hopefully our
presence will somehow ease their
pain,” said Mashatile.
Mashatile also paid tribute to
Phadi and Teme by acknowledging
both members’ valued contribution
to the struggle against apartheid
and for sacrificing their lives for
freedom.
Water and Sanitation Minister Nomvula Mokonyane, Former
Gauteng Housing MEC Humphrey Mmemezi, former Mogale
City Executive Mayor Lentswe
Mokgatle, former Ekurhuleni Executive Mayor Mondli Gungubele
and Member of Parliament Peace
Mabe were some of the dignitaries
who attended the reburial.
Speaker after speaker remembered Phadi as a loyal member of
MK’s special operations unit who
tirelessly fought for freedom.
Phadi disappeared while operating in South Africa in 1982.
The Missing Persons’ Task Team
(MPTT) revealed that that his body
was found with extensive gunshots
and explosive injuries.
Teme was also hailed as one
of four brave MK members who
were shot dead in an ambush by
members of the Western Transvaal
Security Police on 27 June 1986
at Nietverdiend near the border of
Botswana.
The remains of these fallen
heroes were located and identified
through the hard work of MPTT,
the NPA’s Priority Crimes Litigation Unit (PCLU) with the help of
the Department of Arts and Culture.
In his speech, Deputy Minister
of Defence and Military Veterans
Kebby Maphatsoe described both
fallen heroes as proud members of
the ANC and MK.
“We assemble here to rebury
our comrades with dignity. We salute their bravery for standing up
in defence of our people and our
country,” Deputy Minister
Maphatsoe said.

awareness about local artwork and
to provide exposure for local artists,
particularly self-taught artists and
fine art professionals.
Art lovers turned Commissioner

City’s Central Business District,
into a vibrant open-air art centre
displaying paintings, traditional
clothing, pottery, wood crafts,
beads, house decor, wire crafts and
crochet wire jewellery.
The exhibition was officially
opened by Councillor Nomalizo
Kufa, Member of the Mayoral
Committee (MMC) for Sport, Arts,
Culture & Recreation. “Without art,
the world would be without colour.
Art gives people the ability to
communicate what may be difficult
to express through words,” said
Councillor Kufa. “Art doesn’t
discriminate, label or hate; it
provides an outlet for all emotions
under the sun. It is always refreshing
to see different artists under one
roof. Sharing this work in this way,
gives each artist a sense of pride
and accomplishment,” Councillor
Kufa explained.
Heritage, Arts and Culture
Specialist Godfrey Naledzani
said the event presented artists
with an opportunity to empower
themselves. “This exhibition allows
local artists to showcase their talents
and empower themselves while
nurturing their entrepreneurial
skills.”
“The artists we see here today
are writing history expressed
through their work of art.
We urge the public to support
local artists and encourage them to
keep our rich culture alive,” said
Naledzani. Best exhibitors walked
away with R1 000 in prize money
and the process was overseen by a

Education with the support of religious faith centres will take the
department’s Drop All and Read
Campaign to provinces.
In her Budget Vote Speech,
Basic Education Minister Angie
Motshekga announced that the department will rejuvenate its reading
initiatives with the re-introduction
of the campaign.
Taking part in the visits to six
provinces will include the Basic
Education Minister, the Deputy
Minister, the Director-General and
Deputy Directors-General.
The Drop-All-And-Read is
a national campaign created to
promote the importance and value
of reading in schools and beyond.
The campaign supports the Early
Grade Reading Assessment which
was implemented in June 2015.
The Drop All and Read
Campaign is used to provide new
Grade R and Grade 1 learners with
the “Minister’s reading gift” during
their first year in school. The campaign also encourages schools to
set time aside for learners, teachers
and school management to drop all
and read.

mobilising resources in the fight
against crime around Central
Business Districts (CBDs).
WRDM through its constituent municipalities constantly
expands its closed-circuit television (CCTV) networks in efforts
to curb crime around the West

business environment.
Elias Koloi, Public Safety
Executive Manager at WRDM
said the intensification of CCTV
networks around the West Rand is
a Constitutional mandate to ensure
safe environment for all people in
South Africa.
“The West Rand District Municipality and its four constituent
municipalities are obliged in terms
of the provisions of Section 152 of
the Constitution of the Republic of
South Africa to ensure a safe and
healthy environment,” Koloi said.
“In order to respond positively to this call, West Rand District

local municipalities identified
the Closed Circuit Television
Network Project as one of the
projects capable of reducing crime
in the West Rand,” he added.
In Mogale City, the rolling-out
of CCTV complements the

crime which was set up by Executive Mayor Councillor Koketso
Calvin Seerane two years ago.

