TENDER CONDITIONS AND INSTRUCTIONS FOR SUPPLY OF ICP-MASS
SPECTROMETER SYSTEM.
1. Sealed tender will be received by the Director, DRDO-BU CLS 15 days from the
date of publication for the supply of “ICP-Mass Spectrometer” for DRDO-BU
CLS.
2. The tender shall be submitted in the sealed cover super scribed as “Tender for the
supply of ICP-Mass Spectrometer” for DRDO/Pur.Equip/OpenTender/2011/1.
3. The tenders will be opened by the Director/ Representative, DRDO-BU CLS in
the presence of the tenders who present and the tender date will be informed
latter.
4. Tender shall be accompanied with an EMD as mentioned below in the form of
DD drawn in one of the Nationalized banks in favour of “The Director,
DRDO-BU CLS” payable at Coimbatore. Cheques and Bank Guarantees will
not be accepted. Tenders without EMD shall be summarily rejected. EMD will
not carry any interest.
5. Tenders received late will be returned to the tenderer unopened.
6. The entries in the tender schedule shall be as for as possible without scoring,
corrections and over writings and shall be legible. The unavoidable correction or
scoring shall be attested by full signature of the tenderer. The tenderer should sign
on each page of the tender document.
7. In the tender schedule the tenderer should quote his rates for each item separately
in figures and words in the corresponding column.
8. If the rates quoted in the schedule differ in words and figures, the lowest quoted
rate will be taken. The unit rates quoted in the schedule are those governing
payment.

9. Taxes or any other charges if any shall be clearly mentioned specifying the
percentage. If this is not specifically mentioned it will be taken that the rates
quoted are net.
10. The rate quoted shall be for delivery Bharathiar University Campus.
11. No revision of rates at any cost will be accepted.
12. Tender documents are not transferable.
13. Tenders shall be submitted only in this official form and the tenderers should sign
on each page of the all tender documents and enclosed without any omission.
14. The tender shall be valid for a minimum period of 90 days from the date of
opening. Tenderer should not withdraw his tender after the tenders are opened. In
case the tender is withdrawn after if opened, the EMD remitted will be forfeited.
15. The EMD of the unsuccessful tenderer will be refunded after the tenders are
disposed by the competent authority. For the successful tenderer it will be
refunded only after execution of the order.
16. Successful tenderer shall remit a security deposit of 5% & 5.5% of the accepted
tender value separately and execute an agreement on stamp paper to the value of
Rs.50.00/- Failure to execute the agreement within the stipulated time will entail
in forfeiture of the EMD. Security Deposit will be refunded after audit/ warranty
period is over.
17. The materials should be supplied within stipulated period mentioned in the supply
order. If it is not made within the period the supply order will be cancelled and
EMD forfeited.
18. The materials quoted shall confirm to ISI standard. The make of the materials shall
be mentioned in the tender.
19. Any dispute arising out of this contract shall be settled only on the court having
jurisdiction of Coimbatore.
20. The authority competent to accept the tender reserves the right to reject or accept
any tender without assigning any reasons there for.
21. Regarding the acceptance of supply with reference to the specifications and quality
of materials supplied the decision of The Director, DRDO-BU-CLS shall be final.

Technical Specifications for Tender:
1. ICP-Mass Spectrometer:
Description
ICP-Mass Spectrometer Analysis System shall include
the following:Sample Introduction:
 The sample Introduction system should have very
low dead volume with uptake rate as low as 0.25
ml/min to reduce the waste generation.
 Close coupled, three-channel integral peristaltic
pump, computer controlled with automatic start,
stop and tubing saver mode.
 The sample Introduction system, Torch, Injector &
cones should be easily accessible to both right
hand & left hand users with same ease.
Ion Source and RF plasma:
 Computer controlled 40/27 MHz RF generator
operating from 500 to 1600 watts for automatic
control of torch ignition, shutdown, and system
warm up.
 The RF generator must electrically decouple the
plasma from the ion optics and allow independent
adjustment of the ion optic parameters and the
plasma conditions.
 The RF Generator and load coil must not require
water cooling.
 Plasma ignition shall be accomplished without
having to move the torch from the analytical
position– eliminating the need for time consuming
torch position re-optimization when plasma is
turned off or is accidentally extinguished.
 The system must not use any Shield or Plasma
screen requirements to prevent the secondary
Discharge from the cone Interface. Please specify
clearly the BEC values for Ni & Pt for both Platinum
& Nickel cones.

