In addition to General Terms and Condition (including Annexure I for ebidding) of Sale/Purchase of Goods applicable for procurement on GeM portal, following special
terms and conditions shall also be applicable : (1) Pre qualification criteria for eligibility to participate in ebidding shall be as under. a) The OEM should have a minimum
turnover of 500 crore in each last three financial year i.e. 201314, 201415 and 201516. The seller/bidder should have a minimum turnover of 50 crore in each last
three financial year i.e. 201314, 201415 and 201516 in addition to OEM turnover of 500 crore in the corresponding years. b) All the mobile devices supplied as part of
this tender should support text entry in Hindi, English, Marathi and Telugu i.e. user should be able to type in Hindi, English, Marathi and Telugu, as well as the device
should be able to display text in Hindi, English, Marathi and Telugu. c) The prospective bidder should furnish OEM declaration about the complete specification of the
Smart phone on OEM letter head. d) Bidders are required to provide district wise service centres in all the districts implementing the ICT RTM under ISSNIP in
concerned 05 States namely Bihar(06 Districts), Jharkhand(07 Districts), Chhattisgarh(07 Districts), Madhya Pradesh(15 Districts) and Andhra Pradesh (06 Districts).
The list of concerned districts as provided by MoWeD are notified on GeM. (2) Bidder shall upload all required documents on GeM portal particularly for para 1(a), 1 (c)
& 1(d) above (alongwith their product offer/ebidding on GeM) before 48 hrs from date & time of closure of ebidding. (3) The bidders shall be debarred from GeM Portal
in case of any false declaration or any default of agreed T&C including specifications and warranty/ guaranty obligation. In view of urgencies of supply it is expected that
OEM also takes responsibility of supply of goods within the stipulated delivery period through its authorized channel partner/resellers.. (4) (i) All the mobile devices
supplied as part of this tender shall have Firmware Over the Air (FOTA) enabled. (ii) Post installation of ICDSCAS and supporting applications and registration of userâ s
Google account, all the mobile devices supplied as part of this tender should be able to update ICDSCAS and supporting applications through Google Play Store. (iii)
The individual mobile boxes shall be leveled with IMEI number and Device Code. (iv) An excel sheet for each consignee detailing Brand, Model Number, IMEI number
and Device Code shall be provided alongwith supply of devices.. (v) Device Code is a unique and readable code that the supplier should generate for each device and
add it as a label at the time of supply. (5) Based on the outcome of the ebidding, supply orders will be placed by the respective states. The prospective bidder shall have
to furnish performance bank gurrantee equivalent to 2 % of supply order value at the time of placement of supply order. (6) There will not be any need to submit advance
sample before ebidding. The eligible L1 firm of ebidding would obtain the approval of advance sample from MoWCD before going for bulk supplies. (7) The Purchaser

consignees in two Groups: 2. Devices for Group 1, to be used by Aanganwadi Workers, shall need to be preinstalled with Set1 Softwares. 3. Devices for Group 2, to be
used by Block Helpdesk, shall need to be preinstalled with Set2 Softwares. 4. The Set1 and Set2 Softwares are as follows: a. Set1: ICDSCAS AWW Application

CAS Application for both the sets of softwares. a. Install the following APKs on the phone: i. ICDSCAS APK ii. Aadhar ID Scanner iii. Amaze File Manager iv. Barcode
Scanner b. Copy the relevant (either AWW CCZ or IT CCZ) CCZ file in the â downloadsâ folder of the device. c. Install the CCZ file i. Open the ICDSCAS Application
on the smart phone ii. In the top right of the initial screen, open the settings page (three dots) and select â offline installâ iii. Select the folder icon at right in the dialog that
appears iv. Select â Amazeâ v. Navigate to the â Downloads" folder vi. Select the relevant CCZ file copied in Step 2. vii. If prompted for the â way to open the fileâ , select
â the normal wayâ viii. Select the â Installâ button ix. The application will install all of the resources x. Once the login screen is displayed, close the application d.
Configure User Settings: i. Remove all extra home screens, if there are more than one by default; ii. Verify that the Android version is up to date on the device; iii. Create
ICDSCAS (CommCare LTS) shortcut on the home screen; iv. Ensure the screen time out/sleep timeout is set to 2 minutes; v. Configure the device view to be in portrait
mode; vi. Set the Display Brightness of the device to the â Auto modeâ . If Auto is not available, then set the brightness level to a high level (80%); vii. Disable
notifications for extraneous applications; viii. Set the phone language to â Hindiâ ; ix. Set the current keyboard to â Hindiâ language; x. Switch on GPS/Location for the
device; e. Disassociate or remove any and all Google accounts from the device. f. Turn off the smart phone. B. Desired State of Smart Phone Devices 1. In order to
ensure successful installation of ICDSCAS Application (APK+CCZ) and Supporting Applications, and proper configuration of user settings, it must be ensured that the
smart phones are in the â Desired State" as mentioned below 2. The â Desired State" of the Smart Phone manifests as follows: a. ICDSCAS Application (APK+CCZ)
and Supporting Applications must be installed and configured successfully. b. ICDSCAS Application (APK+CCZ) and Supporting Applications must not be read only and
the user must be able to remove/uninstall/reinstall the Application and Files. c. The device shall have Firmware Over the Air (FOTA) enabled. 3. The Desired State of the
