-When war w/ Spain broke out, the
US recognized Cuba’s independence
1900 - US insists that Cuba add the
Platt Amendment to their
constitution
-Cuba couldn’t make treaties, limits
their self-governance
-US can lease or buy Cuban land for
military bases & freely intervene in
Cuba
-Cuba becomes a US PROTECTORATE
(country whose affairs are partially
controlled by a stronger power)

-TR was determined to not allow
Europe to control world affairs all by
themselves
-He was dedicated to making US a
world power in the Western Hemis.
1904 - TR issues the
roosevelt corollary
-A reemphasis of Monroe Doctrine, it
adds potential to use military force
-TR asserts US would use military to
become a “world police force” to
protect its interests in West
-His philosophy: “Speak softly and
carry a big stick. You will go far.”

Taft built on the Roosevelt Corollary

dollar diplomacy
-It pledged the US would use military
force AND economic aid to keep
Europe out of West. Hemis.
-US banks/businesses would loan $ to
pay off Latin American debts
-w/ debts paid off, foreign powers
would have no influence in West
-In exchange, US economic interests
are secured & US firms gain control of
Latin land & firms

Wilson’s “Moral Diplomacy”
Also known as
missionary diplomacy
-Wilson made US dominance an issue of
morality
-Wilson declared the US wouldn’t
recognize Latin American gov’t if
they were undemocratic, oppressive
-If Latin American nations wanted help
& $$, they would need to cooperate w/
US interests
-It was an indirect way to force new
Latin gov’t to become democratic

The Panama Canal
A perfect example of
big stick diplomacy
-TR was adamant to build a canal to
connect the Pacific & Atlantic oceans
-Would enhance trade, travel, and
improve dominance of US military
-TR helped stage the Panamanian
Revolution against Colombia to gain the
land needed for the canal
-TR didn’t use direct force but
threatened naval intervention
-As a reward, a free Panama gave US
the land for the canal

crumbled in 1911
-Revolutionaries overthrew the gov’t
and executed leaders
-B/c of the brutality of the
revolution, US didn’t support it
-Rebels like Villa and Zapata drew
Mexico close to war w/ US
-Through Moral Diplomacy, US showed
it would use force/influence to change
oppressive foreign gov’ts to meet its
interests

BUILT UP MILITARY for future protection
