MARTIN SNELL REPORTS ON WHAT THE COUNCIL IS DOING IN EMERSON VALLEY WARD.
Hello again. It seems quite a while since I last wrote a piece for the Parish Newsletter and a lot has moved on since
my last report. For example, Milton Keynes has picked up awards and plaudits for the action taken on abandoned
cars and recycling. The move to greater environmentally friendly policies across Milton Keynes can only benefit the
people living here. The less we shove into the ground in the form of landfill, the less Central Government levy us in
Landfill tax. That can only be a plus!
We have also received a glowing reference from Stephen Miliband MP, the Minister for School Standards, for the efforts made by the school children
at Key Stage 1 and Key Stage 2. I would like to pass on my thanks to both pupils and teachers for the improvements made across Milton Keynes.
With the Parish expanding as it is, I am conscious that there will be a need for school places. To that end, schools are being built at Oxley Park
and Hazeley. As Milton Keynes grows we have to ensure that the infrastructure, such as schools, are put in place.
I am still one of the Council Reps on Milton Keynes Racial Equality Council and now attend the Gypsy Traveller Action Forum. I also serve on the
Learning & Development and Corporate Policy Development Committees. I continue to be on the Governing Body of Giles Brook School on Tattenhoe.
On a personal note, you cannot but have noticed that Rosemary and I got married earlier this year. I am an Associate Member of RESPECT – the
support network for minority-ethnic staff in the Prison Service, and have recently been appointed as a local rep for the Public & Commercial Services
Union (PCS) at HMP Woodhill, where I work. I still love music, reading, cinema, theatre, Doctor Who and needlework when I have time (yeah, right!).
As always, Rosemary, Stuart and myself are only too conscious of the fact that you continue to vote us in. We thank you for that, and are always
ready to hear from you. We will continue to do what we can on your behalf and say “thank you” for giving us the opportunity to do so.

GET TO KNOW A LITTLE BIT ABOUT
ONE OF YOUR REPRESENTATIVES
Jean Nicholas
I have lived in Milton Keynes for twelve years, eight in
Walton Park and four in Tattenhoe. Prior to that I lived in the
Leighton Buzzard area for almost twenty years.
I am married to David and, between us, we have four children,
three of whom live in Milton Keynes. We also have three
grandchildren living in Milton Keynes
I have recently retired and find that I need some mental
stimulation. I feel that by offering my services to the local
community as a member of the Parish Council, I will be able to
use my knowledge and experience for the good of the
community.
My last job was as a group internal auditor for a well-known
large building company and was very involved with planning
applications, monitoring budgets and compliance, liaising with
local councils where necessary. I believe this experience will
be very useful to the Parish Council where I shall be serving on
both the Community and Planning & Environment committees.

GARTHWAITE CRESCENT ALLOTMENTS
It seems an awfully long time since we started asking for
expression of interest in taking up a plot in the new allotment site
in SBE. In hindsight we did not appreciate the red tape and
slowness in the process and I thank you all for your patience. The
good news is that, at last, we have a plan showing the layout. It
needs a little tweaking but is essentially there. We can now move
on to setting the plots, ridings and access tracks out and get water
troughs installed. Everyone who has requested a plot will be
contacted by January with details of plot allocation. There will be
plots of different sizes to suit different people’s digging ability!
We should be ready for an early spring start. Fingers crossed. There

The Parish Council recently had a useful meeting with English
Partnerships, MK Council, Environment Agency, Internal Drainage
Board, Westbury Homes to discuss ways of increasing the flow in
the brook. A number of actions were agreed including possible
changes to the two splitter chambers in Westcroft/Oxley (these
split the brook water between the brook and the drainage system
and are designed to prevent flooding), proper mapping of the
drainage system in Little Stocking, clearing and maintenance of
the brook in Westcroft/Little Stocking and a review of some of the
development issues in Oxley Park. By the time you read this, the
pond clearing should be underway.

