The Director, Centre for Airborne Systems (CABS), DRDO (Ministry of Defence), Belur,
Yemalur P.O, Bangalore – 560037 on behalf of President of India invites techno
commercial offers (Two Bids i.e., Techno-Commercial Bid and Price Bid separately) from

For Indigenous Seller: The payment will be made as per the following terms, on
production of the requisite documents:-

Payment Stages
50% Payment will be made after delivery of (1) TCAS II with control Panel and
ADS-B feature (Airborne)-Quantity 2Nos & (2) TCAS directional antenna with
mating cable/connectors-Quantity 2Nos &functional acceptance by inspecting
agency.
40% Payment will be made after demonstration of TCAS functionality in
standalone mode and integration with customer furnished IFF transponder
(CABSTxp600L) in lab-Qty-1 Lot
Balance 10% Payment will be released after completion of warranty/guarantee
period. This can also be released on furnishing an irrevocable bank
guarantee/DD in the prescribed format for the equivalent amount valid for the
duration of such warranty/ guarantee, wherever applicable

Balance 10% Payment will be released after completion of warranty/guarantee
period. This can also be released on furnishing an irrevocable bank guarantee,
from first class bank of international repute, for equivalent amount valid for the
duration of such warranty/guarantee, wherever applicable.
A definite, assured delivery schedule should be indicated. Delivery beyond the
accepted delivery schedule will be subject to recovery of liquidated damages @
0.5% for every completed week of the delay in delivery upto a maximum of 5%.
The Director, CABS also reserves the right to cancel the supply order allowing 2
weeks notice, in case of delay in supply.
EMD of Rs. 2,00,000/- must be enclosed in the form of a crossed payee DD
Drawn in favour of Director, CABS payable at Bangalore. Demand Draft should
be enclosed with the Price Bid Only which will be opened during TPC/NC.
Tenderers will certify in the Techno Commercial Bid that EMD amount as
applicable has been enclosed in the Price Bid disclosing the amount. However, if
Earnest Money Deposit is not found enclosed with the Price Bid, the offer would
not be considered by TPC/NC and the bid would be treated as technically
rejected.EMD is exempted to registered vendors of DRDO and any other Indian
Govt Departments (Such vendor should enclose valid registration certificates
along with their Technical Bids.)
Successful vendor must provide Security Deposit @ 10% of the order value within
15 days after receipt of tender acceptance letter before release of supply order
failing which EMD will be forfeited or vendor registration will be cancelled. The
requirement for Security Deposit cannot be waived.
Concessional sales tax certificate will be provided by us, if applicable. Percentage
of sales tax payable if any must be shown separately in the quotation. Offers
showing “prices inclusive of taxes” or “taxes as applicable” are liable to be
rejected. Applicable, Custom Duty Exemption Certificate will be provided by
CABS. Therefore, price quoted should be Custom Duty exclusive.
Quotation received without payment of tender fee will be treated as unsolicited.
You are requested to note that the original copy of the Tender Enquiry document
is to be enclosed in two separate envelopes. The first envelope should contain
techno-commercial bid and to be marked “TECHNO-COMMERCIAL BID” and the
second envelope containing only Price Bid should be marked as “PRICE-BID.
No request for extension of the due date will be considered.
The vendors who do not accept our standard commercial terms are liable to be
ignored. A categorical confirmation of acceptance of all our terms and conditions
will enable speedy processing of the offers.
Offers by fax are liable to be rejected.
To enable us evaluate your techno commercial proposal meaningfully, you are advised
to forward details of your company profile including financial status, turn-over technical
resources available, similar tasks executed earlier and any other information that you
think would help us in the technical evaluation.

Technical and commercial bids should be submitted in two separate sealed covers super
scribing the above reference number. Tender forms with detailed specifications will be
issued on non-refundable payment (Amount specified against each item) in the form of
DD in favour of “The Director, CABS, Bangalore” payable at Bangalore from a
scheduled Bank except HDFC, ICICI and AXIS Bank. The forms will be issued between
14.00 Hrs and 16.00 Hrs on all working days till 30-Dec-2014 Tender forms are to be
collected in person by local firms and will be sent by post only to outstation firms on
specific request. Tender Fee is not applicable to registered vendor of DRDO ( They have
to enclose copy of valid registration certificate along with their offer). The last date for
submission of completed tender form is 31-Dec-2014 before 1000 Hrs & Date of
Opening tenders 31-Dec-2014 at 1030 Hrs. The Tender forms can also be downloaded
from website www.drdo.org. The Director CABS reserves the right to accept or cancel the
Tender in full or part thereof. Director, CABS is not responsible for postal delays.
