Dear Supporters,
We are celebrating Georgia CASA’s 25th anniversary this year! We are grateful to our founders – Kathie
Gannon, Karen N. Sibley and Nicki Vaughan – who had a vision in 1988 to bring a program to the state to
advocate for the best interests of Georgia’s dependent children, helping them to find safe, permanent homes
where they could thrive. Remarkably, during the past 25 years, over 22,000 CASA volunteers have advocated
for permanent homes for over 101,000 abused and neglected children. On an annual basis, CASA volunteers
in Georgia spend over 145,000 hours working with children! This is an amazing testament to how valuable and
crucial the CASA program is to Georgia’s child welfare system, as CASA volunteers from your community
have the time to speak out and stand up for the best interests of these children every day. CASA volunteers
have a legacy of giving abused and neglected children a voice in their own destinies and hope for a better future.
Thank you so much for your commitment to helping Georgia’s abused and neglected children through
your support of the CASA organization in Georgia! In fiscal year 2013 (July 1, 2012 – June 30, 2013),
over 2,100 CASA volunteers served 8,890 children in the state. Throughout the fiscal year, 140 counties
had CASA services and 47 of the 49 judicial circuits were served by a CASA program. We look forward
to continued expansion of CASA advocacy during our next fiscal year, as we work towards every abused
and neglected child having a CASA volunteer available to advocate for each child’s overall well-being.
We are very grateful for your backing of the CASA program in Georgia. We believe that CASA is central
to fulfilling society’s most fundamental obligation by making sure a qualified, compassionate adult will fight
for and protect a child’s right to be safe, to be treated with dignity and respect and to learn and grow in the
safe embrace of a loving family.
Put simply, Georgia CASA’s mission is to develop and support our affiliate programs so that they can
provide the highest quality of advocacy for Georgia’s dependent children. We strive every day to maintain
a network of well-administered affiliate programs that operate independently, with mutual accountability.
Our core strategic goals include enhancing the quality of CASA advocacy in Georgia, enhancing our
affiliate programs’ ability to perform the CASA mission and enhancing Georgia CASA’s ability to perform
its mission. As you read through the annual report, you’ll find that the events, activities and initiatives we
undertook during fiscal year 2013 were based on supporting our affiliate programs. We are pleased to report
that for the fiscal year, 92% of Georgia CASA’s expenses were for direct services to our affiliate programs.

volunteer; assist with fundraisers, trainings and/or special events; use your skills as a board or

Georgia CASA
The CASA organization is central to fulfilling society’s most fundamental obligation by making sure a
qualified, compassionate adult will fight for and protect a child’s right to be safe, to be treated with dignity and
respect and to learn and grow in the safe embrace of a loving family. CASA volunteers are deeply committed,
specially trained to advocate for each child’s best interest and how to get those interests met by the system;
they fight against all odds, power and bureaucracy; fight until each child can understand and advocate for his
unalienable rights; and fight so children can live a life of destiny, rather than fate.
Our Vision
Each abused or neglected child involved in juvenile court proceedings
shall have a safe and permanent home.
Our Mission
Georgia CASA develops and supports court-sanctioned, community-based affiliate programs that provide
trained and supervised volunteers to advocate for the best interests of abused and neglected children
involved in juvenile court dependency proceedings.
Our Purpose
Georgia CASA is committed to maintaining a network of well-administered, affiliate programs that operate
independently with mutual accountability, resulting in the highest level of advocacy for all of Georgia’s
dependent children.
2012 CASA Volunteer of the Year
Millie Bush, the 2012 CASA Volunteer of the Year in Georgia,
has been a dedicated CASA volunteer with CASA for Children in
Cherokee County for 10 years and has been a strong, persistent
advocate on 29 CASA cases. She has served 47 children during
her tenure, 28 of which were returned home to strengthened and
healthy families and 10 of which were adopted. The Honorable
M. Anthony Baker stated it well when he said, “It is a great
thing for the judges in Cherokee County to have Millie Bush as
one of our CASA volunteers. Mrs. Bush has spent thousands
of hours advocating for children in foster care…Without fail,
she has always shown great professionalism, determination and
compassion for the children she serves. Millie Bush is the epitome
of what a CASA volunteer should be.” The Honorable John B.
Sumner stated that “…Millie Bush is a dedicated professional
who works hard, knows the families and children, is dedicated to
the goal of a safe and permanent home, respects the opinions of
others and ensures her thoughts are known.”
Additionally, Millie encourages others to become CASA
volunteers, including her husband Phil, and serves as a role model
for new CASA volunteers.

