QUESTIONS AND ANSWERS RFP #: 2016-024 NOTE: The purpose of this addendum is to update Q#1 and Q#4 only The following is a comprehensive list of questions that have been asked by vendors relative to the Centre for Health Information’s RFP #: 2016-024. The responses are indicated in italics below. Q1. Would you grant an extension of 1 week (5 business days) and change the close date to January 27th? A1. Due to the aggressive timeline, an extension cannot be granted REVISED A1 (CIRCA January 19). An extension will be granted to Wednesday, January 25. Interested Respondents can submit bids by 2pm. Q2. In reference to the section entitled Additional Considerations would you please advice as to whether the successful bidding ‘partner’ for the fit-gap component will be precluded from participating in subsequent phases of this initiative? A2. The successful supplier or partner that will work on the Fit/Gap Analysis will not be excluded from bidding on Phase 2 or any other subsequent work relating to this project. It is anticipated that all materials/deliverables produced from this Fit/Gap Analysis work (Phase One) will be shared with bidders on the RFP for Phase Two (if approved). Q3. If Oracle is deemed to be an appropriate fit, would the contract for the Oracle Fit Gap Analysis allow for the subsequent contracting of the successful proponent to perform the implementation work without having to go through a formal RFP process? A3. No. It’s anticipated that a new Request for Proposals (RFP) will be issued for any subsequent work (if approved) after the Fit/Gap Analysis is completed. Q4. Under the main objectives of the fit / gap analysis, you state that the assessment partner will investigate the feasibility of utilizing a cloud based and/or on premise environment to implement Supply Chain and Financial modules. Can you confirm that the scope includes ONLY fit assessment to the current GNL Oracle e-Business environment and gap analysis can be aligned to either Oracle e-Business product extensions first and if Oracle cannot meet the requirement only then will high level alternative Cloud offerings in the market be assessed. A4. The scope of the Fit Assessment is to the current Oracle e-Business environment in use by the Government of Newfoundland and Labrador. The Gap Analysis will be aligned to Oracle ebusiness product solutions only. Non-Oracle solutions are not in scope at this time to fill any gaps in requirements. REVISED A4 (CIRCA January 19): The scope of the Fit Assessment is to the current Oracle e-Business licencing model in use by the Government of Newfoundland and Labrador. The Gap Analysis will be aligned to Oracle ebusiness licencing only. Non-Oracle solutions are not in scope at this time to fill any gaps in requirements. Q5. The RFP states that “the preparation of these deliverables may require jurisdictional liaison and consultation”. Can you please describe the expectation and extent of these consultations and liaisons and would these be the responsibility of the successful vendor or responsibility of NLCHI? A5. Given the time constraints, it is not anticipated these consultations (if they occur) will be extensive; rather, this value-added work would only supplement or validate the Consultant’s core Fit/Gap Analysis work. It would be the responsibility of the Consultant to facilitate these sessions. Q6. Has a vendor ‘partner’ been involved in the development of this RFP? If so please indicate the name of the firm and also whether this represents a conflict of interest in pursuit of ongoing work (this and subsequent phases). A6. No Q7. Under the requirements and deliverables there is a list of functional areas in scope section. There is an item titled Payroll and Reporting. Does Payroll specifically refer to the Payroll module GNL currently uses in PeopleSoft or is the word Payroll used to refer to the whole HRMS suite (Payroll, Benefits, Leave Management, HR, Time and Labor etc.)? A7. Yes – the Payroll module GNL currently uses is PeopleSoft. However, important to note that operating this core Payroll module requires the use of the integrated components of the broader HRMS functions. Q8. In the Evaluation Criteria section it is stated: “Experience of proposed resources – three references must be included (60%)" Could you please confirm the ask is for proposed resources to have relevant experience/qualifications in Oracle ERP and for the company respondent to provide three references? A8. That is correct. The proposed resource(s) must have relevant experience in Oracle. Ideally, the three references would be for the proposed resources who have worked on similar projects relative to Oracle. However, company references are fine if they support the scope of the RFP. Q9. In the Requirements and Deliverables section under Technical you reference Business Intelligence? Do you have an existing BI application? A9. Yes. GNL uses Oracle Business Intelligence Applications (OBIA) as its Enterprise reporting tools. The Regional Health Authorities (RHAs) use Cognos Q10. In the “Requirements and Deliverables” section under Financial Management can you please clarify what you mean by statistical management? A10. Statistical management means the tracking and reporting of statistical data. GNL’s current system has two General Ledgers, a statistics ledger and a financial ledger, and most of its expense codes have corresponding stat codes. In addition, the payroll module has to be able to automatically generate payroll statistics per pay run, as per MIS guidelines. Q11. Under the Introduction section, you state that a preliminary fit gap analysis relative to this vision has been completed. Upon signature of Exhibit A, will you provide this preliminary fit gap analysis for our review, to assist in our RFP response? We believe this will be beneficial in determining the correct level of effort and scope for our response. A11. The successful bidder will have access to this preliminary fit/gap assessment. Q12. The RFP indicates that responses must be a maximum of 6 pages. In order to respond to mandatory and rated requirements adequately, we would like NLCHI to allow for appendices to contain supplement information. A12. That is fine. Q13. In order to provide exceptional support and delivery to NLCHI to cover all aspects of functional areas listed in the RFP, we will be proposing a number of resources to complete the work. Would the Government of Newfoundland and Labrador accept 3 corporate references that clearly demonstrate our experience in lieu of 3 project references per resource proposed? A13. See A8. NOTE: With reference to Q4, please note that GNL does not currently have a license for Oracle’s supply chain functionality.
