4th of July Coloring Contest
Warren County Fit Club Bootcamp
We love getting the kids involved and excited for the
4th and so we are having a COLORING CONTEST and
an ESSAY CONTEST again this year. All colored
pictures are displayed in the concession stand at the
park and the essay contest winner will get to read their
essay on the stage. Coloring pictures may be picked
up at the Milo City Hall or the Milo Library.
Come join us Tuesday, Thursday, and Saturday June 14th, 16th, 18th & 21st, 23rd, 25th for
PiYoLive, TurboKick Live, and Body Sculpt.
Age groups for coloring contest:
PK -1st grades
2nd - 3rd grades
4th -6th grades
Essay contest is open to 4th - 12th graders.
We are looking for the best essay describing why
they love the Milo 4th of July and or what their most
favorite memory is about the 4th in Milo. Essay
winner will receive $100.
Classes are $5 each and we will have a prize drawing
on the 25th for those who attend all 6 classes.
Classes will be held at the Milo Community
Center on Tuesdays & Thursdays 6-7 PM and Saturdays
at 8:00 AM.

MINUTES
CITY OF MILO COUNCIL MEETING
CITY HALL, 100 MAIN STREET, MILO, IOWA
MONDAY, APRIL 18, 2016 AT 7:00 PM
background information stating that the zoning
administrator and maintenance engineer had
rejected the application due to the fact that the
proposed breezeway would connect two separate
parcels and would be placed upon property lines
which is not allowed. Mayor Hall went on to say
that each parcel also has separate existing homes and
that is why the two parcels cannot be combined into
one parcel. Mayor Hall asked Ron Fridley if his
intention was to continue on to the Milo Board of
Adjustments for a variance to the zoning rule.
Fridley said yes. Motion by Sinclair to deny the
building permit. Motion died for lack of a second.
Discussion followed with council citing other
instances that this type of application has been
denied. Doss motioned to deny the building permit
application for a breezeway which would connect
103 Chestnut Street to 208 1st Street and forward to
the Milo Board of Adjustments a variance
consideration. Second by Sinclair. Ayes-all. Motion
carried. Mayor Hall asked Council if there was a
need to address chickens being kept as pets
within the City of Milo. Council discussed. Motion
by Doss to change the City Ordinance pertaining to
pets to specifically limit it to the animals listed in
the ordinance for pets and going forward pet
chickens will not be allowed within the City of Milo
because they will be specifically considered livestock.
Second by Graham. Ayes-all. Motion carried. Terry
Davis addressed council regarding following all
ordinances and not making special concessions if
there is not a hardship. Council reviewed the
March 2016 Warren County Sheriff’s Report and
the Milo 4th of July meeting minutes. Council
briefly discussed.
Milo City Council was called to order by Mayor
Hall at 7:00 p.m. Council answering roll call: Doss,
Graham, Uttley and Sinclair. Kinser was absent.
Graham motioned to approve the agenda. Second by
Doss. Ayes-all. Motion carried. Motion by Graham to
approve the consent agenda including April 4, 2016
council meeting minutes and accounts payable from
April 5 – April 18, 2016, in the amount of $6,596.56.
Second by Doss. Ayes-all. Motion carried.
OLD BUSINESS: Mayor Hall indicated that there
were no changes regarding the Waste Water
Treatment Facility Improvements. Mayor stated that
the City of Milo will be contacting Hall Engineering
to start reviewing the wastewater facility plan. Mayor
also shared that we are still waiting on the updated
DNR compliance timeline. Hembry was absent so all
items pertaining to him were tabled. Councilman
Uttley addressed the storm water run-off saying that
several culverts seem to have leaves and dirt build
up. Council discussed with Uttley making himself
available to prioritize the run-off issues.
DEPARTMENTAL REPORTS: No Report.
NEW BUSINESS: Mike Rosenberger, owner of
TRM Disposal, addressed council regarding his
contract and the need to increase recycling rates
due the location change of the recycling center and
the increase in recycling fees to TRM. The increase is
minimal at $.75 per household. Council discussed
the proposed contract changes. Motion by Graham
to approve the TRM Trash / Recycle Contract. Second
by Doss. Ayes-all. Motion carried. Mayor Hall
introduced the request to increase the City Park
flower budget by $20.00. Doss motioned to approve
$170.00 annual City Park flower budget. Second by
Graham. Ayes-all. Motion carried. Mayor Hall
introduced for motion the March 2016 Treasurer’s
Report. Doss motioned to approve the March 2016
Treasurer’s Report. Second by Graham. Ayes-all.
Motion carried. Mayor Hall asked Councilman
Doss to speak about his residency. Councilman
Doss updated council on his residency and stated
that he is looking for housing within the City of
Milo and should be able to obtain it within the next
few weeks. No action taken by council. Mayor Hall
introduced the building permit application for
103 Chestnut Street/208 1st Street which is asking
to place a small building on the property line
between the existing buildings. Mayor Hall shared
LONG RANGE PLANNING: While this item was
tabled by Mayor Hall. Councilman Uttley shared
with council that the parking at Centennial Park
should be addressed because during games people are
forced to park along the road and other places not
designated for parking. Council discussed several
options with Uttley offering to contact the Little
League Board for their suggestions.

