2013 was a remarkable year of renewed and increased community engagement—from
donors to volunteers, partnerships (169 of them!) to participants. Our Board made
the significant decision to focus and expand services to young victims of exploitation
including sex trafficking. Our core services continued, with the majority of services
meeting increased demand, and we ended the year with a balanced budget!
Did you
know?
We learned so much from our three year project with the Minnesota Brain Injury
Alliance. Small changes—such as the lighting, colors, even the fonts in our written
materials—help create an environment in which people with seen and unseen disabilities
can go beyond surviving to thriving. Beyond how we serve, we changed who we are
as an organization. Changing our culture means learning to see what we didn’t see
and learning to acknowledge what we didn’t know…the very circumstance faced by
someone with a disability.
We began an initiative with Human Resource professionals to provide workshops and
resources on safety planning, caregiving and more for their employees, positioning
Tubman as their first source of help.
The campaign to rebuild the Legal Services Center was launched with a pledge from the
membership of Minnesota Women Lawyers to honor Justice Rosalie E. Wahl. In addition
to offices for Tubman staff advocates, attorneys and interns, the Center will have
space for law enforcement from 17 jurisdictions, city prosecutors, pro-bono attorneys,
partners, and others to work directly with clients. There will also be an interview soft
room and observation room, a law enforcement interview room, legal resource library
and conference room.
We also launched Invincible Women, small gatherings of friends held in homes to raise
awareness of the complex issues facing families, the countless ways Tubman can help, and
how together we can truly make an impact. We’d love to partner with you to inspire the
people in your life to take action too!

Phase I addressed renovations necessary to make the building accessible and safe for
shelter residents and the community, and was completed in 2012.
Phase II includes renovating the Legal Services Center, the Partnership Center, a
Community Healthcare Center, Culinary Training & Meals Center, two more floors of
shelter for youth who are victims of sex trafficking, and additional accessibility upgrades for
people with seen and unseen disabilities.
Phase III will complete the capital campaign providing building reserves and cash reserves
to sustain the agency and services into the future.

Public Policy Update
65+ women and children now call Harriet Tubman Center East their
temporary safe home. State bond funds ($2 million approved in 2012) were critical in
leveraging an additional $4.6 million in funds that allowed the conversion of three floors to be
upgraded for families experiencing domestic violence. In addition, the upgrades to the sprinkling
and HVAC systems are nearly complete! Thank you to all the Minnesota State legislators who
were integral in securing these funds, including our 2012 chief authors Senator Chuck Wiger
and former Representative Carol McFarlane. And thank you to McGough Construction for their
continued support in upgrading Tubman East.
Last year, we sought bonding funds to complete the remaining two floors (20,000 square feet) to
provide an additional 36 shelter rooms and common space for young victims (and their children)
of violence and exploitation, including sex trafficking. While no comprehensive bonding bill passed
in 2013, our request for $720,000 is being considered in the current legislative session.

Tubman helps people of all ages with a full continuum of services including 24/7 access to crisis
support, resources and safety planning over the phone and in person.
In response to the growing number of victims ages 55+, this past year we trained 11 Elder Service
Specialists to ensure there is someone with added expertise on each shift at both shelters,
available to answer calls regarding abuse later in life.

Domestic violence is leading cause of homelessness for women and children and
Tubman’s crisis shelters continue to operate at 20% over our paid capacity. In
addition, our transitional housing program served 20 adults and 30 children.
In 2013, Tubman completed work on a three year project in partnership with the
Minnesota Brain Injury Alliance, to develop best practices for serving domestic
violence survivors with seen and unseen disabilities. This project was funded by
a federal grant from the Office on Violence Against Women and culminated in a
detailed training manual and guide for administrators and service providers on
ways to more fully and inclusively address the needs of clients who may or may
not have a disability, particularly a brain injury. As a direct result of this work,
Tubman has redesigned our shelter enrollment process, organizational policies
and communication protocols, and purchased assistive devices to make our
shelters and the entire organization more accessible, safe and welcoming.