COME ON ALL YOU GIRLS, MUMS AND GRANDMAS!
YOU REALLY SHOULD GIVE THIS CLASS A GO.
Maybe you are a bit scared to go to a self-defence class in case you
get hurt. Well fear not, I have recently completed a fantastic course
at Shenley Brook End School, which has been especially designed
to build awareness of how easy it can be to defend yourself.
No matter what your ability; even if, like me, you are a 7 stone
weakling, this class really has been worth taking. The teaching is so
skilled that you leave the lesson feeling really confident and a bit
fitter too.
Our communities are great friendly places to live, but at least I
know that I have been given the knowledge to defend myself and
get out of trouble whatever situation I may end up in.
It’s been great to get a feel for what are quite often such simple
self-defence techniques. The standard of teaching is excellent and
every lesson has been broken down into easy learning sections.
The class is running again on Friday nights at Shenley Brook End

There is now a new fast bus service that runs directly along the
grid roads using modern, spacious buses. Service 210 runs every 20
minutes from Mondays to Saturdays.
The 210 runs from Morrisons at Westcroft, past the Shenleys and
serves the railway station, shopping centre, Fox Milne roundabout
(for Willen Lake) and the coachway. Certain journeys are extended
beyond Westcroft to Tattenhoe or Grange Farm.
Using service 210 does mean walking to the grid road but for
anyone living near to the route in Emerson Valley, Shenley Brook
End, Shenley Lodge or Furzton this is likely to be a better bet than
other services, even if they do come into the estates.

Community Safety
This is the time of year when your Parish Council starts to consider
the level of the Parish Precept (the contribution you make to fund
the activities of the Council). Services provided by the Parish
Council include allotments, dog waste bins, summer play activities
for younger children, grants to local organisations to pay for
equipment/services that will assist local people, an environment
fund that pays for landscape and water course maintenance in
Parish ownership, road safety fund that contributes to road safety
schemes in the Parish, the running costs of the Parish Council
including the rent for a small office and the salary of the Parish
Clerk, currently the only paid employee of the Council.
This year the Parish Council precept for a band D home was set at
£16.50, so the actual cost to you may be higher or lower,
depending on the value of your property. This compares to an
average precept across the Borough of £36.76.
Since joining the Parish Council just over two years ago I have seen
a tremendous increase in the number of approaches made to us by
local people regarding anti-social behaviour and the lack of
facilities in the Parish for teenage children. This is something we
are determined to tackle, together with other agencies such as the
police and Milton Keynes Council. Our Parish has a higher than
average number of teenagers and is also one of the fastest
growing areas of the city – with new housing under construction
in Westcroft, Tattenhoe and Kingsmead. But provision for
teenagers remains woefully inadequate, leading them to
congregate in local play areas designed for much younger children
or hang out in other popular gathering places such as outside the
convenience stores in local centres.
Plans for a youth centre to be built adjacent to Shenley Brook End
School have been shelved by Milton Keynes Council and the level
of support the Youth Services team can provide is very limited. The
Parish Council withdrew from a ‘mobile music project’ this year as
we were not convinced that we, or local youths, were getting
value for money from the scheme. This year, at the instigation of
the local police, the Parish Council has funded the provision of
bicycles (see story on page 13) to enable the police to patrol the
redways and linear parks more effectively and also make them a
more visible and approachable presence in the Parish. This is
having a positive effect but again police resources are limited and
there is only so much they can do.
So, if we are to deal with the growing problems of anti-social
behaviour, graffiti and minor vandalism we are going to have to do
something ourselves. We would like to deal with this issue in two
ways. Constructively we would like to directly employ Youth
Workers to work with young people and set up youth clubs at local
meeting places/community centres and make better use of some of
the play areas by organising activities such as five-a-side football
and basketball tournaments. Also, we need to deal directly with
the people who disrupt our community and would like to support
police activity in the area with the employment of one, possibly
two, Community Safety Wardens. There are also new initiatives
coming down from central government that are constantly adding
to the responsibilities of the Parish Council and in order to deal
with this additional work effectively on your behalf we would like
to employ a part time administrator to support or Clerk. Finally,
these staff will need to be accommodated and although we have a
long term ambition to have our own Parish Office, centrally located
and accessible to all local people, as a temporary solution we will
need to consider renting space in the Parish area. But this will cost
money and the only way we have of getting this is to raise the
Parish Precept. The cost of providing these additional staff and the
services and benefits they will bring to the quality of life in our
community is significant – in the region of £150,000 to £200,000.
This would represent an increase in the Parish Precept next year of
between £7.50 and £10.00. While significant in percentage terms
this would mean that you would be paying around 50p per week
for all the services provided by Parish Council and our precept
would still remain well below the Borough wide average.