council regarding the sidewalk along the school
which has not been completed. Council discussed
the sidewalk situation within all of Milo. Uttley will
follow up with the school board members.
ROLL CALL: Kinser, Graham, Uttley, Sinclair were
present. Doss was absent.
CONTRIBUTION TO THE INTENTIONAL
IMPROVEMENT OF MILO - Council reviewed the
S.W.O.T. information and discussed the plan for
the storm water runoff. Mayor Hall suggested
dividing the city into quadrants to help develop a
plan for the flow of storm water away from the city.
Councilman Uttley said that there is silt/soil in the
culverts and ditches that need to be removed.
Councilman Graham said that the main lines have
to be opened and then going forward the
homeowners would be responsible for the removal of
leaves and debris. Graham deferred the plan to Doug
Hembry and Mayor Hall said that showing citizens
that change is happening. Doug Hembry said that
the Primary School needs to present a plan as to how
they are going to flow the water off of the parking
lot. Another item of discussion was the sidewalk that
needs to be placed along the north side of the
Primary School. Council returned to the storm water
run-off topic with Mayor Hall asking where is the
best place to start? Discussion followed with Hembry
stating that along Belmont and up 4th Street would
be a good place to start. The East side of the City
Park. Council discussed that the City of Milo is really
flat and the flow is slow to drain at the north end
and options to help the flow. Hembry mentioned
Peanut and 2nd Street which flows into a single tile
and it keeps the yards flooded for days. Hall asked
what the next steps would be. Discussion followed.
IOWA MUNICIPAL POLICY LEADER’S
HANDBOOK REVIEW: Mayor discussed the
appropriate ways to interact with public concerns
and asked to be informed of any conflicts. Mayor
also asked council to encourage the public to attend
the council meeting to convey their concerns.
ADJOURNMENT – Doss motioned to adjourn at
7:59 p.m. Second by Sinclair. Ayes-All. Motion
carried.

Volunteers to Rock Babies
The Elzora Town Daycare Center is in need of
volunteers to rock babies. We are in need of help in
the afternoons. If you have some extra time and love
to contribute, please call or email Connie Neer at

Please note, a background check is required to work or
volunteer at the Elzora Town Daycare Center. This
check is paid for by the center and done through the
administrative office of the Southeast Warren
Community School District.