Sustainability Services
In 2013, nearly 1,000 clients participated in support
groups and workshops or received individual assistance
with their financial, employment, education or housing
goals. Workshops are led by staff, interns and volunteers
including professionals from the Financial Planning
Association of MN.
Over 200 women visited Harriet’s Closet, our volunteerrun “store” stocked with new and gently used professional
clothing for practical milestones like court, interviews or
a new job—or personally meaningful events like attending
a family reunion or their place of worship. In addition to
clothing, participants can attend workshops that focus on
building self-esteem and confident presentation.
Since 2011, Tubman’s Elder Care and Rights Center has
been working to provide a wide array of resources and
services to seniors and caregivers across Minnesota.
Last year, ECRC staff provided resources, education and
resident and family council consultations to nearly 3,000
people across the state—from Bemidji to Preston, Ely to
Luverne.

offering mental health
therapy to community
members at Tubman
East in May.
Clinical Services
55% of Tubman’s Clinical Services clients report current or past experience of domestic
violence, stalking or sexual abuse. To further address this issue, we began providing Sensorimotor
Psychotherapy—a body centered psychotherapy for the treatment of trauma-related symptoms
and disorders—at the Chrysalis Center. Two clinicians are now certified in two of three levels
of training for this highly specialized therapy. We also increased the number of therapists serving
youth and adolescents to six.
In 2013, our Co-Occurring Program (treating both mental and chemical health) saw a 20%
increase in clients served—the direct result of an increase in referrals from both Hennepin
County and in-patient programs. At the request of Ramsey County Probation, we also added an
additional Holistic therapy group for men who have been abusive.
Youth & Family Services

Tubman serves youth of all genders, sexual orientations, ethnic and cultural
communities. Our shelters are open and accessible to youth 24 hours a
day—every day—and our text-for-help info line has served over 300 youth
and young adults in the past 2 years.
In 2013, we taught our violence prevention curriculum in over 40 middle
and high schools, engaging over 8,400 students. Our Voices in Prevention
(VIP) and Movement for Violence Prevention’s (MVP) annual Healthy
Relationships Poster and Video Contest brought in a broad range of
submissions from students across the greater metro area.
Legal Services
Tubman’s legal program increased access in several ways
during the past year. We reinstated Divorce Information
Sessions in both Minneapolis and Maplewood, our staff
attorneys are now at the shelters weekly to provide
legal advice to residents, and we saw a 23% increase in
representation and advice cases by our amazing team of
pro-bono attorneys.
Six law enforcement agencies in suburban Ramsey County
joined the 12 Washington County law enforcement
agencies already trained in the Lethality Assessment
Protocol to identify especially high risk offenders. Our
partnership with the Immigrant Law Center of Minnesota
continued to help victims seeking protection with U- and
T-Visas.
Youth and young adult victims of dating violence, stalking,
or sexual assault—many of whom are homeless—obtained
58 Orders for Protection with the help of our legal
advocates. And the Legal Think Tank comprised of criminal
justice partners in Ramsey and Washington Counties
including law enforcement, prosecutors, judges, court
administration, probation, and Tubman legal advocates
identified sex trafficking as their next systems change
priority.

Sex Trafficking
Tubman has always provided shelter and support to victims
of exploitation. However, we have become more vocal
about our expertise in this area as a result of the increased
community conversation about the issue. The Twin Cities
has been identified by the FBI as one of the top 13 centers
for sex trafficking in the country. Over the last two years,
at least 8% of youth and adults entering Tubman’s shelters
have reported experiencing exploitation and many more
identified it as an issue later in their stay.
In most cases, it is unsafe for these victims to remain
where they lived or were trafficked. In some cases, the only
other housing option near their hometown is a juvenile
detention center. As Tubman’s work in this area has become
better known, there has been an increase in referrals
for emergency shelter and support for complex trauma
from other organizations who work with this group of
underserved victims.
