Spring 2016 President’s Pen S oon it will be time for spring workdays and the opening of our tennis and swim facilities for another great season in 2016. We look forward to seeing everyone at the pool and the courts this year! The PHRA Board has been active over the winter months on a number of issues. I’ll highlight a few of them here, and you’ll find more information inside the newsletter on several of them. The Board made the leap this year to all-electronic distribution of the Splash newsletter. The newsletter will be emailed to all Members and Renters who have shared their email address with us, and also posted on the website for everyone else. The change saved us money in printing and postage, and also the time that it took to manually affix labels and stamps, print labels, and deliver the project to the Post Office. PHRA Rules: the Bylaws require the Board to establish rules of conduct for members, renters and guests at our facilities, and members and renters sign an acknowledgement when you send in your annual registrations to abide by the Rules. We’ve made some clarifying edits to the Rules document and would ask each member and renter to read them. They are posted on the PHRA website and will also be posted in the poolhouse during the season for reference by members and by the lifeguard staff. The article inside is only a summary. A significant effort to repair the tennis courts is now underway. This was deemed a higher priority than construction of a shade structure over the tennis seating area. We continue efforts to prevent unauthorized use of our facilities. Property locks for the gates, poolhouse and tennis courts will be changed this spring. Shareholders and renters will be provided the necessary access information, and we ask out of respect for fellow authorized users that everyone abide by the guest policy (see the Rules for details). Guest passes will not be used this year – a $5.00 guest fee is payable at the door. The only ex- ception to this is that those who assist with spring work days will be given guest passes in return for their contributions to preparing the property for the season. The Board has carefully investigated the feasibility of replacing the Tripps Run Bridge at Poplar Drive that was removed during the stream restoration project a few years ago. The Board authorized design and permitting of the project so that we could get accurate and detailed estimates of the cost. The permit was issued as the Splash was being finalized, and the final cost estimate was within the amount budgeted, so the Board intends to proceed with the replacement this spring. In an attempt to accommodate both lap swimmers and early season PH Crush practice needs, the Board has authorized the swim team to use 4 lanes for practice on weekdays between Memorial Day and June 24 from 4:00-6:00 PM. The Registration form for the 2016 season is included with this year’s newsletter. Please note the April 30 deadline for getting the for ms back to avoid late fees. I want to close with a thank-you to my fellow board members for their volunteer time in support of PHRA, and with a particular thank-you to Shari Kane, our PHRA Registrar. In many ways, Shari is the glue that holds PHRA together. There are so many things that she does to handle the operations of PHRA that many members never see, but they would be sorely missed if she weren’t taking care of them. The membership is indeed fortunate to have Shari’s services – please say thank you to her when you see her at the pool this season! Alex has been coaching tennis at Poplar Heights for 6 years now. He supervised summer junior camps at Tennistar Academy in Bethesda, MD. He then continued teaching at 4star Academy, the Mid- Atlantic Region’s most prominent and recognized tennis facility. In 2009, Alex was Director of Adult Programs at nearby Tuckahoe Recreation Club and coached both junior and adult tennis teams. In addition, Coach Alex helped the McLean Girls tennis team to one their most successful seasons in the history of MHS tennis. They posted a 16-3 record winning the Liberty District championship, Northern Region title and placing 2nd in the state of Virginia. Coach Alex is a certified USPTA professional. Coach Alex has a strong passion for the game of tennis and enjoys contributing to the development of his students. His teaching philosophy is to develop a player’s technique, speed, conditioning, strategy and confidence. Alex will be adding to our existing offerings with some exciting new programs. Returning along with Alex is Scott Niklason who has been our junior tennis coach and coordinator for several years. In 2004, 2006 and 2008, Scott led our CRUSH juniors to fantastic 1st place finishes in the Tyson’s Cup "B" Division. Last year the