President’s Report
Dear Members,
I am privileged to report on the 2015/16 financial year,
together with events which will arise in the ensuing
twelve months.
Once again Gloucester Park Harness Racing has
endured another tough financial year, however there
have been a number of positives to come out of the
2015/16 season.
There is no denying we are in a changing and challenging
industry.
In 2010/11 $1.828 million was invested through the
Gloucester Park on-course TAB. In 2014/15 it was
$1.066 Million, that’s a 42% decrease in just five years,
and the 2015/16 year saw a further decrease of 15%,
with on-course totaliser income of $903k.
This is not specific to Gloucester Park, it is an International trend and there is no indication that
on-course turnover will plateau as more wagering investment is placed through account betting
via websites and smartphones apps, rather than betting with cash on track.
It is also something we have very little control over reversing due to RWWA’s agreement with
Tabcorp, which is of great benefit to the racing industry and wagering overall (it is how the industry
is funded), but detrimental to on-course investment and income for race clubs.
We are working with RWWA on a funding model that can overcome these changes and some
steps have already been implemented.
This is not a defeatist attitude by any means, but a reality and something that the Club needs to
address. If we continue to operate the same way as we did 10 or 20 years ago the future is very
bleak, which is why we were required to undertake the necessary structural changes to ensure
the longevity of the Association.
This means GPHR needs to adapt and maximise other income streams, especially hospitality and
non-racing income.
It is the driving force behind the change in strategic direction the GPHR started eighteen months
ago, commencing with the takeover of the catering. This not only means we have more control
over the quality of food, but also allows us to drive a vital income stream, especially with the scope
of opportunity which will arise through the location of Gloucester Park.
The planning process to capitalise on these opportunities has been well underway since the
announcement of the new Perth Stadium. Gloucester Park management have been in discussions
for a number of months with stakeholders and have signed an agreement with the West Coast
Eagles to enter an exciting partnership.

GPHR continues to work closely with the WACA on a number of fronts, including, as you have
no doubt seen, the cultivation of the drop-in cricket pitches for the new stadium on the in-field of
the track.
Part of the change in strategic direction has been the need to make tough decisions. This included
structural changes to the business and staff redundancies. Unfortunately during this year GPHR
had to make five staff redundant. These were tough decisions because the people made redundant
weren’t just work colleagues, but friends.
However, the tough decisions are necessary for the betterment of the Club and have resulted
in GPHR making an operating profit for the last third of the year. This is a massive turnaround
which defies the trend for most race clubs and justifies the streamlining of the operation and new
direction for the Club.
Making the turnaround more positive is that the operating profit came in one of the quietest times
of the year for GPHR. It is a small, but positive step that we will build on.
RWWA
RWWA have continued in their support of GPHR and I would like to thank the RWWA Board and
Management team, led by Jeff Ovens and Richard Burt. Their support during these challenging
times is particularly vital and it gives me great pleasure to include at the end of my report a letter
from RWWA CEO Richard Burt.
I would like to specifically thank Professor John Yovich, who was Racing Manager in charge of all
three codes over the past twelve months and offered great support in his time with RWWA. I wish
John good luck with his new role as Managing Director of Perth Racing.
Noel Reilly and his Harness Racing Office have once again worked closely with Gloucester Park
and are in the process of defining a new strategic direction for the sport, which will focus on
improving wagering and participation.
I would also like to thank Peter Bibby, Manager Race Club Development, who has worked closely
with our management on a number of important issues.

TAB Privatisation
The TAB privatisation process has been lengthy and drawn out and we still have a long way to go.
GPHR is pleased that harness racing is represented on the WA Racing Representative Group
(WARRG) by GPHR Committee member Kevin Jeavons, as well as racing icon Fred Kersley.
The WARRG have been very thorough in forming a foundation for the racing industry to enable it
to be in the best position possible to protect its future income, whether the TAB is privatised or not.
This includes the initial Gunston Report and a follow up report on Racing’s future requirements,
the WA Racing Industries Requirements & Needs Report, which has been presented to the
Premier and the Racing Minister.
These are complex documents dealing with a changing wagering landscape and are vital if the
WA Racing industry is to continue to remain strong and prosperous.
The GPHR Committee and management are fully supportive of the WARRG and their dealings
with both RWWA, and in particular the Government.
Refurbishment
During the year, there was consultation with members regarding your facilities. This included
a poll on a preferred member room, which resulted in an 80% support vote to move from the
Beau Don to the Radiant Oro room. Part of the move involved an upgrade to the Radiant Oro
room, which is now truly a wonderful members’ facility. The Radiant Oro will also be able to
hold additional members over the upcoming TABtouch Inter Dominion, providing comfortable
surroundings during the busiest times of the season.
Overall, there has been $1.8 Million invested into Gloucester Park’s infrastructure and facilities
over the past 15 months. This was well overdue and necessary to make Gloucester Park
competitive in the current hospitality and entertainment market.
The Beau Don underwent a smaller refurbishment and will be used for sponsors during the Inter
Dominion and as a commercial area at other times, accommodating large groups and parties, and
as overflow for the Beau Rivage during peak times.

