Introduction and Background:
The Philippines signed the Minamata Convention on Mercury in Kumamoto, Japan in October 2013.
The Minamata Convention is a global treaty to protect human health and the environment from the adverse
effects of mercury.
To facilitate the ratification and early implementation of the Minamata Convention, the
Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources
(DENR) is implementing a project entitled “Development of Minamata Initial Assessment in the
Philippines”. This multi-country project, implemented by the Philippines, Pakistan and Cambodia, is funded
by the Global Environment Facility (GEF) with the United Nations Environment Programme (UNEP) as the
Implementing Agency and the DENR-EMB as the Executing Agency.
This project is aimed at building capacity to reduce exposure to mercury to human health and the
environment by identifying the main sources and promoting integrated management. The purpose of this
project is to strengthen institutions and improve national capacities to legislate mercury with a life cycle
approach, while taking into consideration national priorities identified for this issue. Specific areas of work
that will be targeted through this project include a review of existing national emissions inventory on
mercury, followed by an update of these inventories applying UNEP’s Toolkit level II for mercury
emissions inventory development. The outcomes of this activity will provide countries with important data
to identify main sources of mercury, and establish goals and objectives in mercury management to address
the identified sources, having reviewed their national data of mercury measurements (especially for
emissions) and identified gaps in national measurement programmes. This will also help in developing
strategies for risk communication, awareness and outreach to keep civil society informed.
In summary, the project aims to facilitate the ratification and early implementation in the country by
the use of scientific and technical knowledge and tools by national stakeholders in participating countries;
and that the lessons learned from the project will contribute to national and local policy recommendations in
the future.

Provides technical assistance in the review of the objectives and goals of the MIA project and assist
in the establishment of timeframe, milestones and deliverables of the MIA project;
Assesses progress and monitor outputs and deliverables of the project;
Provides technical and logistical support during planning and actual conduct of project activities
such as trainings, meetings, workshops, etc.;
Prepares activity reports of the project’s workshops, trainings, meetings, conducted;

Provides support to the project in the procurement of supplies, goods, and services for the project;
Investigates technical aspects and root cause of problems and initiates corrective actions to rectify
the problems;
7. Reviews reports submitted by consultants and makes recommendation on its compliance with the
scope of work;
8. Conducts researches and literature reviews on various components of the project;
9. Assists in the review, monitoring and consolidation of physical and financial accomplishment
reports;
10. Prepares communications, technical and accomplishment reports; and
11. Performs such other functions as may be assigned by the immediate supervisor.
Qualifications:





Bachelor’s Degree in Chemical Engineering/Chemistry/Environmental Management or related fields
Preferably with three (3) year’s experience in chemical and hazardous waste management.
Strong capability in coordination with other concerned government agencies and EMB Regional Offices,
including the industry sectors, academe and concerned NGOs.
Good oral and written communication skills
Knowlegeable on MS Word/Excel/Powerpoint
Duration of Contract
The engagement of the Technical Assistant will be for one (1) year starting 15 April 2017.
Extension of the engagement will depend on the results of the performance review and the needs of the
Project.
