MISSION STATEMENT
It is the mission of the
Guam Department of Public Works
to provide a safe, efficient and
sustainable transportation system for
residents, visitors, and military
personnel that supports economic
diversification, resource conservation,
and exceptional quality of life.
GUAM TRANSPORTATION
IMPROVEMENT PROGRAM
(GTIP)
• Allocates federal-aid highway funds to projects
that enhance the safety, effectiveness and
efficiency of the routed roadways, all bridges and
transportation system components on Guam
• Provides checks and balances for fiscal
responsibility of Federally funded roadways and
bridges
• Provides for transportation improvements in the
near term for the people of Guam
• Represents a crucial element to the overall 2030

Pavement restoration and reconstruction of approximately
3.5 miles of road from Potts Junction to Anderson Air Base
Northwest Field. This project is being undertaken in
cooperation with the Department of Defense.

Complete bridge replacement and reconstruction of
roadway approaches including guardrail replacement,
pavement repair, pavement markings, and other related

Construction of a new pedestrian signal on Route 1 from
Chamorro Village to West Soledad Avenue.

Reconstruction and widening of Route 5 and a portion of
Route 12 from Route 2A to the entrance of the Naval
Magazine including intersection upgrades and
enhancements, drainage improvements and other related

Construction of a new traffic signal at the intersection of