team had a good year with a 3rd place finish in the Tyson’s Cup "A" Division. Tommy Weber will be working with us again this year. Tommy has been playing tennis his whole life at Poplar Heights. Tommy played varsity tennis at George mason High school where they earned 4 straight state championships. Tommy finished his 4 years at Mason with 99 wins. He enjoys coaching and sharing the game of tennis to younger kids through games, competition and fun. Coach Tommy is a certified tennis coach and personal trainer. Coach Tommy believes in creating a positive environment and emphasizes the importance of dedication and hard work. The Poplar Heights Tennis Team competes in the Junior Tyson’s Cup and is available to members with children ages 618 years old who wish to compete against 7 other tennis clubs in the Tyson’s area. The cost to join the team is $100.00 per child and includes practices twice per week. The Junior Tyson’s Cup Team matches begin once school is out and ends in late June. Matches are Tuesday or Thursday afternoons. Practices will start in early June. While competition is what our team is about, we realize that some of our members may not be ready or even interested in the competition aspect of the game. Beginner and Intermediate players. www.poplarheights.org Splash Spring 2016 Page 2 Notes POOL CLEAN-UP DAY All PHRA shareholders and renters are invited to show pool/community spirit, meet other members, and save the pool some money, by coming to the annual Spring Clean-up Days. Mark your calendar for our spring clean-up days on April 23-24, with rain dates on April 30-May 1, and join your fellow pool members at the pool any time between 9-5 each day. Spring clean-up is a time for everyone to work together and support PHRA so we won’t have to hire contractors to do the work. It’s also fun to meet, get to know, and work with fellow PHRA members. There are many tasks which must be done before the pool opens to guarantee a great year, including painting, raking, mulching, miscellaneous repairs, and general cleanup in and around the pool house and grounds. We will have a list of tasks, but if you have something you think needs to be done, feel free to suggest it. Come with rakes, shovels, gloves, pruners, leaf blowers, whatever you have which you could use for one of the many tasks. We will supply paint and brushes for those who paint. There will be pizza and drinks at lunch for all participants. Each shareholder or renter family who works 4 or more hours will receive a book of 10 guest passes (one per family). PHRA Spring Clean-up is also an opportunity for students to earn credit for community service. Remember, to get credit, everyone must sign in and out at the front desk. Passes will be available at the front desk once the season starts. Guest Passes PHRA will not sell guest passes this year. Complementary guest passes will be distributed only to members/renters working on clean-up day. Each member/renter will be required to pay for their guests at the door on the day you bring guests. The cost to bring a guest to the pool is $5.00 per person per day. PHRA will accept checks or cash. Payment must be made for each guest even if they do not use the pool. Any guests using the tennis courts must also pay the $5.00 fee. www.poplarheights.org Family Share Policy PHRA is a family pool. We realize that each member of the family may not use it the same way as other members. Some only swim, some only play tennis, some rarely come at all or only come to watch. Whatever the various members of your family do, PHRA policy requires that the small family member fee is paid for each member of the family residing at the same address. If a family member has actually moved out, such as a student at a distant school, that member should not be listed, but must use a guest pass each time they visit and use the pool facilities, including tennis. Lap Lane and Swim Lesson Rules The Board recognizes that private-coaching lessons provide a great opportunity for children to learn to swim better and for our coaches and lifeguards to earn additional income. Therefore, members and renters may hire private coaching from PHRA swim team coaches and lifeguards. Hiring outside private coaches (i.e., non-PHRA members or staff) is not permitted. Private coaching must not interfere with PHRA Crush Course, NV Pools Lessons (NV Kids), or general swimming. Accordingly, lessons are limited to available lap lanes and will not be allowed during weekend peak hours from 1:00 - 5:00 pm, on holidays, or special events. At least one lap lane will be established at all times except when PHRA is hosting a swim meet or special event. A second lap lane may be added if needed or requested, at the discretion of the Pool Manager and based on