Spotlight on:
Emerson Valley
Community Centre
THE NEW COMMUNITY CENTRE IS NOW OFFICIALLY
OPEN WITH REGULAR USERS AND YOU CAN HIRE IT FOR
A PARTY, WEDDING RECEPTION, QUIZ NIGHT OR OTHER
FUNCTION.
A new community centre at Roeburn Crescent, Emerson Valley,
was officially opened at a brief ceremony at 2:00pm on Saturday
23rd October and then threw its doors open to local people so
that they could explore the new facility, talk to user groups. They
also had the opportunity to meet members of the Management
Committee and Parish Council to talk about other uses to which
the building might be put.
The Emerson Valley Community Centre is the first local meeting
place to be passed from English Partnerships to a Parish Council: in
the past meeting places had been handed over to Milton Keynes
Council. In turn Shenley Brook End & Tattenhoe Parish Council has
helped to establish a Management Committee, representing user
groups and local residents, to be responsible for the day-to-day
running of the centre.
A number of groups have already set up operations at the new
centre including Ducklings Pre-School Nursery and SWASP after
school & holiday club. Other groups including Scouts, Mother &
Toddlers Group, Self-defence Classes and Body Mobility are
looking at operating from the centre in the near future. All these
groups were represented at the opening event which ran until
4:00pm, giving local residents an opportunity to meet with them
and find out more about the centre itself.
Joanna Hall, Chair of Shenley Brook End & Tattenhoe Parish
Council Community Committee said; “The new community centre
at Emerson Valley is a fantastic additional facility for local
residents. Not only did English Partnerships hand over the building
to the Parish Council but they have also provided a significant
endowment which will enable the Parish Council and the new
Management Committee to fit out the centre to a very high
standard”.
“The endowment also included a contribution towards the
employment of a Youth Worker. This is something that the Parish
Council is particularly grateful for as there is a desperate need
to provide facilities for younger people living in the area”,
she added.
Debbie Walters, Chair of the Management Committee and
Ducklings Pre-School Nursery Manager said; “We have been
waiting for today for a long time. The building was completed
some months ago and it is great to finally be in it and able to offer
a range of services to local people. In addition to an array of
regular user groups there will also be plenty of opportunities
for local people to hire the community centre on an occasional
basis for wedding receptions, birthday parties, quiz or bingo
nights etc”.
Graham Hyslop, West Flank Senior Regeneration Manager, English
Partnerships said; “The building of this community centre and
transferring its ownership to the Parish Council is an example of
English Partnerships continued commitment to building
sustainable communities and considering the wider infrastructure
requirements that go alongside our accelerating house building
programme”.
“We wish the Parish Council, Management Committee and local
residents well and hope that the centre provides a focus for the
development of a strong and vibrant community in this part of
Milton Keynes”.

