Sarasota County Government Fiscal Year 2017 Board Priorities - Quarter 1 Report Board Priority Status Secure Partnerships and Funding for Adult Homeless Initiative Discussions among the County, City and the Gulf Coast Community Foundation (GCCF) are on-going. A Board update is tentatively scheduled for February 7, 2017 under the County Administrator's Report. This Board update will address current activity, staff collaboration and next steps, including further private sector engagement and consideration regarding other local governments. Health and Human Services Carry Out the Public Safety Referendum Office of County Administrator An update on Major Facilities needs was presented at the December 13 Board meeting. The decision was made to move ahead with the Sheriff's Fleet Facility, South County Courthouse and Central Energy Plant. CIPs are being developed for approval by the Board. The Board also requested to proceed with securing a contract for the Sheriff's Administration Building (Cattleridge) project. Current Status: Fleet and RLA/Courts projects are being brought to the Board for Phase 1 (design) CIP project initiation at the Feb. 17 Budget Workshop. CEP "ESCO" process is ongoing. Staff is currently finalizing terms of a contract to purchase the building at 6010 Cattleridge Boulevard which is scheduled to be on the February 7 Board agenda. Legacy Trail North Extension – Legacy Trail Fact Sheet has been completed and distributed. Property appraisals are being finalized. Negotiations with CSX and Seminole Gulf are ongoing. Complete Plan Development of the North Extension and South Connector of Legacy Trail Parks, Recreation and Natural Resources Update Land Development Regulations/Zoning Manual Planning and Development Services Facilitate a Community-based Effort to Help Identify Creative Solutions to Address Affordable Housing Planning and Development Services Develop a Funding Strategy for River Road Public Works Open North Port Joint Library Facility Libraries and Historical Resources Implement a Replacement Plan for Venice Library Libraries and Historical Resources Legacy Trail South – County staff has provided proposed easement agreements to the Carlton and FPL attorneys. Once comments are received back, we will proceed with work to clarify legal public access. Current Status: Draft language has been provided to both the Carlton's attorney and Florida Power and Light's attorney on the South connector. Trust for Public Lands is negotiating the purchase of the North Extension with CSX and Seminole. A tentative agreement has been reached and a contract is being finalized. Staff is currently in the procurement process for consulting services to create a Unified Development Code that updates the Zoning and Land Development Regulations. The UDC process is anticipated to take approximately 18 months from the notice to proceed. Board approval of the contract is expected for late February. Staff is developing a situational report that will include research focused on best practices related to workforce housing, peer review comparisons, an analysis of past projects and key demographic data due in early FY17. Community outreach efforts has been completed to identify barriers and creative solutions and as a compliment to the situational report. The SHIP Advisory Committee will be used to review and further refine recommendations within the Situational Report. The committee is meeting on January 30th to discuss the review process. The county is in negotiations with West Villages Improvement District to develop an agreement for the construction of the segment of River Road from U.S. 41 to just north of West Villages Parkway. County re-engaging in the acquisition process. MPO funding programmed for 2025 through 2040 for various phases of River Road from U.S. 41 to I75. State, local and Federal advocacy continues. This Joint Project Agreement with the School Board was approved by the Board on July 12, 2016. The agreement provides a maximum reimbursement of $5,578,176 (not including the $1 Million state legislature appropriation which went directly to the School Board for land and development costs). The total project budget is $7.2M. The project is under construction and scheduled for completion in August 2017. The opening of the temporary Venice Library service at the former Hamilton Office Building occurred October 4, 2016, followed by a ribbon-cutting celebration on October 6. Design and permitting for the replacement library is underway. The proposed library site plan was submitted to the City of Venice Technical Review Committee on December 17, 2016. Demolition of the existing library currently being planned. Current Status: Schematic Design work is ongoing. Staff will bring a contract amendment to the Board on February 15 for demolition (only) of the existing structure. 1 Sarasota County Government Fiscal Year 2017 Board Priorities - Quarter 1 Report Human Resources Continuing strategies, such as community outreach to ensure we remain a diverse entity. Diversity updates are provided to the Board of County Commissioners twice per year. The most recent report, covering the second half of calendar year 2016, was provided in January. Human Resources continues to focus on ensuring our workforce remains diverse. COMPLETED: Complete Comprehensive Plan Update The County Commission adopted the Comprehensive Plan on October 25, 2016. Enhance the Diversity in Hiring Plan Planning and Development Services Parks, Recreation and Natural Resources Committees and task forces continue to meet on a quarterly basis with SANCA updates to the BCC monthly. Safety exercises have been completed, and marketing of tickets and merchandise is underway. COMPLETED: Develop a Parks, Preserves and Recreation Master Plan The BCC adopted the Parks Preserves and Recreation Master Plan, with edits, on June 21, 2016. Implementation underway. Host a Successful 2017 World Rowing Championships Event Parks, Recreation and Natural Resources Increase Public Access on SCG Preserves Parks, Recreation and Natural Resources COMPLETED: Complete the Comprehensive Operations Analysis (COA) of SCAT to Continue to Provide an Efficient and Effective Transit System An easement has been agreed upon with the Church adjacent to Bayonne Preserve. The easement is scheduled to go to the BCC on 2/7/2017. Real Estate Services is in negotiations to acquire an additional parcel to Old Miakka Preserve. Once completed this will provide legal public access to the preserve. Discussions are ongoing with the Florida Forest Service for a shared access between the Myakka State Forest and Ainger Creek Trails. Staff is working on developing Trailhead entrances at Pinelands Reserve and Eastern Ranchlands (Carlton Fee Simple) North Entrance. The COA report was presented to the Board on July 12, 2016 and followed up with a series of public workshops. Modifications are being implemented in two phases beginning in November 2016 and April 2017. Sarasota County Area Transit (SCAT) Upgrade Emergency Radio System Emergency Services The Sarasota/Manatee County Airbus Project remains at the 50% project milestone. Factory Acceptance Testing is complete, and shipment of equipment is being scheduled. Both counties are completing their processes for approval of new tower sites. Project management teams from both counties are actively engaged and working with Airbus to ensure project success. 2
