Darin McRae, Beautiful Eastern Association of Snowmobile Trails Scott Hamilton, West Carleton Snowmobile Trails Association Re: Use of Ottawa Valley Recreation Trail Mr. McRae and Mr. Hamilton spoke in support of multi-use recreational trials; tourism and economic benefits; associations willing to provide signage, trail patrol services, trail grooming, curfew, gates, and establish designated areas for parking. Kevin Clouthier, Open Doors for Lanark Children and Youth Re: Children’s Mental Health Week Mr. Clouthier provided an overview of the green light campaign to raise awareness about mental health issues affecting children and youth. He asked Council to participate by illuminating a local building or landmark with a green light the first week of May. Resolution No. 173-17 Moved by Councillor Lowry Seconded by Councillor Torrance THAT the delegation by Kevin Clouthier, Open Doors for Lanark Children and Youth, re: Children's Mental Health Week, be received; Council Meeting April 4, 2017 Page 3 AND THAT Council participate in the green campaign in support of Children’s Mental Health Week May 1-7, 2017. Declaration of Surplus Equipment Resolution No. 178-17 Moved by Councillor Ferguson Seconded by Councillor Wilkinson THAT Council declare the following items as surplus equipment to be put out for public bid - 1994 Ford F350 Cube Van, Unit #551,1986 Chevrolet D-30, Unit#580, 1975 electric smoke ejector fan (3); AND THAT these items be sold as scrap metal in the event that no bids are received. CARRIED b. Revised Open Air Burning By-Law Resolution No. 179-17 Moved by Councillor Watters Seconded by Councillor Abbott THAT Council approve the Open Air Burning By-law as presented. DEFEATED Resolution No. 180-17 Moved by Mayor McLaughlin Seconded by Councillor Torrance THAT Council reconsider Resolution No. 179-17 to present an amendment to the Open Air Burning By-law. CARRIED Resolution No. 181-17 Moved by Councillor Torrance Seconded by Mayor McLaughlin THAT Council approve the Open Air Burning By-law as amended, removing the $15 permit fee. CARRIED Planning and Development c. Mississippi Mills Animal Hospital – Site Plan Control Resolution 182-17 Moved by Councillor Edwards Seconded by Councillor Ferguson Council Meeting April 4, 2017 Page 5 THAT Council approve the site plan and all associated signage for the Mississippi Mills Animal Hospital; AND THAT the Mayor and Clerk be authorized to enter into a Site Plan Agreement for the proposed works. Almonte Community Centre Roof Replacement Resolution No. 183-17 Moved by Councillor Ferguson Seconded by Councillor Watters THAT Tender No. 17-10 for the replacement of the Almonte Community Centre roof be awarded to Covertite’s in the amount of $212,750 plus HST; AND THAT Council authorize proceeding with the extended 20 year manufacturer’s warranty in the amount of $19,850 plus HST. Naismith Foundation Funding 2017 Resolution No. 184-17 Moved by Councillor Edwards Seconded by Councillor Wilkinson THAT Council authorize the $5,620 grant being held in reserve for the Naismith Foundation be given to the Mississippi Valley Conservation Authority for use towards the cost of housing the James Naismith collection in 2017. CARRIED Roads and Public Works f. Cavanagh Construction Extension Contracts Supply of Maintenance Gravel and Winter Sand Resolution No. 185-17 Moved by Councillor Ferguson Seconded by Councillor Edwards THAT Council extend the existing Cavanagh Construction contract for the provision of Winter Sand from May 1, 2017 to April 30, 2018 with a CPI adjustment calculated no earlier than January 1st in accordance with the provisions of the existing contract executed on November 17, 2014; AND THAT Council extend the existing Cavanagh Construction contract for the provision of Maintenance Gravel from January 1, 2017 – December 31, 2017 with a CPI adjustment calculated no earlier than May 15th in accordance with the provisions of the existing contract executed on April 16, 2015. Ottawa Street Bicycle Lanes – Follow up Report Resolution No. 186-17 Moved by Councillor Edwards Seconded by Councillor McCubbin THAT Council direct staff to install bicycle lanes on Ottawa Street between Martin Street and Paterson Street; AND THAT staff be directed to amend the Traffic and Parking By-law 02-27 to restrict parking on both sides of Ottawa Street from Martin Street to Paterson Street. Communications Plan Development Moved by Councillor Edwards Seconded by Councillor Abbott THAT Council approve Option 3 for the development of a communications plan involving a combination of staff work and contracting out specific elements. High Speed Fibre Internet Connection Resolution No. 193-17 Moved by Councillor Abbott Seconded by Councillor Wilkinson THAT Council authorize the CAO to enter into a 5 year contract with Bell Canada to provide 100Mbps internet service to the Municipal Offices located at 3131 Old Perth Road at a monthly cost of $595.00 plus HST. Mississippi Valley Conservation Report Councillor Abbott provided an update on discussions re: contributions to the Mill of Kintail; development of a circle route of trails; study of Mississippi Lake water quality; and Wetlands Policy. CARRIED By-law 17-35 Resolution No. 200-17 THAT By-law 17-35, being a by-law to regulate the setting and maintaining of Open Air Burning, as amended, for the Corporation of the Municipality of Mississippi Mills. CARRIED By-law 17-36 Resolution No. 201-17 THAT By-law 17-37, being a by-law to authorize the signing of a 5 year contract between the Corporation of the Municipality of Mississippi Mills and Bell Canada for the provision of 100Mbps internet service to the Municipal Offices. CARRIED By-law 17-34 Resolution No. 202-17 Moved by Councillor Ferguson Seconded by Councillor Lowry Resolution No. 202-17 THAT By-law 17-34, being a by-law to amend Traffic and Parking By-law 02-27 to add no parking signs on Ottawa Street from Martin Street to Paterson Street for the installation of bicycle lanes. OVRT Public Meeting – Councillor McCubbin Resolution No. 203-17 Moved by Councillor McCubbin Seconded by Councillor Torrance Now that County has concluded its call for feedback in regards to the Ottawa Valley Rail Trail and hopes to draft an OVRT management plan, Council needs to consult with members of the public and local groups in order to establish the Municipality's recommendations and topics of concern to County. The Municipality will hold public consultation in the community conversation style at the Almonte Community Centre. A date, a moderator, and a list of participants to be determined.