The Erection of Sheds
and Greenhouses
IS PLANNING PERMISSION REQUIRED FOR THE
ERECTION OF SHEDS, GREENHOUSES AND OTHER
ANCILLARY BUILDINGS SUCH AS SUMMER HOUSES
AND DOMESTIC WORKSHOPS?
Unless the erection is in a conservation area or there are listed
buildings, planning permission is generally not required as the
building is classed as a ‘Portable Building’.
ARE THERE ANY OTHER EXCEPTIONS?
There are a number of guidelines which if breached may
result in the need for planning permission but these vary
from area to area, so it is important to check. It is the
responsibility for the person wanting to build a shed or other
building to check with the local planning office.
WHAT ARE THESE GUIDELINES?
a) Sheds and greenhouses should not cover more than half
of the area of the garden; not including the area
occupied by the house.
b) The building should not contain any sleeping
accommodation and the floor area not exceed fifteen
square metres.
c) No point of the building should be less than one metre
from a boundary.
d) The building should not be more than three metres high
for a flat roof, or four metres with a ridged roof.
e) No part of the building should project beyond any wall of
the house that faces a road.
f) The building should be for use only for the private and
personal enjoyment of the occupiers of the house.
g) The building should be more than five metres from the
house, and/or the building should not be more than ten
cubic metres in volume. If it is then it could be considered
as an extension to the house. This also applies if an
extension comes to within five metres of a shed or other
structure.
h) The building should be twenty metres away from the
nearest highway.
i) The building should not face a highway (including if
there is a highway to the rear or side of the property).
WHAT ABOUT BUILDING CONTROL APPROVAL?
Building Regulations state that structures built of combustible
material (i.e. a wooden shed) must be at least two metres from
the main house. Check with the local building control officer
IS IT ANY BUSINESS OF MY NEIGHBOURS?
We have to live with our neighbours – what would their
reaction be? Consider keeping them informed of what’s
happening, and consider altering the plans you had for locating

WHY NOT MAKE GETTING FIT YOUR 2005 NEW YEAR’S RESOLUTION?
THERE IS A WAY TO DO IT WITHOUT ANY PAIN SO WHY NOT READ ON TO FIND OUT HOW.
Welcome to your new Health Column! From time to time we’ll be
bringing you up-to-date information to help make our Parish the
fittest in Milton Keynes!
You may not want to read about health during the month of
December when delicious, tempting food and merriment is
everywhere you turn. But, health is a lifetime contract between
you and your body, so even though you are going to bend the
rules this month, keep this page safe and start January with a
positive health spin.
At the end of the festivities, the objective is to dive into action
with a delicious detox – (there is such a thing!). Start by emptying
out the kitchen cupboards of all that sugar and fat-saturated junk,
processed and tinned foods, salty snacks and refined wheat
products – get the whole family involved.
ABSORPTION IS THE KEY
Your health level is determined not by what you eat, but by how
much of what you eat your body can absorb and assimilate, which
means you need to optimise your digestive system first and
foremost. You do this by giving it a rest and avoiding foods that
are difficult (sometimes near impossible) to digest. Heavy, rich
meals, eating when stressed, not chewing properly, TV meals,
these can leave us feeling sleepy and sofabound. Worse still,
bloating, cramps, flatulence and constipation are all signs of a
stressed digestive system. Sound familiar?
SUPER FUEL ATTITUDE
A poor diet is literally self-abuse. Would you put diesel in a petrol
engine? Only by mistake. So why do we fill ourselves with
commercial junk when there is a far higher-grade fuel available?
Because it’s convenient, we’re too busy, too tired, and fast food is
just that – fast! It’s also the fast road to high cholesterol, heart
disease, diabetes and obesity. The alternative requires a change in
your attitude – put simply, nourish and love your body – it loves
you unconditionally!
SIMPLICITY IS THE SOLUTION
The simplest diet, the simplest foods, that’s what your body needs
and functions best on, plenty of it too, you don’t need to starve
and count calories when you eat a high-nutrient diet.
This detox involves cutting out foods that will ‘clog’ your body
with further toxins, whilst helping to gently eliminate
accumulated toxins. Try it for four weeks – you may not want to
revert back to your old way of eating!
GENTLE JANUARY DETOX
To cleanse the body, you need plenty of water (preferably
filtered): drink hot water and lemon first thing in the morning to
help get the bowels moving. Tepid water (not cold) throughout
the day, 1.5 litres, to help flush out the December debris. Coffee,
tea, fizzy drinks and alcohol are all out (wean off coffee slowly to
avoid caffeine withdrawal headaches), switch to green tea for its
antioxidant content. Avoid commercial fruit juices, which may as
well be labelled ‘sugar water’! Eat fruit between meals as a snack,
in its whole form, or as a freshly made smoothie.
To help the body flush out toxins you need plenty of natural fibre,
found in fresh, raw seasonal fruit, berries, vegetables, crunchy
salad, nuts and seeds. Sounds a little Stone Age – yes it is!
Protein. All vegetables contain protein in varying amounts. Nuts
and seeds are a particularly rich source of protein, so you can
afford to reduce meat intake while you detox. Meat also takes far
longer to digest than other foods, anything up to and over 72
hours in some people!