Inter Dominion
As is customary, the TABtouch Inter Dominion took pride of place as the premier event on the
Australasian harness racing calendar.
We had a record number of visiting competitors to Perth for both the Inter Dominion and support
races, which produced world class racing and saw the Grand Final go to Victorian Lennytheshark
for Champion trainer David Aiken and record breaking driver Chris Alford, defeating local pacer
Lovers Delight.
At the conclusion of the series, GPHR undertook a complete review of the 2015 TABtouch Inter
Dominion. There were many positive areas that we will build on for 2016, but there are also a
number of changes that need to be made.
Firstly, the Grand Final will revert to a Friday night. The Sunday was worth a try in the first year,
especially to support RWWA and a better time for interstate and New Zealand turnover, however it
did not have the success for the club that we had hoped for. Friday night is the traditional timeslot
for trotting in Perth and that’s when the Inter Dominion will be run over the next two years.
There will also be a change to the prizemoney structure. The series will remain at $1.8 million
dollars, however the heats will be increased from $50,000 to $75,000 each and the Final will
now be $1.1 Million. This is to ensure the prizemoney is shared as equitably as possible and
encourage as many visiting connections as possible.
Once again the IER Economic Impact Report has endorsed what a great event the TABtouch Inter
Dominion is for Perth and WA, generating a gross value add of $8.04 Million, with a total direct
spend of $7.72 Million, and we are expecting another influx of visitors to our great state in 2016.
Staff
As previously stated, it has been a year of change for the GPHR staff through a number of
redundancies at all levels.
Marketing Manager, Leith Putland and long-time grounds staff Don Kennington and Geoff Baker
were part of the redundancies. I would like to thank all who are no longer with GPHR for their
service to the Association.
Our fledgling Catering Department has continued to develop under the leadership of Operations
Manager Tony Williamson and Head Chef Daniel Batson. Their staff have worked hard to make
the new Department a success in our first twelve months of operation.
Tony also oversees the management of our facilities and, despite the reduction in staff, our
grounds continue to look immaculate and are a great showcase for our great sport; while Track
Curator Brett Regan has once again excelled to produce a great racing surface week after week.
Finance Manager, Brendon Sarson and his team have overseen the revision of most of our
accounting procedures and, most importantly, the implementation of new reporting systems,
which has assisted greatly in the financial turnaround and has us well placed to capitalise on the
changing business environment that we find ourselves in.

1 CONTINUING EVENTS
The Committee is of the opinion that it is appropriate to prepare the accounts of Gloucester Park Harness Racing
on the going concern basis.
2 ACCOUNTING POLICIES
The financial report is a general-purpose financial report, which has been prepared in accordance with the
requirements of the applicable Australian Accounting Standards and other mandatory reporting requirements.
Accounting policies adopted in preparation of these accounts are consistent with those of the previous year.
Significant policies are as follows:
(a)
Basis of Accounting
The accounts have been prepared on the basis of historical cost and except where stated do not take into account
current valuations of non-current assets. Cost is based on the fair values of the consideration given in exchange
for assets.
Gloucester Park Harness Racing has not adopted a policy of revaluing its non-current assets on a regular basis.
Non-current assets are revalued from time to time as considered appropriate by the Committee and are not
stated at amounts in excess of their recoverable amounts.
The accounts have been prepared on an accrual basis with the following exceptions:
(1) Capital Grants are brought to account as income when received.
The financial report is presented in Australian dollars and all values are rounded to the nearest one dollar.
(b)
Statement of Compliance
The financial report complies with Australian Accounting Standards.
(c)
Revenue Recognition
Except as stated above revenue is recognised when the amount of revenue can be measured reliably and it is
probable that it will be received.
(d)
Inventory
Inventory is valued using the FIFO method and the end of month stocktake is revalued at the last replacement cost.

Depreciation of property, plant and equipment
Property, plant and equipment, other than freehold land, are depreciated at rates calculated to allocate the cost or
valuation less estimated residual value at the end of the useful lives of the assets, over their estimated useful lives
using the diminishing value method. Depreciation rates used are as per the ATO guidelines. Profits and losses on
disposal of property, plant and equipment are taken into account in determining the surplus for the year.
Impairment
The carrying values of plant and equipment are reviewed when events or changes in circumstances indicate the
carrying value may not be recoverable. This will be declared when the impairment is realised.
(f)
Employee entitlements
Provisions are made for employee entitlement benefits accumulated as a result of employees rendering services up to
the reporting date. These benefits include wages and salaries, superannuation, payroll tax, annual leave and long
service leave. All employee entitlements are measured at their nominal amounts.
Employee entitlement expenses and revenues arising in respect of wages and salaries, non-monetary benefits, annual
leave, long service leave, and other entitlements are charged against the surplus of their respective categories.
(g)
Cash flows
For the purpose of the statement of cash flows, cash includes cash on hand, deposits held at call with banks and
investments in money market instruments, net of bank overdrafts.
(h)
Comparative figures
Where necessary, comparative figures have been adjusted to conform with changes in presentation in the current year.
(i)
Income Tax
Gloucester Park Harness Racing is exempt from paying income tax under the Income Tax Assessment Act 1997.
(j)
Financial risk management and policies
Gloucester Park Harness Racing’s principal financial instruments comprise cash, trade debtors, bank deposits, bills of
exchange, bank loans, trade creditors and overdrafts.
Trade debtors are initially recorded at the amount specified on the contract of sale or tax invoice.
Provision for doubtful debts is recognised to the extent that recovery of the outstanding receivable balance is less
than likely. Any provision established is based on a review of all outstanding amounts at the reporting date. A specific
provision is maintained for identified doubtful debts.
Gloucester Park Harness Racing manages its exposure to key financial risks, including interest rates and the provision
of credit in accordance with its financial risk policy, the objective of which is to protect financial security.