the crowding level of the pool. Lap lanes are restricted to lap swimmers and private lessons. Each person may use the lap lane for no more than 45 minutes within any two-hour period. Swimmers under 18, except those taking private lessons, will yield one lap lane to adults during normal operating hours. The season will be here before you know it! PH Crush 2016 A Meet Schedule Team Reps and Coaches I'm very excited to announce that Shelly Dubois and Mary Beth DeLuca will be our Bmeet team representatives this summer. They will be a very welcome addition! We are fortunate to have Chris Parkhurst returning as our Head Coach for a second season. I'm very happy to have Emily Ratzenberger joining the Poplar Heights coaching staff as our Assistant Head Coach. Emily comes to Poplar Heights with six years of coaching experience at Cardinal Hill after being a swimmer there for twelve years, including time as a junior coach. She also has a background in working with elementary school students - Emily is a sixth grade teacher and has been teaching at Marshall Road Elementary for the last six years. With the addition of Beth Cashin and Nadia Critchley as Assistant Coaches, we will have a very strong and enthusiastic coaching staff this summer. Dates to Remember Swim Team Open House: Saturday, May 14th from 5-7 pm at Poplar Heights. It is not necessary to come to the open house to register. However, we highly encourage families to attend the Open House because Sport Fair will be there selling our team suit - which is new this year! This will be your only opportunity to try on and buy the new team suits at Poplar Heights. Otherwise, you will have to go to the store in Arlington to purchase the team suit. New this year, we will have a swim suit exchange for those of you who would like to donate an outgrown practice suit in exchange for a bigger one. In addition, the coaching staff will be there providing evaluations for younger swimmers. This will be an opportunity to find out early on which is more appropriate, swim lessons (provided by NVPools), Crush Course, or swim team. Happy Hour Mixer for Swim Parents: Following the Open House on Saturday, May 14th, we will hold Swim Team 101 "class" and Happy Hour mixer for parents from 7-8 pm. Whether you are new or returning to the team, this is designed to answer all the questions that you may have about the mysteries of how the swim team works. To show how important we think this information is, we will be bribing you to attend by providing treats (sorry, but it will be BYOB). Swim team practices: Begin on Tuesday, May 31st after school. Mandatory Time Trials will be Saturday, June 18th at 9 am. Morning swim practices will start on Friday, June 24th, the day after school gets out. Crush Course, which is designed for our younger swimmers not quite ready for the rigors of the swim team, will start on Monday, June 27th.Float Nights: Wednesday, June 29th and Wednesday, July 27th from 6-8 pm. PHRA Waiting Lists Poplar Heights continues to have a rental waiting list of over 450 applicants. All applications who apply are automatically listed on the waiting lists for both a rental and a share. A rental now takes approximately three to four years to obtain, while a share takes five to six years. Last year’s current renters were given the option to renew by February 26. PHRA tries to accommodate applicants but there is a limit to the number of renters PHRA can allow in accordance with its Articles of Incorporation. PHRA contacts applicants by email if and when a spot becomes available. PHRA will offer a limited number of August & September rentals again this summer. This process will begin in late June. These short-term summer rentals do not guarantee a full rental next year. After the summer season begins, the registrar will contact all applicants on the list to see if they are still interested in joining PHRA. PHRA often discovers that some have moved, some have joined other pools, and some are no longer interested. www.poplarheights.org Splash Spring 2016 Page 5 SUMMARY of RULES and REGULATIONS FOR THE USE OF PHRA FACILITIES Complete Rules Available on Website and at Desk Updated February 2016 General Use of facilities is restricted to active Members and Renters and their guests for whom guest access fees have been paid. All persons use PHRA facilities at their own risk. PHRA will not be responsible for any accident or injury in connection with such use or for loss of or damage to personal property. Use of skateboards is strictly prohibited anywhere on PHRA facilities. Except bicycles, all wheeled vehicles (e.g., mopeds, motorcycles, scooters) must be walked on paths. Pool Area All persons will take a shower, using soap, before entering the pool and before reentering the