FROM: Keith Dambrot, chair NCAA Men’s Basketball Rules Committee Brad Duckworth, chair NCAA Women’s Basketball Rules Committee SUBJECT: Basketball Court Markings. On behalf of the NCAA Men’s and Women’s Basketball Rules Committees, this is to advise that at the May 9-12, 2017, playing rules committee meetings, the committees agreed to recommend to the Playing Rules Oversight Panel (PROP) the following rules changes related to basketball court markings effective with the 2017-18 season: • The women’s committee voted to increase the size of the restricted-area arc from 3 feet to 4 feet. (Please note that institutions are encouraged, but not required, to remove the 3-foot restricted area arc.) • Both the men’s and women’s committees voted to extend the coaching box by 10 feet (from 28’ to 38’) towards the division line. The line should be placed outside the boundary line. It also should be 2-inches wide and a minimum of 2-feet long. It is recommended that the line be painted, however, a taped line is permissible. (Please note that the current 28-foot hash marks should not be removed since these are useful for other rules.) • The women’s committee voted to permit the team that advances the ball to choose which side of the playing court to inbound the ball. It is recommended, but not required, that a two-inch long by two-inch wide line be extended out-of-bounds from the sideline opposite the scorer’s table. This optional line can be painted or taped. With regard to next steps, please note the following: • A two-week comment period survey will be sent later this week to all Division I, II and III head coaches, athletics directors and commissioners seeking feedback on these (and other) proposed rules changes. Both committees will look forward to receiving your feedback.
