BRIAN T. CASTELLI
KEY QUALIFICATIONS
Brian T. Castelli brings more than 35 years of national and international experience in the energy field,
including expertise in energy efficiency, renewables, emission reductions, and electricity demand reduction.
Mr. Castelli participates in many energy program areas and was one of approximately seven energy experts
that conduct the Peer Review of Energy Efficiency (PREE) in the 21 APEC economies. He has also worked on
the Cooperative Energy Efficiency Design for Sustainability program, an APEC program designed to help several
developing economies design and implement EE measures in one sector at a time. Mr. Castelli’s countries of
work experience include Vietnam, Philippines, Thailand, Chinese Taipei, Malaysia, Brunei, India, China, Peru,
Chile, Morocco, Algeria, Italy, Germany, Bulgaria, Mexico, Finland, Argentina, Bangladesh, Japan, Russia, Brazil,
Honduras, France, Poland, Ukraine, Jordan, Canada and the United States. Prior to joining the Home
Performance Coalition as President & CEO, he was part of the Alliance to Save Energy’s senior management
team, Castelli ran his own energy consulting firm, and held numerous government energy organization
positions at the state, national, and international level. As a Presidential appointee in the Clinton
administration, Castelli served as Chief of Staff to the USDOE’s Office of Energy Efficiency & Renewable
Energy. He oversaw policy, program, and R&D efforts both domestically and globally.

As the President & CEO of the Home Performance Coalition, Mr. Castelli leads the organizations efforts to
coalesce the diverse residential energy efficiency industry into a strong and powerful voice on issues that will
advance the industry in improving the energy, comfort, health and safety performance of existing homes. The
organization conducts the premier training conferences and workshops on technical, policy, research,
programmatic and best practices in the industry today.

As the Alliance’s Senior Fellow, Mr. Castelli reported directly to the Alliance President and worked on key
issues related to energy efficiency programs and policies. He worked very closely with the International team
and the business development team and represented the Alliance on many Boards and Advisory Councils.

Mr. Castelli reported directly to the Alliance President and was responsible for leadership and management of
the programs and development operations. He had direct authority over the senior vice president of
programs and the vice presidents of Education and International. He also worked with the team leaders in the
areas: Buildings & Utilities, Industrial, Development, Education, International, and BCAP. At the Alliance, Mr.
Castelli led a team (consisting of the architects, a construction company, and the building owners) through the
process of becoming a LEED-CI Silver office with a high score in the energy efficiency category.
Independent Consultant, Falls Church, VA
As Federal Liaison to the California Energy Commission (CEC), Mr. Castelli prepared background information
for presentations on energy legislation at the federal level, coordinated the CEC Chair’s meetings with various
federal agency leaders and private industry, and prepared energy efficiency policy recommendations and
position papers for the Governor of California. As a consultant to NASEO, he coordinated a series of meetings
across the country on fuel cells and distributed generation stakeholders in both the federal and state
government sector and the private sector to increase the efficiency in commercial buildings. Mr. Castelli also
served as a Principal with the Center for Energy and Climate Solutions (a division of the Global Environment &
Technology Foundation) – a one-stop shop helping businesses and states adopt high-level strategies for saving
energy and cutting pollution.

Mr. Castelli managed 550 staff members and more than $1 billion in programs and research, development and
deployment initiatives and directed the development and implementation of energy policies and programs.
He was responsible for over-seeing and inputting to MYPs and AOPs (multi-year plans and annual operating
plans) each year and often prepared background information and analyses for the Asst. Secretary to respond
to public and congressional inquiries. Mr. Castelli oversaw the work of the Deputy Assistant Secretaries for
the Offices of Industrial Technologies, Building Technologies, Transportation Technologies, and Renewables.
He worked closely with the Industrial Technologies program on crosscutting technologies as well as the
Industries of the Future program.

Mr. Castelli led the state’s energy policies and programs, managed the state energy office and the
Pennsylvania Energy Development Authority and took the lead on responding to energy emergencies. Notably,
he developed a revolving loan fund for energy-efficiency measures and a “Green Buildings” program for
cutting energy use and costs in all commonwealth-owned or operated buildings and drafted legislation for and
implemented an alternative fuel program.

Mr. Castelli directed the financial and administrative affairs for this national non-profit firm, worked on many
energy projects involving utility efficiency programs for low-income residents and conducted
“Entrepreneurial” workshops nationally for minority businesses in energy industries.

Mr. Castelli directed all east coast operations for a minority consulting firm and managed two multi-million
dollar energy support service contracts and a staff of MBA’s, financial analysts, and energy analysts,