2015 Milo Water Quality Report
Amazing! Awesome! Iowa for Kids!
Thursday, June 2nd at 3:30 p.m.
Starting June 1, 2016 you will be able to view the
Milo, Iowa annual water quality report on-line at
www.cityofmilo.com/2015-milo-water-quality-report.
This report contains important information about
the source and quality of your drinking water. Please
call City Hall at 641-942-6241if you would like a
paper report delivered to your home
Many elementary-age youngsters are just
developing an awareness about the state they live in
and what makes it so special.
This program by Dan Kaercher focuses on the
basics: What is a “state” anyway, and how does it fit
into our nation and the world? I use hands-on props
and several brief activities that instill a sense of pride
about Iowa and what makes it unique ... all on a
level young children can relate to (Dan is a
grandparent and the husband of a retired teacher).
We talk about how Iowa is famous for many foods
that farmers grow here and ship around the world;
our state’s varied landscape and the critters that
inhabit it; our climate, weather and seasons; what
Iowa looked like in prehistoric times and the
creatures that roamed here eons ago; some famous
Iowans past and present (presidents! movie stars!
champion athletes! a woman astronaut!); incredible
inventions from Iowa; and a few amazing sights that
kids and their parents can visit as they explore the
Hawkeye State on their own (such as our new and
old capitols, zoos and science centers, the Mississippi
River parks, the Loess Hills, and our great State Fair).
Both children and their parents/grandparents who
attend will learn a lot and enjoy the content of this
program. Program will be held at Milo Public Library.
Library News
The Milo Public Library will host another
Humanities Iowa Program on June 2nd. We will have
Dan Kaercher returning to the library to share his
“Taste of Iowa” program. I believe this program will
be at 7 p.m. He will also be doing his “Amazing!
Awesome! Iowa for Kids!” program in the
afternoon. I am shooting for a 3:30 p.m. start time
for this program. I need to talk a little further with
Mr. Kaercher before I set this time in stone. Watch
Facebook and local flyers for times.
We are totally gearing up for Summer Reading
Program. Our theme this year is “On Your Mark, Get
Set, Read!” Please get your child registered today for
this program. It will be June 9th, 16th, 23rd and
30th. It will run from 9 a.m. – 11a.m. on all of these
dates. If you have child that is in K-3rd grade, sign
them up today.
Alright, BINGO was so well attended last
month that I am planning on continuing through
the summer. We will have BINGO on Tuesday,
June 21st. Everyone come out and play BINGO at
the library.
During the months of July and August the Milo
Public Library will be offering one on one reading
help to any student that needs or wants to
participate. Each student will receive ? hour with
either Nancy or Renee at the library. During this
time we will have the student read aloud to us, play
some reading games and do various activities that
will help them with their reading skills over the
summer. This program will be by appointment only
and will only be scheduled on Thursday and Friday
afternoons during the months of July and August. If
you would like your child to receive reading help
this summer please contact Renee or Nancy at the
library. Our telephone number is 641-942-6557.
The library is seeking donations of bottles of
soda pop. Size of the bottles does not matter. Flavor
also does not matter. Please bring them to the library
by June 15th. It is for an activity that we are doing
for summer reading program.
CALLING ALL VOLUNTEERS!!
Centennial Park Memorial Garden
The City of Milo has partnered with the Warren
County Master Gardeners to create a beautification
project for Centennial Park Memorial Gardens.
Master Gardener Sue Thompson and her husband,
Master Gardener intern, Royce Thompson have
dedicated many hours to clearing and implementing
an updated plan for the memorial garden. Students
from the Southeast Warren School District have also
spent a few afternoons in the garden under the
direction of Royce and Sue Thompson. Much of the
planting is completed and some of the mulching too.
In the next month, the garden will need a little
extra TLC. So if you have an hour or two to spare,
grab your rakes, shovels and pruners and come
to one or all of the workdays and be part of the
garden party!

the FY2016 Budget Amendment for May 23, 2016 at
7:00 p.m. at City Hall.

council meeting minutes and accounts payable from
April 19 – May 2, 2016, in the amount of $55,361.56.

OLD BUSINESS: Mayor Hall indicated that a
letter has been sent to Hall Engineering along with
a copy of the facility plan asking what the next
steps in the process will be. Mayor inquired if the
bids had been received yet for the Maintenance
building lean-to or the salt/sand bunker and
enclosure. No bids received yet, items were tabled.
Regarding the storm water run-off, Councilman
Uttley said that he had dug out a few culverts which
were plugged by leaves. Discussion turned to
homeowners being pro-active with cleaning their
yard debris from ditches and culverts.
PUBLIC COMMENTS: None.
PROPOSITIONS AND REMARKS FROM MAYOR
AND COUNCIL: Mayor Hall shared that Southeast
Warren after Prom sent a thank you note for our
donation. Another thank you was shared from the
Warren County Leadership Institute which
Councilman Uttley attended at Milo City Hall. Diane
Hall informed council that Milo did not receive the
Warren County Philanthropic Grant for the seasonal
lighting but will re-apply for the fall cycle.
DEPARTMENTAL REPORTS: Doug Hembry told
council that local mosquito control would be the
same as in prior years. Hembry shared with council
the asphalt overlay project involving several streets
within the City of Milo. Bids were presented.
Discussion followed. Motion by Graham to approve
Norris Asphalt Paving in an amount not to exceed
$130,000. Second by Doss. Ayes-all. Motion carried.
Hembry then presented lighting options for
updating City Park pole lights. Discussion followed.
Motion by Doss to approve updating the City Park
pole lights. Second by Uttley. Ayes-all. Motion
carried. Mayor Hall asked Hembry to elaborate on
recent park updates. Hembry stated that City Park
received new counters, sinks and lighting.
Centennial Park was updated with new faucets, hot
water and new lighting.
ADJOURNMENT – Doss motioned to adjourn at
7:32 p.m. Second by Sinclair. Ayes-All. Motion carried.

