His Majesty’s coronation Speech in 1946
1) Royal Speech
“… Economic development must be done step by
step.
It should begin with the strengthening of our
economic foundation, by assuring that the majority
of our population has enough to live on. …Once
reasonable progress has been achieved, we should
then embark on the next steps, by pursuing more
advanced levels of economic development.
Here, if one focuses only on rapid economic
expansion without making sure that such plan is
appropriate for our people and the condition of our
country, it will inevitably result in various
imbalances and eventually end up as failure or
crisis as found in other countries...”
(Royal speech on 18 July 1974 )
1) Royal Speech
“…Recently, so many projects have been
implemented, so many factories have been
built, that it was thought Thailand would
become a little tiger, and then a big tiger.
People were crazy about becoming a tiger...
…Being a tiger is not important. The important
thing for us is to have a sufficiency economy. A
sufficiency economy means to have enough to
support ourselves…”

“… Development must take account of the local
environment in terms of the physical environment, the
sociological environment and the cultural environment.
By the local sociological environment, we mean certain
characteristics and ways of thinking which we cannot
force people to change. We can only suggest. We
cannot go in
to help people by trying to make them the same as us.
However, if we go in and find out what the people really
want and then fully explain how they can best achieve
their aims,
the principles of development can be fully applied.”

4) SEP
SEP Background
• Sufficiency Economy (SEP)is an innovative
approach to development designed for
practical applications
• The approach was formulated by King
Rama IX , resulting from his long experiences
in development works.
• The King provided practical alternative
development paths through thousands of
Royal projects
SEP Background
4) SEP
• On 4th Dec. 1997, the King made his usual
birthday address to a national audience on
Sufficiency Economy.
• In 1999, NESDB invited a group of eminent
persons to construct the definition of SEP.
• In 1999,NESDB adopted the King’s idea as the
guiding principle for the ninth development plan
and continuing
to the tenth plan.
• In 2001, NESDB has interpreted and elaborated
on SEP.
• In 2003, NESDB initiated a process of SEP
Sufficiency Economy
“Sufficiency Economy” is a philosophy bestowed by His Majesty the King to his subjects through
royal remarks on many occasions over the past three decades .The philosophy provides guidance on
appropriate conduct covering numerous aspects of life. After the economic crisis in 1997, His Majesty
reiterated and expanded on the Sufficiency Economy in remarks made in 1997-1998. The philosophy
points the way for recovery that will lead to a more resilient and sustainable economy, better able
to meet the challenges arising from globalization and other changes.
conceptual
Framework
Philosophy of Sufficiency Economy
Sufficiency Economy is a philosophy that stresses the middle path as an overriding principle
for appropriate conduct by the populace at all levels. This applies to conduct starting from the
level of the families, communities, as well as the level of nation in development and
administration so as to modernize in line with the forces “Sufficiency”
of globalization.
means moderation,
reasonableness, and the need of self-immunity for sufficient protection from impact arising from
internal and external changes. To achieve this, an application of knowledge with due consideration
and prudence is essential. In particular great care is needed in the utilization of theories and
characteristics

methodologies for planning and implementation in every step. At the same time, it is essential to strengthen
the moral fibre of nation, so that everyone, particularly public officials, academics, businessmen at all levels,
adheres first and foremost to the principles of honesty and integrity. In addition, a way of life based on
patience, perseverance, diligence, wisdom, and prudence is indispensable to create balance
and be able to cope appropriately with critical challenges arising from extensive and rapid
socioeconomic, environmental, and cultural changes in the world.

SEP Conceptual
Framework
ƒ Sufficiency Economy is a philosophy serves as
guide for the way of living/ behaving for people
of all levels toward the middle path.
ƒ As an agenda, Sufficiency Economy delivers
the middle path as the economic life guiding
principle;
a secularized normative prescription
ƒ As an application domain, Sufficiency
Economy is scalable, with universal domain
applicability.
SEP Components
4) SEP
3 components:
moderation , reasonableness , self-immunity
2 Conditions : knowledge , integrity
Sufficiency Economy entails 3 components (a
trio);
• Moderation : enough in the sense of not too little, and
not too much / self-reliance and frugality
• Reasonableness : evaluate the reasons for any action
and
understand its full consequences
• Self-immunity : be resilient, have an ability to
withstand shocks and cope with external changes
that are unpredictable
4) SEP
SEP Components
2 other conditions are needed to make
the principle of SEP work.
• Knowledge
: (wisdom) includes
accumulating information with the insight
to understand
its meaning with care and prudence
usage.
• Integrity : virtue, ethical behavior,
honesty, tolerance, perseverance ,
unexploited of others
4) SEP
SEP Codification
SEP can be simplified into 5 basic concepts:
• Know what you are doing
• Be honest and persevere
• Take a middle path, avoid extremes
• Be sensible and insightful
• Build protection against shocks
