are upcoming including building community support for
the funding of a new fire station and, bringing new ideas
and a fresh perspective into the organization. This will be a

• A skilled and effective communicator is needed who can
effectively advocate for the Fire Department to the community,
elected officials, and other City departments. Likewise, sincere
and robust communication within the organization will add to
this position’s success.
• A strong EMS background, especially in an ALS environment,
is critical to this position and will be a strong asset to the
Department.
• Wildland fire experience is highly valued and critical to
this position. The CCFD has a very active role in managing
the wildland-urban interface through local and mutual aid
response.
• A strong track record in effective and harmonious labor
relations is essential.
• As the Carson City Fire Department is exploring growth
opportunities, experience with implementing and following
strategic plans will prove very useful for the selected candidate.
Qualifying Experience and
Education
Any combination of experience and education that would likely
provide the required knowledge and abilities which would
ordinarily be gained through extensive breadth and depth of
experience in leadership and management. A typical way to
qualify: A Bachelor’s degree in business administration, fire
sciences, or a related field from an accredited college/university
with four years of fire administration or command experience,
preferably at the Battalion Chief level or higher. An equivalent
combination of education, training, and experience as determined
by Human Resources will be qualifying.
A valid Driver’s License is required, as is a valid Emergency Medical
Technician (EMT) certification. Graduation from the National Fire
Academy’s Executive Fire Officer Program is desired.
Compensation and Benefits
The annual salary range for this at-will, exempt position is $88,649 to
$141,838, with excellent benefits including Nevada PERS with 100%
of the contributions paid by the City. Vesting occurs after five years.
Carson City does not participate in Social Security. Other benefits
include excellent insurance including medical, dental, vison and life
with 100% of employee premiums paid by the City and dependent
coverage substantially subsidized.

The Carson City Fire Department (CCFD) operates out of three
permanent stations and one seasonal station. As an all-hazards and
full-service Fire Department, the Department serves the community
in many different ways, including all-hazard response and Advanced
Life Support (ALS) services. In 2015, the Carson City Fire Department
responded to over 1,000 fire incidents and over 8,600 medical
incidents. This represents an increase of over 20% in workload in
both capacities over a five-year period.
Operating with an annual budget of $13 million and a staff of 62, the
Carson City Fire Department is organized into six Divisions:
• Administrative Division: The Administrative Division provides
oversight for all divisions of the Department, continuously
monitors the effectiveness of current programs, determines
future needs of the Department, and develops plans of action
to achieve departmental goals. This Division consists of the
Fire Chief, Deputy Chief, a shared Administrative Assistant, and
Business Manager.
Nevada entered into statehood on October 31, 1864 and Carson City
was selected as the state capital at the constitutional convention
and has retained that honor to the present day.
In 1969 Ormsby County was merged into Carson City to consolidate
government services. With the consolidation, the city limits today
extend west across the Sierra Nevada to the California state line in
the middle of Lake Tahoe. With its area of 146 square miles, Carson
City is one of the largest state capitals in America.

elected Board of Supervisors. The Mayor and four Supervisors are all
elected-at-large; however, the four Supervisors must reside within
the boundaries of their respective Wards 1 through 4. All of the
members of the Board serve four-year staggered terms.
The Board of Supervisors is the governing body of Carson City, a
consolidated city and county municipality. The Board enacts all
laws and is the key political body and policymaker. The members
are responsible for soliciting citizen views in forming these policies
and interpreting them to the public. The Board approves the budget;

projects, capital financing, strategic planning, land use development,
growth management, master plans, and contractual agreements.

• Emergency Management Division: The Emergency Management
Division maintains the Carson City Emergency Plan and Hazardous
Materials Response Plan and is the formal liaison between the
State Division of Emergency Management and Carson City. This
Division coordinates training sessions and disaster exercises, and
also manages emergency preparedness grants.
• Emergency Medical Services Division: The Emergency Medical
Services Division provides advanced life support services
to Carson City. In addition to three advanced life support
ambulances that are staffed with dual-trained Firefighter/
Paramedics, the three engine companies are staffed with dual
role Firefighter/Paramedics to provide additional advanced life
support capabilities.
• Fire Prevention Division: The Fire Prevention Division performs a
multitude of tasks designed and intended to reduce the number
of fires and other non-specific emergencies that occur in the
community. They include fire and life safety inspections, wildland
urban interface safety inspections, and building construction plan
review, among others.
• Operations Division: The Operations Division consists of three
platoons of Firefighters, Firefighter Paramedics, Driver Operators,
and Captains. Three Battalion Chiefs serve as shift commanders
and perform mid-management duties. The Operations Division
also manages and maintains the local Quad-County hazardous
materials readiness.
• Training Division: The Training Division provides training and
education for not only the Carson City Fire Department but also
to surrounding agencies in a joint academy, and provides the
CCFD mandated training programs required by local, state, and
federal regulations. The CCFD hosts several joint training sessions
with agencies having mutual aid with Carson City.

that has nearly doubled with the same number of stations it had
thirty years ago. Like many cities, Carson City had to tighten its
belt during the economic downturn, but now it must plan on
expansion of the Fire Department due to growth and increased
call volume.
• Issues related to growth are also impacting workload. The
Department has seen an increase of over 20% in both fire and
EMS calls during the last five years. This has caused a heavy
reliance on mutual aid to meet the increasing emergency
response call volume.
• The Carson City Fire Department is a key player among regional
agencies. With its own training academy, the Carson City Fire
Department provides training for several regional agencies and
enjoys excellent working relationships. The Fire Department has
a cooperative working relationship with the Truckee Meadows
Community College and provides the training center to students
in the college directed Firefighter academy.
• The Fire Department‘s senior leadership has changed due to
retirements and reorganization of long term employees, which
include two Deputy Fire Chiefs. In addition, this position will
play a key role in the succession planning of the Fire Department.
While the loss of institutional knowledge is clearly a challenge,
there is also an opportunity to energize the Department with
new leadership.