Highlights from the Year
Communications, General Awareness, and Volunteer Recruitment
The Metro Atlanta CASA Collaborative held a Superhero 5K & Fun
Run on November 10, 2012, at Piedmont Park in Atlanta. Over 360
adults and children registered to run, and many others joined in the fun.
Several Atlanta organizations supported the event by providing great
family activities, including making superhero puppets with the Center
for Puppetry Arts, playing games with the Atlanta Hawks Flight Crew
and taking photos with Superheroes. The goal of the event was to
raise awareness and funds through corporate sponsorships, registration
fees and individual fundraisers from runners and CASA supporters, so
abused and neglected children in Metro Atlanta can find the life they
deserve to live.
Prior to the event, a kick-off party was held on August 16, 2012, at
the Commerce Club in Atlanta. The party included a silent auction and
raffle.
Georgia CASA’s Facebook page has over
1,600 ‘likes’ to date.
Georgia CASA’s Twitter page has 800 followers
to date.
The Metro Atlanta CASA Collaborative held two highly successful volunteer
training sessions in Summer 2012 and Spring 2013, training about 60 new
CASA volunteers to serve children in the metro Atlanta area.
Legislative
CASA Day at the Capitol was on February 5, 2013. CASA
staff, board members and volunteers met with state
legislators to thank them for their support of the CASA
organization in Georgia and to ask for their continued
support for CASA and child welfare issues, including the
Child Protection & Public Safety Act. The event included
special emphasis on the 25th anniversary of Georgia
CASA, along with a thank you luncheon for legislators.

Affiliate Program Development

46 affiliate programs present in 47 judicial circuits, serving 140 counties in the state
Affiliate Program Operations and Training
A variety of trainings were offered throughout the year to enhance staff skills and knowledge
in managing a CASA program, in training and supervising volunteers, in helping foster youth
more successfully transition to adulthood, and in managing program statistical reports.
Site visits were made to 12 affiliate programs to help ensure high quality advocacy for children.
Technical assistance was given on all aspects of affiliate program management and operations.
Hall-Dawson CASA Program, Inc.
Innovative Program Award of Excellence
Hall-Dawson CASA was innovative through its collaborative
process to establish a permanent office home. When a former
CASA volunteer donated $100,000 to the program, it was used
as seed money for a permanent home by collaborating with the
Edmonson-Telford Center for children to build a joint facility.
With additional secure funding in place, in 2008 construction
began on the program’s permanent home and in August 2009,
‘The Little House’ was completed with offices, a playroom, a
visitation room, conference rooms and a kitchen. Over $650,000,
both in-kind and cash, was donated by various businesses and
individuals from the community for the CASA program to have
its permanent home.
CASA of the Appalachian Judicial Circuit
Established Program Award of Excellence
Originally established in 1993, the program was restructured in
1997 and became a court-sponsored program, led by Dianne
Scoggins, who has served as Executive Director since that time.
In 2012, the program served 261 children, representing 100% of
the children in custody of the Department of Family and Children
Services (DFCS). Each staff member is highly motivated and
provides exceptional support to the CASA volunteers, enabling
them to provide the highest quality of advocacy to the courts. The
program excels at providing numerous training opportunities
for its CASA volunteers, who received approximately 2,000
total hours of training in 2012. Additionally, the program
has a strong and influential presence in its communities
and is financially stable and diverse in its funding sources.
