Forgivable Loans for Homeowner Rehabilitation Projects The Small Cities Development Program has extended the funding deadline until DECEMBER 31, 2016 To be eligible for the program you must own your primary residence within the designated program target area and meet annual household income limits. Target area boundaries are: 1st Ave. NE to Birch Street to 4th Ave. NE/5th Ave. SE to Baker Street and back to 1st Ave. SE. . Funding is provided as a 0%, deferred, forgivable loan with a seven year term. Loans can be up to $20,000, and the loan balance is forgiven 1/7th per year of the loan. Owner match funds are also a requirement to complete projects. A typical project scope of work may include: new roofing, siding, windows, doors, insulation, furnaces, electrical upgrades, addressing health and safety items and lead based paint remediation. SIDEWALK MAINTENANCE Please remember all snow, ice, dirt and rubbish must be removed from sidewalks adjacent to your property within 24 hours after the same has been deposited. Properties not in conformance after this time period are subject to removal of those items by the City, and the cost of removal assessed to the property owner(s). PARKING RESTRICTIONS Remember that parking is prohibited on City streets from November 1st to April 1st between the hours of 2 AM and 7 AM. In the event that you have visitors and need to leave a car parked on the street, please contact the Police Department at 320.363.8250. Temporary permission may be granted unless a snow event occurs. FIRE HYDRANTS We appreciate your help in keeping the hydrant in your neighborhood free of snow to help provide quick identification and access in the event of a fire. MAILBOXES Residents are responsible for removing snow around their mailbox to avoid delay in mail delivery.
