Scott Hamilton, West Carleton Snowmobile Trails Association
Re: Use of Ottawa Valley Recreation Trail
Mr. McRae and Mr. Hamilton spoke in support of multi-use recreational trials;
tourism and economic benefits; associations willing to provide signage, trail patrol
services, trail grooming, curfew, gates, and establish designated areas for parking.

Re: Children’s Mental Health Week
Mr. Clouthier provided an overview of the green light campaign to raise awareness
about mental health issues affecting children and youth. He asked Council to
participate by illuminating a local building or landmark with a green light the first
week of May.

AND THAT Council authorize proceeding with the extended 20 year
manufacturer’s warranty in the amount of $19,850 plus HST.

f. Cavanagh Construction Extension Contracts Supply of Maintenance Gravel and
Winter Sand

THAT Council extend the existing Cavanagh Construction contract for the
provision of Winter Sand from May 1, 2017 to April 30, 2018 with a CPI
adjustment calculated no earlier than January 1st in accordance with the
provisions of the existing contract executed on November 17, 2014;
AND THAT Council extend the existing Cavanagh Construction contract for the
provision of Maintenance Gravel from January 1, 2017 – December 31, 2017 with
a CPI adjustment calculated no earlier than May 15th in accordance with the
provisions of the existing contract executed on April 16, 2015.

g. Ottawa Street Bicycle Lanes – Follow up Report

THAT Council direct staff to install bicycle lanes on Ottawa Street between Martin
Street and Paterson Street;
AND THAT staff be directed to amend the Traffic and Parking By-law 02-27 to
restrict parking on both sides of Ottawa Street from Martin Street to Paterson
Street.

Highlights: funding for community homelessness prevention initiative; new

Mississippi Valley Conservation Report
Councillor Abbott provided an update on discussions re: contributions to the Mill
of Kintail; development of a circle route of trails; study of Mississippi Lake water
quality; and Wetlands Policy.


Now that County has concluded its call for feedback in regards to the Ottawa
Valley Rail Trail and hopes to draft an OVRT management plan, Council needs
to consult with members of the public and local groups in order to establish the
Municipality's recommendations and topics of concern to County. The
Municipality will hold public consultation in the community conversation style at
the Almonte Community Centre. A date, a moderator, and a list of participants to
be determined.