Everyone knows that the Midwest and Iowa are
the breadbasket of America and indeed the entire
world. Not only do we grow an amazing number of
crops in our region, from corn and soybeans to
asparagus, blueberries and cranberries …. we also
have some of the best eateries and cooks anywhere!
Pizza, barbecue, steaks, pies, ice cream and much
more … it’s all waiting to be tasted right here in
the Heartland. Hungry yet? Join well-traveled and
very well-fed retired Midwest Living Editor-in-Chief
and former IPTV Host Dan Kaercher for a culinary
tour of the famous foods and food traditions of the
great Midwest and Iowa! Program will be held at Milo
Public Library.

reading of Ordinance 2016-579 Chapter 106.01 § 1:
Collection of Fees. Motion by Doss to approve the
ordinance as stated. Second by Sinclair. Ayes-all.
Motion carried. Motion by Graham to waive the 2nd
and 3rd readings of Ordinance 2016-579. Second by
Uttley. Ayes-all. Motion carried. Mayor Hall
completed the first reading of Ordinance 2016-580
Chapter 55.01 § 9: Definitions of Livestock. Motion

back the adult CO-ED SOFTBALL TOURNAMENT!

sign up and there will be a maximum of 20 teams.

For anyone interested in playing adult co-ed
softball this year it is $120/team. Tournament will be
held Saturday July 2nd and Sunday July 3rd.

10th. Minimum of 8 teams need to be signed up in
time to have tournament.

Saying Good-bye
Change comes, welcome or not. Lynnea Young will
retire after nearly forty years teaching, all but five of
which with the Southeast Warren Community
Schools. Years ago, Nea had one of those lifethreatening life-altering moments. I didn’t see much
of the “before,” but I can testify to the “after.” I have
seen few people as committed to full use of every
moment. And no small part of that precious time
she’s devoted to broadening the horizons of her
students. It’s not surprising that she’s stretched and
pulled young minds into music and through theater.
But more, she’s worked to see her small town and
rural students appreciate a world bigger than
Indianola, Des Moines, and Knoxville. While Public
Education is often hostile to the faith entwined
inextricably with our history, it has not found a
method, yet, to rip such faith from the human heart.
Lynnea Young is unlikely to forget her near face-toface encounter with her Creator, which has “quietly”
guided her. I can only imagine that it will continue
happily to do so. Lynnea, I offer a personal thankyou for all the things you told me about my
children, and all the things you didn’t.
Band and Talented and Gifted (TAG) teacher Leslie
Gartin will also leave. Though her time at SEW has
seemed all too brief, many will miss her musical gifts
as well as her nimble mind and sense of humor. I
know she had a long commute, which should be
much smaller to her new school. Fortunate they are.
Marcia Williams thank-you! The Bible tells us that
we reap what we sow. You have spent over 40 years
teaching at Southeast Warren. And you hold the
current title of having the most years employed by
the district. You’ve made the SEW Primary Center
home for a long time. And you’ve been steadfast,
patient, and kind. I have to believe your harvest will
be great, and well deserved.
Julene Ripperger, you’ve hauled district kids for 30
years? I suppose that is possible, because you’ve
hauled my children for 23. I don’t know anyone
who worried about their children while those
children were in your care. That includes those times
when things went wrong. Our family wishes you
every happiness with your future plans.
Beryl Presley, I did not know that you were
fighting cancer as well as the effects of its treatment.
Only now can I begin to speak of your passing. I say,
without fear of contradiction, that you may well
have been the best kindergarten teacher of your
generation. (See what I did there? No slight to Billie
Crowe.) I’m grateful you taught all my children.
Several of whom acquired a love of Skittles in
addition to a love of learning. You “got” Braden’s
sense of humor. I know he was dumbfounded that
you EVER left the Primary School. Finding you at
Walmart one afternoon rocked his world. You
welcomed Tristan and his Teaching Associate, Sherry
Dittmer. I have often wondered whether those in
Heaven can observe those of us on earth. If you can
see Tristan today, I hope you take your share of
satisfaction in the man he has become. Autism,
particularly in little kids, can be unnerving. You
never blinked. That innate goodness wasn’t reserved
for Tristan alone. Though you gave liberally, your
cup never diminished. It is one of the great honors
of my life to have called you, “friend,” and
sometimes “co-conspirator.” God rest you. I’m
betting the frozen yogurt where you are is first rate.
I haven’t always had the opportunity to offer a
proper good-bye and thank-you. I’m grateful to have
the chance this time, though my words seem
insufficient.

