The Future of Shelley Beach Park 2nd May 2017 Project Recap 2 The strategic aim of this research was to provide insight into the attitudes of Shelley and Rossmoyne residents towards the growth and enhancement of the Shelley Beach Park area. Understand Perceptions Understand current community perceptions of the Shelley Beach Park area. Identify Opportunities Determine recreational, environmental and cultural and economic for the inclusion in a new Master Plan for the area. Understand Level of Support Determine levels of support for and against the development of a hospitality component within the park, including reasons why. Explore Concerns Identify key areas of concern, and test and report on ways the council can deal with these concerns. 3 Key Takeouts 6 Residents are generally content with the current Shelley Beach Park precinct – they love that it’s so peaceful, boasts great views and surroundings (beach, banks, water) and the fact that the area is so spacious and uncluttered. This is the biggest drawcard to using the area. 7 Despite their high satisfaction, there are a few easy suggestions for improvement that will make everyone happy: 1 Creating more shaded areas (particularly near and over the playground) will attract more regular visitors to the Shelley Beach Park precinct. 2 Picnic areas and BBQs are also high on the list of requirements from residents – they want to be able to enjoy the area with friends and family. 3 If we had to prioritise though, recreational improvements are more appealing than equipment/facility improvements, environmental and cultural enhancements. 4 A café is the most sought after recreational improvement, followed by a better playground and more exercise equipment. 8 Support for a café is strong – the City can take comfort knowing that the vast majority of residents (2 in 3) support the development of a new hospitality offering. 9 Usage and Perceptions of the Area 10 The Shelley Beach Park precinct is frequented by all residents in Shelley and Rossmoyne. 11 Shelley Park Usage 7 in 10 visit the Shelley Beach Park precinct at least once a week and no one has never visited it. 5+ days per week 30 3-4 days per wk 21 1-2 days per wk 21 Once every couple of weeks Once a month 13 5 Less often than once a month Never 72% 11 00 Q2.1 How often do you typically visit the Shelley Beach Park precinct? However, given more Shelley residents are opposed to a hospitality offering within Shelley Beach Park, they are significantly less likely to use a new café/restaurant in that area. Base: All Respondents (n=713) 61 6-7 68 8-10 Extremely likely 34 What now? 35 While support for a café is strong, there are some considerations that need to be taken into account… 1 Residents favour a café, not a restaurant. The facility needs to be casual, peaceful and generally quite understated and subtle. 2 It should blend in with the surroundings, not stand out – it should not destroy or take over any of the pre-existing natural habitat. 3 The café should be family friendly, and offer facilities and amenities that cater to the young ones (e.g. a playground, covered outdoor areas etc.) 4 Zone B or Zone C are the most ideal locations as stated by residents. Zone A should be avoided at all costs. 36 For those who don’t support the development, there are some clear barriers that need to be overcome: 1 Traffic – parking facilities need to be provided, and ultimately, should not impact the existing grassed areas or street scape. The café hours should be restricted to avoid traffic congestion and increased number of cars through the area at all times of the day and night. 2 Rubbish – adequate bins and waste disposal faculties need to erected in order to reduce the amount of rubbish and litter being disposed of incorrectly. Bins should be subtle and blend in with the landscape where possible. 3 Noise – again, the cafés operating hours should be restricted to mornings and midday/early afternoon, to prevent increased noise levels from more visitors and traffic in the area. 4 Design – the café should not ‘stand out like a sore thumb’, it needs to blend in with the surrounds and enhance the already picturesque landscape. It needs to feature lots of shade, surrounding greenery and grass, not concrete, bitumen and bricks. 37 We know we need to explore further… The response rate is evidence of the amount of interest residents have in enhancing Shelley Beach Park. We received numerous calls, emails and responses to the survey thanking the City for giving residents the opportunity to have their say. 38 Hunt Smarter.
