Dear Mr. Pacheco,
BlueLine Properties, LLC along with our co-development partners Summit Road Capital and DESMAN, "a
tri-venture" are pleased to provide a qualified response to the above referenced RFP. We are excited about
the prospect of participating in the further re-development of what will serve as a focal point of future tourism.
We understand that this Phase I project is critical to the future elements of the Pueblo Regional Tourism program and our objective is to assist through feasibility, financing, marketing and construction while ensuring
that 75% of the dollars stay in and around the county seat. Summit Road Capital has already made an
investment in Pueblo, having purchased the Ramada near Eagleridge.
Like any great construction project, our team was built from the foundation up. This started with selecting a
respected local General Contractor, Cortez Construction. In doing so, we wanted to ensure that we could
engage and involve local subcontractors, meeting the goal of keeping the money in Pueblo. Our team also
intends to source home grown architectural and engineering firms to round out the design.

Craig is Founder and CEO of Summit Road Capital LLC, a leading Commercial Realty development firm. Craig has decades of experience in Realty, Finance, Equities, Entrepreneurial
activities, Strategy, and more. Most recently, Summit Road Capital acquired the 111-room Ramada Inn Pueblo. The team is currently making substantial renovations and upgrades, while
also pursuing marketing enhancements, operational initiatives, and cost reduction efforts.
Previous to that, Summit Road Capital acquired a 95-unit apartment building in St. Louis MO.
The team has improved the property, repositioned this asset, and ramped cash flow. Summit
Road Capital continues to make competitive offers on MFU Apartment and Hotel assets in
attractive markets around the country, and expects to acquire additional properties in coming
months.

From 2002-2013, Craig was an award winning and highly acclaimed semiconductor equity
research analyst for firms like FBR Capital Markets and Smith Barney Citigroup. He was a
top institutional vote getter at investment firms like Fidelity, Wellington, Columbia and others.
During the dot-com period, Craig worked at Intel Corporation’s finance department, closing the books, driving company forecasts, and working to maximize cash. Craig has also
Co-Founded a specialized e-commerce vendor, and pursued other Tech-Startup consulting
and entrepreneurial activities.
With over 25 years of extensive experience working hands on and in the management of
construction services, David has developed an advanced knowledge of the construction industry and in particular, federal construction contracting.
David founded BlueLine Building Services, Inc. in 1997. His professional construction background has been developed in both the federal and private sector for commercial I industrial
projects. Since the inception of BlueLine, David’s primary focus has been on securing multiple
multi-year Task Order based construction contracts . BlueLine has successfully been awarded
four such contracts, while still performing other competitive and negotiated contracts for various entities.

David's direct project involvement has included many special projects, including the oversight of BlueLine operations for the 2005 Organization of American States Summit in Fort
Lauderdale, FL. This requirement was in support of the US Department of State and Secretary
of State Rice.
Stephen is a recognized leader in the parking consulting industry for his innovative and
creative approach to solutions pertaining to architectural design, master planning, and transportation. He has 30 years of national and international experience on a broad range of
projects, which include involvement on over 300 parking facility designs and transportation
planning assignments covering roughly $10 million in professional fees and $2 billion in
construction cost.
STEVEN REBORA, RA
Steve understands the importance of implementation of a project based on client requirements and will utilize all the necessary company resources to assure a successful project. One
of Steve’s marquee projects is The Children’s Hospital of Colorado Parking Garage, where
his unique expertise in functional design led to a reduction in the size of the garage and construction cost without sacrificing patron safety or reducing the number of target parking stalls.

accomplished in a cost-effective manner.

Hyatt Pueblo LLC would serve as a new hotel in the Historic
Riverwalk area of downtown Pueblo.
This hotel will tie into the eventual Pueblo Convention Center
expansion and will co-locate with the Professional Bull Riders
University (PBRU).
These are two key components of the Pueblo Regional Tourism
Project and demand drivers for this 5 Star hotel.

SUPPLEMENTAL INFORMATION
THE PARKING GARAGE
One of the structure components of the project is parking. The
parking structure will augment existing parking stock to support
the convention expansion, the PBRU, and critically the hotel.
Our team will evaluate the existing parking, traffic patterns, displaced parking, make recommendations etc., to determine current
and future needs and accessibility.
Critical design considerations will be pedestrian connections, traffic circulation, accessibility, security and control. Discussions with
stakeholders will determine whether or how to address the need
for valet, metering, and special event traffic management.

The examples shown are at the higher end of the spectrum in
terms of design, however our selection of DESMAN to our team,
presents a unique offering in that we have one of the nation's top
parking consultants that also happen to be a full service design
firm capable of providing design management. This would afford
us the opportunity to utilize local architectural and engineering
firms to support the entire effort.

SUPPLEMENTAL INFORMATION
PROPOSED ENTERTAINMENT
DISTRICT
Our team envisions a downtown Entertainment Complex anchored by a theater, which could be a hybrid drafthouse and
playhouse. This would create a demand for additional business (such as dining) to locate there as well. Above is a map
showing a proposed location. The existing site is about two acres and we would need to accommodate an approximately
40,000 sq ft facility. There have been prior discussions with a prospective tenant and through our existing relationships we
have multiple retailers that have an expressed interest. Our team also has experience in developing restaurants, as evidenced. The retail component would be in the neighborhood of 20 to 25,000 sq. ft.
In the center of downtown Pueblo, this project could be the catalyst for a
renewed Commercial District.