Ageing analysis and monitoring of specific credit allowances are undertaken to manage credit risk. Liquidity risk is
monitored through cash flow forecasts and analysis.
Note that within these financial statements, the carrying amounts of assets and liabilities are not materially different
from their expected fair values.
(k)
Receivables
Trade and other receivables are recorded at amounts due less any provision for doubtful debts.
At 31 July, the ageing analysis of receivables is as follows:

Trade and other payables are recognised when Gloucester Park Harness Racing becomes obliged to make future
payments resulting from the purchase of goods and services.
Trade payables at 31st July 2016 total $689,481. All those that are due were paid by 31st August 2016.
(m) Borrowings
Bank and other loans are recorded at an amount equal to the net proceeds received. Interest expense is recognised
on an accrual basis.

(o) Redevelopment Costs
Costs relating to planning or engineering for the possible future development of Gloucester Park are capitalised as
Redevelopment Asset.
3 CONTINGENCIES
At 31st July, 2016, Gloucester Park Harness Racing has contingent liabilities arising from guarantees given in support
of the following commitments:(a)
Trotsynd Pty Ltd
Gloucester Park Harness Racing has given a guarantee and indemnity to the Commonwealth Bank of Australia Ltd
against the Trotsynd Pty Ltd performance bond of $10,000.
4 SECURED LIABILITIES
The bank bill and overdraft facilities are secured by registered mortgages over the Gloucester Park Complex.
5 BANK FACILITIES - ST GEORGE BANK LIMITED
Under the terms of this borrowing Gloucester Park Harness Racing has an optional overdraft facility of $200,000.
At 31 July 2016, these facilities are not being utilised and there are no other borrowings.

Gloucester Park Harness Racing operates predominantly in one industry and one geographical segment being the
harness racing industry in Western Australia.
Gloucester Park Harness Racing's largest source of operational income for the year is from RWWA at 83%
(2015: 89%).

19 FINANCIAL INSTRUMENTS
(a) SIGNIFICANT ACCOUNTING POLICIES
Details of the significant accounting policies and methods adopted, including the criteria for
recognition, the basis of measurement and the basis on which revenues and expenses are
recognised, in respect of each class of financial asset, financial liability and equity instruments
are disclosed in Note 1 to the accounts.
(b) CREDIT RISK
Credit risk refers to the risk that a counterparty will default on its contractual obligations
resulting in financial loss to Gloucester Park Harness Racing. Gloucester Park Harness Racing has
adopted the policy of only dealing with creditworthy counterparties and obtaining significant collateral
or other security where appropriate, as means of mitigating the risk of financial loss from defaults.
Gloucester Park Harness Racing measures credit risk on a fair value basis. Gloucester Park
Harness Racing does not have any significant credit risk exposure to any single counterparty or any
group of counterparties having similar characteristics.
The carrying amount of financial assets recorded in the financial statements, net of any provisions
for losses, represents Gloucester Park Harness Racing's maximum exposure to credit risk without
taking account of the value of any collateral or other security obtained.

22 REDEVELOPMENT ASSET
Redevelopment refers to geotechnical, heritage, environmental and planning reports completed from 2006 to present
in relation to the anticipated redevelopment of Gloucester Park. If and when a tender process is undertaken for the
redevelopment of Gloucester Park, these reports can be accessed. It is anticipated that the cost of such reports would
be likely to increase, and hence they are not depreciated.
23 DEFINITION OF RACING AND WAGERING WA (RWWA)
RWWA was formed under the Racing & Wagering WA Act 2003 and assumed the controlling body functions over
Western Australia’s three racing codes in addition to the WA off course totalisator gambling functions.
24 CONTINGENT LIABILITY
In the event that Gloucester Park Harness Racing decides to proceed with any development of the land at Gloucester
Park, a payable may arise to the Riverside Development Contribution Plan at the rate of $220 per square metre, up to
a maximum amount of $14.77 million. Negotiations are still ongoing.

We, John Patrick Burt and Michael Terence Radley, being President and Chief Executive Officer
respectively, of Gloucester Park Harness Racing, hereby state that;
(a) the accompanying statement of financial position, statement of accumulated surplus, statement
of changes in equity, statement of comprehensive income and statement of cash flows have been
properly drawn up so as to give a true and fair view of affairs of Gloucester Park Harness Racing at
31st July 2016, and of the results for the year ended on that date;