Milo Lions
Ilyse Putz, daughter of
Gilbert and Paulette Putz,
will receive the 2016 Milo
Lions Scholarship. Ilyse
plans to attend the College
of Saint Benedict and Saint
John’s University of
Collegeville, MN, where
she plans to study
Environmental Science and
Biology. And yes, the twin
schools are an hour north of the Twin Cities.
On a personal note, I will say that it is my hope
that someday the Milo Lions Club will have more
than one annual scholarship to present. Last year we
could have used three. This year we could have used
four. Ilyse is the soul of humility. If she wasn’t, then
she could be rightfully proud to be chosen from
among some extraordinary classmates. As I rehearsed
the presentation for SEW’s Awards Night, I kept
calling the name of one of those other classmates. To
my tremendous relief, I called the right name when
it counted.
Your Milo Lions hosted a Lions Zone Meeting
Saturday May 28th. Hopefully, some of us now know
a bit more about the benefits of website use for our
club. Here’s hoping!

Southeast Warren Dollar for Scholars
Magic and Illusion of Mike Oz
We had another successful Trivia Night in April.
We raised over $2,000 for scholarships for graduating
seniors at SEW! Thank you to everyone that attended
and donated. We couldn’t do it without you.
We awarded 19 scholarships to SEW seniors at the
Senior Awards night on May 17.
The Donor Club board in the Liberty Center
cafeteria has been updated. We appreciate any and
all donations. This is the 30th year that the
Southeast Warren Scholarship/Dollars for Scholars
organization has awarded scholarships. In that time,
we have awarded 596 scholarships totaling
$252,075.00.
A special thank you to family and friends of Patti
Chumbley and Beryl Presley for all their generous
donations.
Monday, July 4-make plans to have breakfast in
Milo at the Community Center from 7:00-10:00am.
$6.00 for 13 and older, $3.00 for 6-12 and 5 and
under eat for free. Pancakes, eggs, sausage, toast,
juice and coffee will be served. All proceeds go to
Dollars for Scholars.

The Milo 4th of July Committee is pleased to
announce The Magic and Illusion of Mike Oz Show
at the Milo 4th of July this year. There will be a show
on the stage at 1:00 PM and another at 4:00 PM.

Milo’s Got Talent – 4th of July
Milo’s Got Talent Show July 4 at 4:30 PM on the
main stage.
• New sound system with improved speakers and
wireless mic!
• Piano and CD player will be available to use.
• Acts must be wholesome, uplifting and appropriate
for all ages

Tournaments on the 4th of July
4th of July Parade Theme
Hey everyone! We have 7 teams signed up for the
co-ed slow pitch softball tournament so far. We
need one more to sign up to reach our minimum
number for the tournament! It’s $120 per team and
we will be playing Saturday, July 2nd and Sunday,
July 3rd. Contact Dusty Dykstra at 515-423-3032 for
more details.
We will be having a bags tournament on the 4th.
Cost is $20 per team for double elimination. Bags
tournament starts at 2pm.
There is a volleyball tournament the day of the
4th starting at 1pm. Cost is $100 per team. Winning
team gets $200 and runner up will get $100.
We would like to have the water fights again
this year! We need to have a minimum of 6 teams to
pre sign up to justify the firemen setting up the
equipment for this to run. Participants must be 18
years old please.
NEW THIS YEAR... we will be having a STREET
PONG TOURNAMENT on the 4th starting at 3:30pm.

This is in honor of the 130th anniversary of the
dedication of The Statue of Liberty.

floats in the parade this year!

The Milo 4th of July Committee is looking for
volunteers for during the event for help at the raffle
ticket stand, information booth, first aid booth,
talent show, set-up, clean-up, kiddie games, and
volleyball. If you are able to donate an hour to help
or know of a group that would be willing to

Milo City-Wide Garage Sale
The annual Milo city-wide garage sale day is
always the first Saturday of June. This year it will
be June 4th.
The date will be published in the Indianola RecordHerald and on Facebook and Craigslist. Contact

Beginning/Young Farmer Meeting
There will be a beginning/young farmer meeting
on Wednesday, June 8 from 9 a.m. to 12 p.m at the
Lester Building, Warren County Fairgrounds,
Indianola.
Steve Ferguson with Iowa Finance Authority will
discuss tax programs, loan participation programs,
young and beginning farmer loans and more.

City of Milo Ordinance 46.01 CURFEW. “The
Council has determined that a curfew for minors is
necessary to promote the public health, safety,
morals, and general welfare of the City and
specifically to reinforce the primary authority and
responsibility of adults responsible for minors; to
protect the public from the illegal acts of minors
committed after the curfew hour; and to protect
minors from improper influences and criminal
activity that prevail in public places after the curfew
hour… 2. Curfew Established. No minor shall be in
a public place between the following hours: Sunday
– Thursday 11:00 pm – 5:00 am and Friday –
Saturday 12:00 midnight – 5:00 am …” The complete
