Land Power in the Pacific
The theme for AUSA’s LANPAC, “Assuring Stability and Security -- Strengthening Land
Force Teams,” emphasized the purpose of land forces in the Pacific. This year, there
were more than 1,600 attendees, compared to 590 in its debut in 2013. Twenty-six
nations were represented; this is more than half of the U.S. regional partners in the
Indo-Asia-Pacific region. LANPAC is a professional development forum sponsored by
the Association of the U.S. Army’s (AUSA) Institute of Land Warfare (ILW). The
symposium and exhibition provided unique opportunities, through panel discussions,
for U.S. Army, State Department, joint and regional partners to discuss the critical roles
of Pacific land forces. The growth of LANPAC directly correlates to DoD leader’s
increasing concern and focused efforts to strengthen relationships and modernize U.S.
alliances in the Asia-Pacific region. This remains a priority for 21st century security
interests and sustaining U.S. global leadership.
The U.S. has enduring economic and security interests in the Asia-Pacific region which
stretches from the
Indian Ocean, through
the South and East
China Seas, and out to
the Pacific Ocean. It is
primarily water,
though; the U.S. places
a premium on
maintaining maritime
peace and security.
The “Pacific Rim”, as
oft referred, is
comprised of the
countries bordering
the Pacific Ocean,
particularly (but not limited to) the small nations of eastern Asia. Geologically, the
region is dominated by the vast expanse of ocean between America to the east and
Asia to the west. This area of the world contains four-fifths of the world's seismic
activity. In addition, its economic activity has grown exponentially. A major portion of
the world’s economy passes through the Asia-Pacific Region. Asian economies went
from producing just 4 percent of the world's overall economic output in the 1960s to 25
percent in the 1990s. By the early 1990s U.S. exports to Asia exceeded those of
Europe; transpacific trade had become more important than the transatlantic. The
region's economic growth was led not only by Japan but also by Singapore, Hong Kong,

South Korea, and Taiwan, as well as Indonesia, Malaysia, and Thailand.

On June 20, 2016, Defense Secretary Ash Carter discussed the importance of establishing and maintaining security networks
with these partner nations to confront global threats during a speech to the Center for a New American Security. “The AsiaPacific networks are based on weaving together bilateral, trilateral and multilateral relationships into a larger, ‘region-wide’
network”, Carter said, noting that there has never been a ‘region-wide’ security arrangement there in the past.
These global threats do not only come in the form of offensive posturing (for example, Kim Jong Un’s declaration that the
North has developed a hydrogen bomb, thereby, opening a nuclear sprint in December of 2015), but also threats posed by
U.S. inability to assist with humanitarian relief efforts in the event of a natural disaster.
By carefully listening to the leaders who spoke at this event, it became clear that the countries in the Indo-Pacific region share
many common concerns. This spawned a collective plea for greater cooperation for a strategy that will help address these
problems. Moreover, establishing an Indo-Pacific Regional Security Architecture could come in handy in addressing common
security concerns and threats.

PTAC’s Of Michigan Attend HUBZone Summit
The Macomb Regional PTAC along with the
PTAC of Schoolcraft College, Wayne State
PTAC and the Saginaw Future PTAC
participated in a HUBZone Summit hosted
by the Department of Defense, held in
Detroit last April. Beth Cryderman Moss, of
the Macomb Regional PTAC, took part in a
panel discussion entitled ‘Challenges that
Face Small Businesses’, invoking great
dialogue between DoD, SBA, PTAC, and
small business owners.

The PTAC’s of Michigan outreach booth at
the Summit provided additional one on one
opportunity to interact and glean
information pertaining to HUBZone policy,
complex aspects of government
contracting, as well as services offered by
PTACs and other collaborative partners for
small businesses in pursuit of successful
government contracting. The Summit
concluded with a match making session
between HUBZone firms, Small Business
Officers—representing all DoD Services, as
well as several other Federal Agencies.

Dave Keena
started his
career at
Dagliesh Cadillac
as a painter-pin
striper, and in
1985, he
ventured out on
his own as a
mobile pin
striper for
dealerships in
the metro
Detroit area. In
1990, he and his
wife Joanne co-rented their first building in Hazel Park to do
custom painting and collision repair. And by 1992, they
rented their first space (approximately 5,000 square feet), at
the old train station in Romeo. Business was thriving for the
Keena’s when a terrible storm came through and a lightening
bolt hit the building and ignited it. With a shop full of classic
cars that were being restored, two race cars that were having
paint and graphics done, along with regular collision vehicles,
this could not have happened at a worst time. They were
working on, and had the most valuable amount of customer
cars they had ever had in their shop. They were devastated!
Yet, they did not let this tragedy stop them in pursing their
dreams of owning their own business.

Dave and Joanne’s efforts paid off when in 2015, they were
awarded their first federal contract with the U.S Air Force at
Selfridge Air National Guard Base in Michigan. The scope of
the work included metal and body fabrication, body panel
replacement, corrosion repair and protection, design and
output decals and graphics, to include a complete paint and
color matching. Because of this award, it afforded them the
ability to hire 1 new full time technician. After completing
the work for the U.S Air Force, Joanne reached out to PTAC
for assistance with invoicing on Wide Area Work Flow
(WAWF). “PTAC was instrumental in the initial set-up
process which was not easily understood. I am so grateful for
their help and could not have done it without their
assistance,” said Joanne.

Submission of Invoices for Fast-Pay
Orders through the Invoicing Receipt
and Property Transfer (iRAPT) System
(Updated as of June 27, 2016)
Beginning Monday, June 27, 2016,
invoices that contain fast-pay terms
will require an associated receiving
report prior to submission of the
invoice.
The Electronic Data Interchange (EDI)/
File Transfer Protocol (FTP)
requirement to submit a receiving
report has been temporarily disabled
to allow suppliers to adjust their EDI/
FTP capabilities. This requirement will
be reactivated no later than December
31, 2016.
Once reactivated, EDI submissions will
require that the receiving report (856)
be transmitted prior to submission of
the invoice (810) transaction, unless a
combo (857) transaction is utilized.
Suppliers are advised that systems
transmitting EDI/FTP transactions must
be able to submit appropriate
transactions (EDI 856 and/or 857).
DLA will provide advance notice prior to
the EDI capability being reactivated.
For iRAPT web submissions, a receiving
report must be created prior to creation of
the invoice. A combo document may be
utilized. NOTE: This functionality has not
been deactivated.

For EDI/FTP mapping help, please contact

This new rule will take effect to new contracts and replacements for expiring contracts with the federal government
on or after January 1, 2017. The Department of Labor states that this proposed rule will give sick leave to 437,000
employees who currently do not have this benefit. And will change 400,000 additional workers. Contractors will be
required to provide up to 56 hours, or 7 days, of paid sick leave per year to their employees on
federal contracts entered into after January 1, 2017. Subcontractors also will be required to provide paid sick leave
