1 MISTUSINNE COUNCIL UPDATE #22 – JULY, 2011 1. CONSTRUCTION TO BEGIN ON IRRIGATION PROJECT In this newsletter: Activity to Date _ Irrigation water page 1 The Mistusinne Council has spent a lot of hours working toward the implementation of a community-wide irrigation system for our village. We began by appointing Brian Cowan as our Project Manager. To date, Brian and Council have: Negotiated a Use of Works Agreement that will allow us to draw lake water from the irrigation outlet located a mile north of our maintenance building, Secured the necessary permits from Sask Environment, the Sask Watershed Authority and the Saskatchewan Municipal Board, Drawn up a Project Plan, issued a Call for Tenders, and reviewed the three tenders received, awarding the tender to Valley Irrigation of Outlook with construction to begin mid-summer. _ A busy spring page 1 _ Canada Day page 2 _ The rest of summer page 2 Costs for ratepayers _ The auditor’s statement with our cash budget on the back. Also in this mail-out: _ Your tax notice – Note that the 15% discount has been extended to August 31st. _ Your lagoon access bill. _ The prepayment contract for the irrigation project. The irrigation water will be billed annually as a public utility (similar to the billing for the access to the Elbow Lagoon). The billing will start in 2012. There will be two parts to the bill: (a) The capital component will be $140 per year for 10 years (from 2012 to 2021 inclusive), plus (b) The operating component will be set by bylaw and will likely be approximately $30. Ratepayers who would prefer to prepay the capital component can do so by completing the enclosed contract. The prepayment will be $1,100 (as compared to a total of $1,400 for those who choose to pay in 10 installments). This year is a once-only opportunity for prepayment. The prepayment is due, with the signed contract, by August 31, 2011 (by mail or when NOTE - Please remove any trailers you come in to pay your taxes). Ratepayers who choose the or other materials stored behind prepayment option will be charged only the operating component. 2. WE’VE HAD A BUSY SPRING your lot prior to the start of construction on August 1st. Our annual tree planting day - This year’s May 14th tree planting emphasized placing clusters of trees among existing row plantation. Our public meeting – For those of you who missed the May 21st public meeting on the May, don’t forget, when you are next in the office, to pick up your copy of the Welcome to Mistusinne booklet that was handed out at that meeting. We have also included, in this package, a copy of our 2011 budget printed on the back of the auditor’s report. Street repairs - We all owe a debt of gratitude to the volunteer crew who undertook the repairs to our streets (at minimal cost and in a timely fashion!). New swimming platforms - We have purchased new swimming platforms for the north and middle beaches and have repaired the platform at the south beach. Because the village does not own a boat, we are always so grateful to the volunteers who lend their boat (and their time). Thanks to Ken Arcand (organizer) and to Ken, Lyle Grenier and Berry Punter for the use of their boats. Finally, thanks to Larry Arnason who loaned his trailer for the transport of the platforms and to Colin Ennis, Floyd Alexander, Doug Orth, Ron Bachmeier for helping to move the platforms, and a special thanks to our diver, Wade Stupnikoff. 2 3. CANADA DAY IS FAMILY FUN DAY IN MISTUSINNE We’ve established a great new tradition in Mistusinne. It features a fabulous kids’ parade (this year with a Mountie in red serge!), includes kids’ fun (crafts, face painting, races and games), offers a community barbeque, (free for kids and 2011 volunteers) and this year wound up with an afternoon slo-pitch tournament featuring the Crazy Canucks, the Greiner Grizzlies, and the Flying Saasers. The day ended with late evening fireworks in Elbow. This fabulous day was possible because of all the hard work of our committee members. THE REST OF THE SUMMER Our annual Fun Golf Tournament – This fun event will take th place on Saturday, August 20 . To offer your help, phone Ken Arcand at 854-2346. SUMMER HOURS Fridays: Janice, Clerk, 9 am - 4 pm Saturdays: Janice, Clerk, 9 am – noon two plans for the playground: Aline, Recycling, 11 am – 4 pm • To install edging and pea gravel under some of the existing play structures, Sundays, Holiday Mondays: • To install a new piece of equipment for younger children. Aline, Recycling, 9 am – noon The playground is an ongoing project. We appreciate your SARCAN donations of refundable bottles which feed dollars into the playground fund. Playground improvements for 2011 – This summer we have Swimming lessons in August – The Elbow Recreation Board will be offering swimming lessons at the Mistusinne beach during August. Contact our Clerk for more information. New steps and ramp for the Community Center – These improvements are planned for late summer. Our Community Centre will be rented to Elections Sask during the fall election. The $2,100 rental income will be allocated to these improvements.