S
ports enthusiast across the
West Rand took to the streets
of Swanieville, Kagiso, in
preparation for the national
Big Walk.
Athletes from as far as Carltonville braved the chilly and dusty
weather to participate in a 10km fun
walk. Residents lined the streets to
cheer on the athletes.
Set up for families and friends to
enjoy together, the fun walk was not
timed. The fun walk was put together by West Cluster Sport Hub, an
offshoot of the Gauteng Department
of Sport, Arts, Culture and Recreation under the tutelage of MEC
Molebatsi Bopape.
The event attracted more than
200 athletes across the West Rand,
with the furthest participants coming as far as Carltonville in Merafong. The fun walk which catered
for persons of all ages was held at
the Swanieville Sport Complex
where Tsogo Sun hosted a soccer
tournament.
Despite not taking home prize
money but medals as a token for
their participation, the athletes
showed endurance, passion and determination for the annual Big Walk.
According to Kagiso Striders
Athletics Club Chairperson Dithapelo Tumane, the 10 km fun walk
was aimed at getting athletes into
shape.
“This fun walk not only prepares
our athletes for the upcoming Big
Walk but also brings friends and
families together for the big day,”
Tumane said.
The Big Walk is an annual event
organised by the national Department of Sport and Recreation under
the stewardship of Fikile Mbalula.
The event is one of the biggest
mass participation sport events in
the country with over 50 000 entries.
“The Big Walk is a very interesting event where people get
to
network and share ideas with
top athletes and administrators,”

Local boys turned the soccer tables around
when they showed class and brilliance
during the closing segment of the 2015
Tsogo Sun Soccer Academy Tournament held
at Swanieville Sport Complex.
24 schools that participated in the finals
of the tournament showed class and composure throughout the knockout stages. Despite
two of the final matches being decided on
penalties, the boys were a marvel to watch.
The teams showed skilled touches and
uncomplicated football that our national
team Bafana Bafana lacks in all competitive
tournaments. If the type of football displayed
during the finals is anything to go by, then the
world of football is their oyster.
In the Under 12 Division, Paardekraal Primary School won the tournament by hammering Kid Maponya 3-goals to 2 in a nail-biting
penalty shootout. Kid Maponya boys continued to attack despite being
dominated by
the classy Paardies.
Mosupatsela Senior Secondary School
under the guidance of Tefo “Apple” None and
Banks Phatswane, smoothly went through to
the finals. The boys took silverware home
after beating Mandisa by a solitary goal in the
Under 16 Division.
The final between Mosupatsela and
Mandisa was a recollection of the game
between Mosupatsela and Jan de Klerk where
Mosupatsela displayed their tiki-taka skills.
Tiki-taka is a style of play which is characterised by possessing the ball for large portions
of the game.
Despite Phatswane, the school principal
turned-head-coach-cum-sports administrator, shouting orders to his charges from the
touchline, the lads continued to impress.
Mosupatsela made their opponents run
for the ball and created passages through
counter-attacks.
In the Under 14 Division, Setlolamathe
Combined School went home leaking their
wounds. Although Setlolamathe is coached by
a well-known professional coach and former
PSL player Sipho Sikhonde, Setlolamathe
boys were outclassed.
Setlolamathe created openings along the
flanks and created channels through defence
splitting passes.
However, those moves never benefitted
them. In spite of chances created and missed,
Bosele ascended the podium to collect the
trophy after beating Sikhonde’s charges 4-3
in a penalty shootout.
The tournament started in 2010 and
is sponsored by the South African hotel,
gaming and entertainment group Tsogo Sun.
The tournament is a social investment initiative aimed at developing West Rand Region
leaners through sports and it attracted more
than 100 schools.
“As Tsogo Sun (Silverstar Casino) we are
very happy for the winning schools and the
way the tournament started and finished. This
is part of our development programme and
we are looking forward to producing soccer
players of stature who will in turn become
good parents,” said academy coordinator Gift
Mokguo adding that selected players will be
included in the Tsogo Sun Soccer Academy.
The event attracted sport luminaries such
as former Bafana Bafana and Tsogo Sun
Soccer Academy ambassador Lucas Radebe
and former Orlando Pirates midfield maestro
Joseph “Duku Duku” Makhanya, who assisted with selection of players.
