The Christmas party is behind us and by the time you read this issue of the Rough Draft, the New Years ride will also be in the past by a few days. We are looking forward to some new things happening in 2011 with the Club. After decades of a hard copy of the newsletter, FCC is joining the 21st century and going to an electronic issue of the Rough Draft. There will still be a few of you who prefer a hard copy mailed and that is fine and will be an option. Also hard copies will still be distributed to all the bike shops, but the majority of the members will receive theirs by email with a password for the main text. The details and technical aspects of the change are now being worked out. The web site will also undergo reconstruction and take on a new look and should be ready within few months. On a more disturbing note, it seems that in the last few months I’ve heard about a number of harassment incidents by individuals in cars against cyclist. The last reported incident took place well within the populated areas of north Fresno and Clovis. The most recent took place in the vicinity of Shepherd and Chestnut. A vehicle pulled up dangerously close to a cyclist, one of the occupants of the car reached out of the window and pushed the rider causing him to crash. This is to benefit the folks at the Center who work hard to raise money throughout the year to keep their Center open. Door prizes, food, and fun are standard fare at our events. Last year’s rides were 10, 25, and 65 miles. We are thinking of adding a century ride this year. Fliers will follow in future newsletter. Fortunately, the rider was not injured except for a few scrapes and bruises. Another incident that was described to me, took place in northeast Clovis. A driver yelled at a cyclist as he passed to get off of the road. The driver then pulled ahead, stopped, got of his car, and approached the cyclist in a threatening manner. The cyclist then moved to the opposite side of the road as fast as possible and darted into a neighborhood to get away. If an incident as described above happens to you, try to remember all you can about the incident and report it to the police. Ride safe and see you on the road. Ron Quitoriano FCC President PAGE 3 ROUGH DRAFT Advocacy Report for January, 2011 By Nick Paladino Recently an issue has arisen with the Fresno County Transportation Authority (FCTA) over the usage of the Measure C sales tax funds set aside for bicycle lanes. The Measure “C” Extension Expenditure Plan that was approved by the voters of Fresno County in November, 2006, to continue the ½ cent sales tax for transportation included a separate fund or earmark for the installation of bicycle lanes. That paragraph of the Expenditure Plan, Earmarks for Bicycle Facilities, reads “these funds may be used only for retrofitting bicycle lanes within the circulation system that existed as of January 2007 or the date of adoption of the (Bicycle) Master Plan.” It was the intent of the Measure C Extension Steering Committee (of which I was a member) that these funds be used to install new bicycle lanes on already developed streets, hence the use of the word “retrofit”. To me the word “retrofit” meant to go back and add something new to an already existing facility or to update an already existing facility. In early December I learned that a city within the county desired to use its bicycle lane money to restripe existing bicycle lanes as well as install new bicycle lanes. The city sought permission from the FCTA to do so. In January 2010 the FCTA interpreted the definition of “retrofit” to include “update”. The FCTA then asserted that this interpretation then allowed for the “update or maintenance” of existing bicycle lanes with the Bicycle Facilities funds. That city then used most of its bicycle lane earmark funds in FY09/10 to re-stripe existing bicycle lanes. Bicycle lanes, once installed, are part of the roadway. Maintenance of bicycle lanes should be part of the normal roadway maintenance program and paid for out of maintenance funds. I objected to the FCTA’s interpretation on two grounds. First, it violates the intention of the Steering Committee that wrote the Expenditure Plan. Second, this interpretation is not consistent with the definition of the word “retrofit”. When I spoke to the FCTA staff about this matter, I was told that I should formally state my objections in a letter. I presented this issue at the December meeting of the Fresno Cycling Club’s Board of Directors and asked whether I should write a formal letter from the club to the FCTA stating the club’s objections to this interpretation. The Board voted unanimously that I should write a letter of objection. That letter was delivered to the FCTA on December 20, 2010, and I likely will not receive a formal response until after the holidays. If the FCTA maintains its position, I have already asked that the issue be discussed at the January meeting of the Measure C Citizens Oversight Committee, of which I am a member. If the club should lose its appeal, what would be the practical effect? Existing bicycle lanes should be well maintained; that is, the white stripe should not be allowed to fade away. However, few new bicycle lanes will be retrofitted or installed on existing streets. PAGE 4 ROUGH DRAFT CITRUS TASTING RIDE IN LEMON COVE By Nancy Dooley Marshall and Kathy Taylor, longtime Fresno Cycling Club ride leaders from the South Valley, led a ride to the University of California's Lindcove Research and Extension Center for their annual citrus tasting on December 11, 2010. This research facility offers a once a year opportunity for the public to sample over one hundred and fifty varieties of citrus that their scientists have developed over the past year. Sampling all that citrus was a real treat, with the added benefit of getting a megadose of vitamin C! Marshall and Kathy are known for offering an educational or cultural twist to their rides. Over the years, they have guided us to various places of interest: to an olive ranch where we were treated to a private tour of a family run olive oil operation; to an abandoned apple-processing barn above Three Rivers where a reclusive but talented artist regaled us with his life story while showing us his exceptional paintings; and finally, to Exeter where the old late 1800s brick buildings are covered with colorful murals that depict life as it once was 100 years ago. Kathy and Marshall will be offering the popular Exeter Mural Ride again in January (check the newsletter for the date). Be sure to make the time to drive the hour from Fresno to be part of this ride. We tour Exeter and visit over 18 murals. We then ride 10 miles south to the town of Lindsay to see their murals. The return is through orange groves and along the canal bank back to the start. As always, on our return there is an optional lunch at one of the many exceptional restaurants in Exeter. Climb up to Millerton Store, cross the plateau by Table Mountain, and stop for breakfast at the Dam Dinner in Friant. Head back up the bike lane on Friant Road and connect to the Clovis bike trails back to the start. ROG Ride/Circuit: Meet Ken at Armstrong and Herndon for a midweek ride around the Circuit. Sandwiches at the Meat Market at Fowler and Shepherd (or a new indoor place if it's too cold) on our return. Leisurely pace. All riders welcome, not just retired old guys! Group riding in flats not to exceed 19 mph, regrouping on climbs, and/or every hour. This is an out and back at a true C pace. Rain or fog will cancel. Millerton Store & Humphries Station: Meet at the parking lot on the southeast corner of Fowler and Ness. Ride up to Millerton Store and Humphries Station. Return on Pitman Hill, Shaw and Academy. Bad weather cancels The Blossom Trail Cafe Ride: Meet Nancy and Ken at Shaw and Academy for this monthly ride out Belmont to Doyal's Store in Piedra for a snack stop. Then, cross the bridge, climb the Tivy Valley hill, past the horse farm, and return up Belmont for lunch at the blossom Trail Cafe. Finish the ride up the Academy bike lane to the start. The Kingsburg Loop: Join Kelley at the water tower in Reedley for a spin out west of town towards the Sun Maid Plant in Kingsburg. Circle back to Kingsburg for a snacks at a new place on Draper Street. Then, head on back through the winter landscape to the start. Good entry level ride. Raymond to Mariposa: Meet Bill at the Raymond General Store (call for directions). Ride up quiet country roads from Raymond to Mariposa with 4500 feet of total climbing. Frequent regrouping along the way. Be prepared for rough roads and some challenging climbs. Rain and/or fog will cancel. Call for ride sharing.
