TRAFFIC MANAGEMENT PLAN
1. PROJECT DETAILS AND SCHEDULE
1.1 The project involves the replacement of the existing transloading facility. A new facility is
to be built on the leased property and the existing facility is to be removed once the new
facility has been commissioned. As well, new storage silos are to be erected in the area
of the existing offices.
1.2 Construction work will be limited to the area north and east of the existing facility. This is
an area roughly equivalent to 5 % of the size of the property.
1.3 This construction worksite is well inside the Columbia Containers property. The nearest
street is Commissionaire Street which is adjacent the property.
1.4 The construction will begin with the excavation of the work area. Excavation equipment
will be staged on the east side of the excavation area. The excavated earth will be
temporarily piled on a paved area within the facility’s property. After testing, the material
will be disposed at a later date. After excavation, construction of the new facility will
begin. This will involve foundations, new buildings and equipment.
1.5 The construction will have a duration of 8 months from May to the middle of December
2014.
1.6 The construction will be on 8-hour shifts of 5 days per week. Working hours are 7:00 am
to 3:00 pm.

2. MOBILITY IMPACT
2.1 During construction, there will be no appreciable increase in vehicle traffic over and
above the present day to day traffic to and from Columbia Containers. There will be no
impact to pedestrians, disabled persons, cyclists, transit service, emergency vehicles,
trucks and general purpose traffic.
2.2 The truck traffic will be spread out during construction with the highest traffic occurring
during concrete pours which will constitute 14 to 16 trucks spread over 1 to 2 days. This
will occur 6 to 8 times over the first three month period of construction.
2.3 The trucks will come from the nearest location and travel by highway 1 to McGill Street.
They will then enter through the Easterly most port entrance and take the first right turn
onto the Columbia Container property.
2.4 Prior to leaving the worksite, trucks will have the opportunity to use a car wash that will
be set up on the property. When leaving the worksite, trucks shall head east on
Commissionaire and exit onto McGill St and then onto Highway 1.
2.5 No overlength, overheight, or overweight vehicles will be used for this project.

3. COMMUNITY IMPACT
3.1 During construction, parking will be inside of the Columbia Property as shown in the
Traffic Control Plan (TCP) drawing. The site away from any residential neighbourhoods
and will not overflow onto to any residential streets.
4. WORK ZONE TRAFFIC CONTROL
4.1 The traffic entering Columbia Containers for the purpose of the Transloading Facility
Replacement project is negligible to the daily traffic entering Columbia Containers. Thus,
traffic control devices will not be necessary.
The building zone is 273 and the classification of the land use is M-2A. Site access and
wheel wash locations are shown below.

5. COMMUNICATION PLAN
5.1 There are no residences on Commissionaire Street. The nearest industrial neighbour is
Viterra Grain Terminal, who have provided assurances that they are aware and
supportive of the project.
