TRAFFORD BUILDING CONTROL Guidance on Building Regulation Charges – Leaflet 2 Domestic Extensions and Alterations With effect from 1st April 2017 (VAT charged at 20%) The charges for Building Regulation work are required to cover the cost of the service with the exception of work that is carried out for the sole benefit of a disabled person that is charge exempt. There are two methods of establishing the charge for building work: Standard charges and Individually determined charges (IDC) (see section “Important Notes” later in document). Standard Charges: The charges for the majority of domestic extensions and alterations are standard charges and are listed in the tables below. The overall fee applicable when multiple extensions are proposed is based on the floor areas of all extensions being added together. Where any scheme involves multiple work, eg separate side and rear extensions, the fees quoted assume that all work is being carried out at the same time limiting the number of site visits required. If the separate items of work are undertaken at different times, necessitating extra inspections, then additional inspection fees may be chargeable. If you are carrying out a typical “build over” extension on top of an existing part of the building this will be treated for fee purposes as a single storey extension as per categories 1, 2 and 3. If you are carrying out extension works and / or multiple types of alterations at the same time, the authority may be able to reduce the standard charges for the alteration works; you should ask for an individual assessment of the charge for this type of work. If the charge for your building regulation work is not listed as a standard charge, it will be an individually determined (IDC) charge. The use of Part P registered electricians To reflect the local authorities costs, if relevant electrical work is carried out using a qualified Part P registered electrician the standard charges apply. If the relevant electrical work is not carried out by a Part P registered electrician, an additional charge will apply. A Part P registered electrician is a qualified electrician who also has the necessary building regulations knowledge to enable his accreditation body to certify his work. VAT) Any electrical work other than the rewiring of a dwelling The rewiring or new installation in a dwelling ** see examples below -4- Important Notes These charges have been set by the authority on the basis that the building work does not consist of, or include, innovative or high risk construction techniques (details available from the authority) and/or the duration of the building work from commencement to completion does not exceed 12 months. The charges have also been set on the basis that the design and building work is undertaken by a person or company that is competent to carry out the relevant design and building work. If they are not, the work may incur supplementary charges. When an application has been deposited and processed, a standard administration charge will be retained from the Fee Charge if the application is subsequently withdrawn by the applicant or agent. If an application is withdrawn, and site inspections have commenced, an inspection charge to cover the visit(s) will apply – see Fee Guidance Leaflet 4. Individually Determined Charges: If the work you are carrying out is not listed as a standard charge, the charge will be individually determined. This method of determining the charge applies to the following types of building work Applications subject to a reversion charge Building work that is in relation to more than one building Building work consisting of alterations and/or extensions to a domestic property Building work consisting of a non-exempt domestic garage or carport with a floor area over 50m2 Building work consisting of the installation of over 20 windows in a domestic property. The building work consists of, or includes, innovative or high risk construction techniques. The design or building work is undertaken by a person or company that is not considered competent. Regularisation Charges These charges are not subject to VAT. The charges will normally be based on the Building Notice Charge, plus an additional premium of up to 50%. If your building work is defined as requiring an individual assessment of a charge you should e-mail Building Control at: [email protected] preferably with ‘request for building regulation charge’ in the title of the e-mail and provide a description of the intended work or drawings.
