Tsilhqot’in National Government Job Description – Tsilhqot’in Sub-Table Manager Full-time, contractual position Position Purpose Reporting to the Lead Negotiator, the Tsilhqot’in Sub-Table Manager(s) are responsible for guiding the Tsilhqot’in progress under the ‘Nenqay Deni Accord’ (http://www.tsilhqotin.ca/PDFs/Nenqay_Deni_Accord.pdf) in the five specific Sub-Tables: a. Governance b. Economic Development c. Social, Cultural, Education and Justice d. Lands and Resources e. Declared Title Area Implementation Position responsibilities include but are not limited to the following: Each Tsilhqot’in Sub-Table Manager(s) in conjunction with their Provincial counterpart is responsible for the development of a: o Sub-Table specific terms of reference; o Five year work plan; o Budget for specific projects; o Meeting Schedule in conjunction with Senior Staff from the relevant British Columbia Ministries; o Performance metrics Assessment Tool and Milestone Chart to assess progress and regularly evaluate and report annually on progress. Within the communities the Tsilhqot’in Sub-Table Manager is responsible for: o Developing a Meeting Schedule within communities for community-centric planning; o Working with Executive Directors of Tsilhqot’in affiliated organizations and Band Managers of each community to arrange resources to implement the approved upon work plan and solidify attendance; o Ensuring communities are well informed and engaged with on matters of the Sub-Table. Other Related Duties The position attends Working Group and Leadership Table meetings (on request) and meetings of outside agencies, performs public relations as required, chairs meetings as required, serves in ad hoc and standing committees as required within the subject area. Sub-Table - Governance o o o o o o Possess a Post-Secondary Bachelor’s degree (or equivalent combination of related education, training and managerial experience may be considered) Extensive knowledge of Tsilhqot’in Nation culture, customs and traditions (including governance) is an asset Strong understanding of the Tsilhqot’in Nation v. British Columbia , 2014 SCC 44, Title Declaration and Case Experience researching traditional governance laws and land management Well versed in the current state of First Nations social and political issues; Knowledge of the written creation of First Nation laws and constitutions; b. Sub-Table - Economic Development Tsilhqot’in National Government – Job Description – Table Manager o o o o o o Possess a Post-Secondary Bachelor’s degree or equivalent combination of related education, training and managerial experience in an economic development, business attraction and/or development, community development or a related field. Strong understanding of the Tsilhqot’in Nation v. British Columbia , 2014 SCC 44, Title Declaration and Case Proven success in managing and developing First Nations businesses Good knowledge of sources of capital and business programs that are available to First Nations businesses Knowledge of business attraction, business retention, development of facilities and infrastructure, small business development initiatives and capital improvement programs or projects Coordinates, implements and evaluates capacity development programs c. Sub-Table - Social, Cultural, Education and Justice o o o o o o Possess a Post-Secondary Bachelor’s degree (or equivalent combination of related education, training and managerial experience may be considered) Experience with the development of: o First Nation culture and language, o Healthy Children and families; o Healthy Communities through increasing the quality of life; o Innovative, preventative and restorative strategies and alternatives within the criminal justice system; o Successful education practices and advanced approaches to First Nation education. Strong understanding of the Tsilhqot’in Nation v. British Columbia , 2014 SCC 44, Title Declaration and Case Comprehensive understanding of First Nation ‘holistic health’ needs (physical, emotional, spiritual, mental, social and economic well-being) and the challenges and/or opportunities will achieving this; Proven knowledge of the social conditions of the Tsilhqot’in communities is an asset; Established network contact list and familiar with the health service providers and health supports available in the Cariboo-Chilcotin region; d. Sub-Table - Lands and Resources o o o o Possess a Post-Secondary Bachelor’s degree or equivalent combination of related education, training and managerial experience in Resource Management and or Lands/Resources; Certificate in Lands Management; Strong understanding of the Tsilhqot’in Nation v. British Columbia , 2014 SCC 44, Title Declaration and Case Comprehensive knowledge of lands & resources innovative practices in: Strategic planning for the land base & resources; Tsilhqot’in National Government – Job Description – Table Manager o o Modern forestry practices, environmental systems and fish & wildlife management; lands identification and governance; Strong understanding of land use policies, protection policies, legislation and regulations; Understanding of systems and procedures for all types of land transactions such as permits and leases; e. Sub-Table - Declared Title Area Implementation o o o o o o Possess a Post-Secondary Bachelor’s Degree in resource management, law or business (or equivalent combination of related education, training and managerial experience may be considered); Strong understanding of land use policies, protection policies, legislation and regulations; Understanding of systems and procedures for all types of land transactions such as permits and leases; Demonstrated success in policy development and implementation Ability to work within traditional and modern concepts of land management Strong geographical, cultural, historical and environmental understanding of the Xeni Gwet’in (Nemiah Valley) area or proven success in gaining extensive local First Nations knowledge Please submit a cover letter, resume and three employment references, specifying which of the 5 Sub-Table manager positions you are applying for.
