Staff Recommendation It is recommended that: The request of the Rotary Club to install a memorial plaque on the large limestone rock at the entrance to Rotary Park is approved or declined. Report Discussion A request has been received from the Rotary Club of Otorohanga to place a memorial plaque on the large limestone rock at the entrance to Rotary Park. A copy of this request is attached. Council does not have any specific policy in respect of the placement of memorials in public places, and as such Community Boards or Council must respond to any requests on a case by case basis. In doing so the Board should however be mindful of the potential to establish precedents and defacto policy from which deviation in the future might be difficult. Letter from Otorohanga Rotary Club Otorohanga Community Board - AGENDA - 13 December 2012 Page 2 Item 117 PROPOSED CHILDREN'S PLAYGROUND To: Chairperson and Members Otorohanga Community Board From: Engineering Manager Date: 13 December 2012 Relevant Community Outcomes • Ensure services and facilities meet the needs of the Community Executive Summary A community group wishes to establish a Kiwiana themed children's playground in the Reg Brett Reserve. Staff Recommendation It is recommended that: 1. The Board gives in-principle approval for community groups to develop a Kiwiana themed playground in the Reg Brett Reserve, in the area shown on the attached plan. 2. Further details of proposed structures or works at the Reg Brett Reserve, and associated funding arrangements must be provided to the Board for discussion prior to approval being given for any physical works. Report Discussion A community group, involving members of Project Kiwiana and others, has expressed interest in developing a Kiwiana themed children's playground in the Reg Brett Reserve. A meeting between members of this group, the Board and relevant Council staff took place on site at the Reserve on 28 November 2012. At this meeting a number of issues were discussed, including: • The desirability of having some Kiwiana related activities in the community in to the existing decorative features. addition • The suitability of the Reg Brett Reserve for this purpose, given its other existing uses, its proximity to busy roads and occasional flooding. • The possible use of other Reserves. • The possible need for partial fencing of a playground area at Reg Brett. • The type and extent of playground equipment that might be installed. It was agreed that the Reg Brett Reserve would be a suitable location for such a playground, probably without the need for fencing, provided that it was positioned well away from the road, and with adequate separation from other existing or likely future activities. Otorohanga Community Board - AGENDA - 13 December 2012 Page 3 A proposed potential location for a playground area is shown on the attached plan. This includes part of the bush area at the south of the Reserve. It is not envisaged that this area will be completely cleared of bush, but that some equipment might be placed within it. The marked area is at least 30 metres from the road carriageway, and 12 metres from the adjacent skatepark and basketball half-court. These separations are considered necessary for matters of safety. The total area within the lines shown is approximately 1500m2. This is a relatively large area, more than twice as large as the area within Windsor Park that is currently occupied by playground equipment, so it would be expected that this would be ample for any likely immediate or long term development of a playground. At this stage there has been no detailed discussion of funding arrangements for development of such a playground, and it is understood that the intention is for a substantial proportion of any required funding to come from sources other than Council. The Otorohanga community does however currently have some significant funds available from recent sales of property in Otorohanga, and the Board could therefore contribute towards the cost of playground development if it wished to do so. Otorohanga Community Board - AGENDA - 13 December 2012 Page 4 Otorohanga Community Board - AGENDA - 13 December 2012 Page 5 Kiwiana-themed Playground Discussion held: 19th August 2012 Present: Ronelle Gordon, Ian Russell and Jo Russell Proposed Site of Playground: • Proposed Playground Site is located beside the existing skate-park, opposite Countdown Supermarket, on the corner of Maniapoto Street and Huiputea Drive. • Benefits of the proposed site o Visibility of the site to passing traffic on SH3 to attract travellers to stop and spend more time in Otorohanga o Adequate parking along Huiputea Drive o Location beside the existing skate park enables families to use both resources on the same site and to concentrate infrastructure required o The open space and location opposite Countdown Supermarket means the site is exposed and visible to the public at all times. The risks may be averted by the replacement of the overhead line. with an underground cable. Staff Recommendation It is recommended that: The request for the cost of upgrading the power line from the transformer to the water treatment plant be approved. Report Discussion A major hazard has been identified at the Otorohanga Water Treatment Plant on Rangiatea Road in relation to the proximity of the overhead power line to delivery vehicles and also the roof of the new extension to the treatment plant. The existing power line extends from the transformer on the edge of Rangiatea Road overhead along the metal access way to the plant (see attached plans and photographs). This hazard was initially identified when the operator of an I-HAB vehicle that delivers the heavy chlorine gas cylinders found it dangerous unloading the cylinders due to the difficult access to the plant and the low height of the overhead electric cables. Additionally, the new extension to the plant that is presently being built to accommodate the improved controls, automation and telemetry is particularly close to the cables and the plant operation will have to be shut down while the roof is being added to the new part of the building. There will only be less than one metre distance from the metal roof to the cables. This distance is inadequate to ensure safe operation of the plant and safety of the plant personnel. To resolve these safety issues, there are two options: • Replace the overhead line with a new cable running underground between the transformer close to Rangiatea Road and the water treatment plant. • Replace the overhead cable from the closest pole to the plant with an underground cable between that electricity pole and the plant. The cost of each of these options are - $9,300 and $4,500 (plus GST) respectively. Otorohanga Community Board - AGENDA - 13 December 2012 Page 8 The voltage and current of the existing cable are considered adequate for the present upgrade of the plant and therefore, no subsidy would be available from the Ministry of Health for any increase in electrical carrying capacity of a new cable. It would however, be beneficial to increase the voltage and current capacity of a new cable in order to meet any short or long term increase in the demand for water treated at the plant. It is considered to be more cost effective and would avoid any additional risks that may arise if the whole length of the line from the transformer to the plant be replaced by an underground cable.