cones with minimum 1.1 and 0.9 mm diameters to

minimize signal drift.to eliminate the need for any
extraction lens system the Instrument must be
provided with a Hyper skimmer cone to eliminate
maintenance inside the vacuum region or analyser.
Rapid mounting and removal cone design,
requiring no screws or fittings to be made.
To reduce maintenance requirements and system
background equivalent concentrations (BECs), the
system should not utilize any extraction lens or Ion
Guide behind the skimmer cone.ted literature. The
supplier should clearly indicated in the extraction
lenses or Ion Guide is being used in the system, No.
of extraction lenses to be maintained, period of
maintenance, & if maintenance & cleaning of
lenses needs to be perfumed by qualified service
engineers only.
Ion Focusing System:
 The ion focusing system should be lens free
system with no extraction system or complicate Ion
guide. The Cone Geometry & the Ion deflector
should shape the Ion beam in to analyser,
removing all neutrals & Photons from the Ion path
keeping the Cell ( collision & reaction ) as also
entire Analyzer inside the vacuum chamber.
 The Ion path must be maintenance free and
should not require any service engineers for
maintenance of system.
Quadrupole Assembly
 The quadrupole mass filter shall preferably utilize
gold metallized ceramic rod technology for best
stability and exceptional resolution or better then
0.4 amu .
 The analyzer quadrupole must have the ability to
discretely control the resolution of selected mass
regions dynamically, without affecting the overall
nominal resolution of the system for non-“customcontrolled” mass region.
 The Mass range should be from 3--275 Amu or
more to allow the analysis of radioactive elements
& Actinides.
 The Dwell time should be as short as 0.1 ms. For
fastest settling.

The peak hopping set should be < 0.2 ms regardless

Ion Detector Assembly:
 The ion detector is a simultaneous dual-stage ETP
discrete dynode electron multiplier, and allows
element concentration calibration over a full 9
orders magnitude of dynamic range in a single scan
using both analog and pulse ion counting mode,
and is protected against overload in both pulse
counting and analog counting mode.
 he data acquisition rate should be 5000amu/sec. or
more.





Cell Technology-The system should be provided with a Cell
technology to remove polyatomic & Isobaric
Interferences.
The Cell m ust operate in both Collision mode using
a Inert Gas & Energy Barrier in Kinetic Energy
Discrimination mode using an energy barrier &
pressurizes passive cell.
The system must also have capability to be used as
Dynamic reaction cell using a reactive Gas to
chemical move the Interference from the analyze
path or moving the Analyze from Interference by
using a scanning Quadruple or reaction cell in
tandem with main quadruple. The Reaction cell
System must work Low & High Mass cut off using
the Quad scanner & allowing only a specific M/Z
ration Ion to be ejected from the reaction cell. The
Cell in reaction mode must knot use the but a true
scanning reaction cell to eliminate the
Interferences 100 &. The cell should not require
any cleaning of maintenance & should be self
maintained for either in Collision or reaction
mode.
The Cell must have capability to use 100 % reactive
Gas ( Methane, Oxygen,. Nitrous Oxide, Carbon
Monoxide, Hydrogen, Methane Fluoride, or any
other reactive Gas with no restriction of choice of
gas. ) The Gas must not be mixed with an Inert Gas
like Helium 7 cell must be capable of using reactive
Gas in its pure form.
The system must have capability to run the
Instrument in all three modes Standard Mode ( no

2. The University is eligible for exemption of Central Excise Duty as per the Govt.
Notification No.10/97 Central Excise Dt.01.03.1997. Hence the item price may be
quoted separately (i.e.) Unit. Price & Taxes etc. only. The University will be given
necessary exemption form for Central Excise. It is also eligible for customs duty
exemption as per the Govt.Notification No.51/96 customs dt.23.07.1996.
3. The firm may be quoted the rate as per the tender specification, the rate quoted by the
firm will be considered if it is only as per the tender specifications. If there is any
deviation of specification from the tender specification, the tender will not be
considered.
4. The firm has to provide clear compliance statement with respect to the specifications