pool after participating in active sports. At the sound of thunder, the pool area, including the pools, pavilion area and surrounding concrete decks, will be cleared for 45 minutes. Anyone unable to demonstrate an adequate swimming ability to the lifeguards will not be permitted in water too deep to stand. An adult must accompany each child who cannot swim and is using a floatation device. Children in the main pool using arm floaties, rings or other floatation devices must be within easy reaching distance of the accompanying adult. No child using flotation devices may use the diving board or slide. Children wearing diapers must wear tight fitting rubber or plastic pants while in the pool area. Playing on the access steps into the main pool is not permitted. Rest periods will be announced every hour before 8:00 P.M. All children under 14 will immediately clear the pool and pool decks for 10 minutes. Non-swimmer children, aged two years or younger, may remain with an adult. Children who have been in the main pool may not move to the baby pool during the break. Admission to the pool will be refused to all persons having any skin disease, sore or inflamed eyes, colds, nasal or ear discharge, excessive sunburn, communicable or contagious diseases, or to those persons wearing bandages. Exceptions may be made upon presentation of a physician's certificate. The Pool Manager and lifeguards will maintain order within the pool and pool area, and, when necessary, the Pool Manager may restrict the privileges of any member for a period of time not to exceed 72 hours . The Board, following recommendation of the Pool Manager, will determine periods of restriction more than 72 hours. When a child is being a persistent problem, the Pool Manager will use the "three strikes and you’re out policy". Only the Pool Manager on duty can suspend a child for a day or longer. Only authorized persons will be permitted in the pump and filtration rooms, guardroom, or office behind the registration counter; no loitering around the registration area is permitted. At least one lap lane will be established at all times except when PHRA is hosting a swim meet or special event. A second lap lane may be added if needed or requested, at the discretion of the Pool Manager and based on the crowding level of the pool. Lap lanes are restricted to lap swimmers and private lessons. There must be at least one adult supervisor for every five children under the age of eight during a party. Non-member guests to a party must have guest passes. Parties with 15 or more participants must be approved and scheduled with the Pool Manager. In order to avoid overcrowding the pool during peak usage times, all parties with 15 or more participants will be scheduled on a weekday. The Pool Manager will not schedule two events with 15 or more participants for the same day. The following activities are prohibited in the pool area: Running, pushing, horseplay, dunking, wrestling, and unnecessary splashing, and use of water pistol toys. Spitting, or blowing the nose, etc., in the pool. Standing or sitting on another's shoulders or back in the pool. Throwing objects into or from the pool. Hand size nerf-type balls will be permitted in the pool at the discretion of the lifeguard on duty during periods of low density. Consuming food, drink, or chewing gum is permitted on the elevated deck and picnic areas. The board reserves the right to restrict eating on the elevated deck if it is deemed to be in the best interest of preserving the deck. Glass containers or other sharp, breakable, or otherwise hazardous objects are not permitted on the pool deck or in the pool. Using inner tubes with metal filler caps. The Pool Manager will determine when pool occupancy permits the use of acceptable floats, swim fins, etc. Kick boards are permitted for lap swimming only. Playing of private radios or other sound equipment, except through ear phones/plugs. Pets are not permitted within the pool enclosure. Changing diapers on the dining tables. Tennis Area The "practice" area may be reserved by the PHRA pro for tennis lessons. When not utilized for lessons, area use is limited to ½ hour when others are waiting. The practice area may not be used during PHRA team matches or tournament play. Tennis courts are for playing tennis and other racquet or paddle sports only. Other uses, including soccer, hockey and similar activities, are not allowed. Bicycles, roller skates, skateboards, rollerblades, scooters, strollers, and other wheeled devices are NOT permitted on the courts. Objects shall not be dragged or slid across the courts. Food, glass containers and smoking are not permitted on the courts. Non-members using PHRA’s tennis courts must be accompanied by a member and pay a guest fee.