The very best health product is home grown, simple and quick –
sprouting seeds! Bursting with nutrients, these living foods are
the ultimate addition to your January regime. There are so many
to choose from too: alfalfa, chick peas, fenugreek, lentils, mung,
pumpkin,sunflower – get sprouting!
Cook less, eat raw! The natural enzymes present in fresh produce
are destroyed by high heat, when this happens your body has to
use its own precious supply to rescue digestion. If you must cook
vegetables, a quick stir fry, or light steaming conserve the most
nutrients.
Stone Age man lived mainly on a raw fruit, berries, nuts and seeds;
his was a high nutrient ‘mono’ diet, that is, one food group at a
time, which is very easy for the body to process. The ‘modern day’
version is ‘don’t mix foods that fight’, simply, avoid eating protein
with carbohydrates because chemically, they fight. Fruit is best
eaten on its own because it digests very quickly; if eaten with
protein or carbohydrates, it will ferment and hamper digestion
(causing bloating, cramps, etc).
Vegetables and salad are ‘neutral’ and can be eaten with anything
(thank goodness!).
Carbohydrates – fruit and vegetables are carbohydrates, you need
the high quality fuel they supply. Go easy on potatoes, but fill your
plate with colourful vegetables (organic, of course!). Pasta,
refined wheat products, commercial bread, cakes, pastries and
biscuits are off the menu during a detox. You’ll get plenty of extra
energy from your high intake of vegetables and fruit (and your
digestive system won’t be under such strain!)
Dairy products are a no-no during detox; your body won’t miss
them for a while. If you must, try goat’s milk, cheese, butter and
bio yoghurt – the human digestive system copes far better with
goat’s products than with cow’s…
Fats – so misunderstood, yet fatty acids are needed by every cell in
the body. While detoxing, avoid margarine, which contains transfatty acids that are hard to eliminate and create a fatty acid
imbalance in the body. Use olive oil on your salads to assist the
absorption of nutrients and choose mackerel, sardines, herring
and salmon for their omega 3 content. Nuts and seeds are rich in
fatty acids – so sprinkle them on your salads.
Proportions: You’re familiar with the ‘five portions of fruit and
vegetables at day’, try tripling that! Fruit and vegetables have a
natural cleansing action on the body, perfect for your detox; more
is better.
Skin brushing – your skin is your body’s largest organ, and another
route out for toxins, so enjoy a vigorous rub-down every morning
after your shower/bath. Brush towards the heart, with a loofah or
skin brush. Helps to free up cellulite too!
Alcohol stresses the liver so give alcohol a rest while you detox,
your liver will be busy enough!
Finally – activity – a brisk walk in the fresh air every day will help to
get your lymph system working more efficiently, vital for waste
elimination.
A gentle, gradual, detox is a genuine gift to your body – a belated
Christmas present even! Enjoy the result…

A Winter
Wonderland
As winter approaches and the days draw in, the spectacular
scenery changes as nature prepares for the long dark days
ahead. Glorious colour illuminates the skyline as the trees blaze
in orange and gold; the leaves tumbling to the ground in a final
display of brilliance. Animals take advantage of the glut of
seeds and berries and in the woodlands, jays are busy burying
acorns whilst hedgehogs forage for the bugs and grubs that
will sustain them as they hibernate the coldest months away.
Piles of leaves and wood provide ideal habitat for many
woodland creatures to shelter from the elements. This time of
year is busy for the Parks Trust too as the dormant trees
provide an opportunity to undertake essential maintenance
and management.
At both Shenley and Howe Parks woods, coppicing, thinning
and ride management will take place throughout the winter
months. Ride management creates wide paths with short
vegetation on either side to open the path out and provide
habitat for woodland wildflowers which then provides food
sources for insects and small mammals.
The thinning of the canopies allows light to the ground which
allows other plants to flourish and increases the value of the
woodland for wildlife. Coppicing is an ancient management
technique which was used to create a sustainable timber source
for fencing, firewood and utensils. Harvesting a wood crop,

usually hazel, every 15 or 20 years produced a timber supply that
was easy to handle without machinery and so became a very
valuable way to manage woodlands in a sustainable way before
the advent of machinery.
PARKS TRUST EVENTS IN DECEMBER
On12 December Linford Wood will be the setting for the everpopular Carols in the Wood event between 4 – 5.40pm. Mulled
wine and mince pies will be provided. Meet at the car park on
Breckland (off H3 Monks Way).
The Christmas theme continues with a Christmas Crafts event at
the Trust Headquarters in Campbell Park Pavilion, 1300 Silbury
Boulevard, Campbell Park on 21 December between 1-4pm.

Policing in the Parish
POLICE BIKES
Policing in the parish has become more visible thanks to a parish council initiative. This year, we sponsored 7 mountain bikes for
use by the Area Beat Officers and support officers working out of Westcroft Police Office. Officers are able to cover a greater area
on bikes, and can get into the park areas which were previously out of reach. It is also easier to approach and talk to them than it
they were in a car, which we hope will encourage people to work more closely with the officers in dealing with many of the

Any group, society, playgroup, or charitable organisation in
the Parish, or benefiting residents of the parish, can apply for a
grant from the Parish Council. If you can show us that the grant
will be put to good use, we are only too happy to help. Obviously
you stand a better chance of having your application accepted if
it is for a relatively small sum. However, if a large amount of
money needs to be raised we would probably be prepared to
make a contribution. You will never know what you might get if
you don’t ask.
We will also provide space in The Parish News to publicise the
work of organisations that receive grants. We can include an
article for any organisation that benefits the community
irrespective of grant applications. The Parish Council is willing to
publicise anything that could be of benefit to local residents, so let

The steering group has been working to provide an alternative
service to lenders and borrowers. It aims to encourage saving,
while making loans available at reasonable rates to people who
might otherwise have difficulty in borrowing or be forced to
accept extremely unfavourable interest terms.
The target audience is that population which has trouble
with both saving and borrowing. The scheme will be area
based to cover all of Milton Keynes, but will initially be
concentrated in three locations, since volunteers will run it.
Lakes Estate, Woughton parish office and Foundation House in
Wolverton have been selected as being in areas which should
benefit from the scheme, but this will be extended as quickly as
possible.
Anyone can save with the scheme, although it does not pay
interest on deposits but expects to offer a dividend to depositors
from about year 3 or 4 onwards, depending on progress. The
dividend would be limited to a maximum of 8% under the
Credit Union rules.

ARE YOU HAVING FINANCIAL DIFFICULTIES? THIS
COULD BE THE ANSWER
Only savers can borrow from the scheme, after 3 months of
regular contributions. Loans can be as little as £50 but are limited
to 3 times the amount saved, repayable over periods up to 36
months to suit the borrower and ‘top-up’ loans are available.
Interest is charged at a fixed rate of 1% per month (12.68% APR)
and life insurance is included. This is higher than a ‘good risk’
borrower would find in the market but well below the rates
charged by loan sharks. Payments must cover capital and interest
(eg £200 over 10 months would require £20 per month capital
plus interest of £2 in month 1 decreasing to 20p in month 10).
Payments to the scheme would be made through Co-op bank or
the Post Office, and some large employers may operate save as
you earn schemes. Credit Unions have a good record regarding
default, partly because the volunteers/clients know each other
and help is available to keep borrowers on track with
repayments. Loan terms are often renegotiated to help
borrowers but the scheme includes a system of warning letters
and County Court action in case of default.
The steering group has prepared papers for submission to the
Financial Services Authority and hope to have FSA approval
within weeks, with legal registration in the new year and start
up as early as February. They are seeking donations or pledges of
financial support to assist operations in the establishment period
(which will also be sent to FSA in support of registration). They
have approached Community Foundation and others but are
waiting responses.
